to discuss Item 5 as it appears on the Special Closed Session Agenda including conference
with its real property negotiators Aldo E. Schindler, City Manager; Nicole Bernard, Assistant
City Manager; and Brian Moncrief, Deputy City Manager/Real Property.
CLOSED SESSION ITEMS - The Brown Act permits legislative bodies to discuss certain
matters without members of the public present. The City Council finds, based on advice

1. WAIVE READING IN FULL OF ALL ORDINANCES AND RESOLUTIONS ON THE

Motion: The City Council waived reading in full of all ordinances and resolutions on
the agenda and declared that said titles which appear on the public agenda shall be
determined to have been read by title and further reading waived.
2. APPROVAL OF MINUTES — THE SPECIAL CLOSED SESSION MEETING AND
REGULAR MEETING OF THE CITY COUNCIL HELD ON MARCH 17, 2026.
Motion: The City Council approved the Action Minutes of the City Council Special
Closed Session Meeting and the Regular Meeting held on March 17, 2026.
3. RATIFICATION OF PAYROLL AND DEMANDS
The City Council has approved the use of Government Code Section 37208 to
expedite the payment of City of Tustin obligations that are in accordance with the
approved budget or continued operations authorizations.
Motion: The City Council approved Payroll in the amount of $1,156,955.68 and
Demands in the amount of $9,225,527.34.

4. PURCHASE AND SALE AGREEMENT WITH CAZ LLC FOR THE COMPETITIVE
OFFERING OF 150 E. FIRST STREET
Consideration of a Purchase and Sale Agreement between CAZ LLC and the City of
Tustin for the sale of City -owned property located at 150 E. First Street within
Development Area 2 of the Downtown Commercial Core Specific Plan.
Motion: It was moved by Council Member Fink and seconded by Council Member
Gallagher that the City Council:
1. Approved and authorized the City Manager to execute the Purchase and Sale
Agreement between CAZ LLC and the City in the form attached hereto,
subject to any non -substantive modifications as may be recommended by the
City's special real estate counsel or the City Attorney; and
2. Authorized the City Manager to take all actions and to approve and execute
all other agreements, attachments and documents necessary or appropriate
to complete the transaction.

Fiscal Impact: The purchase price for the property is $2,200,000. Final net proceeds
will be deposited into the City's General Fund.
5. 2025 HISTORIC AND CULTURAL RESOURCES ADVISOR ANNUAL REPORT
AND 2026 HISTORIC AND CULTURAL RESOURCES ADVISOR WORK
PROGRAM
This annual report summarizes the accomplishments and actions taken by the
Planning Commission, acting as the Historic and Cultural Resources Advisor, during
the 2025 calendar year, and establishes the 2026 Historic and Cultural Resources
Advisor Work Program.
On March 10, 2026, the Planning Commission, acting as the Historic and Cultural
Resources Advisor to the City Council, adopted Resolution No. 4540 (Attachment 2),
approving the 2026 Historic and Cultural Resources Advisor Work Program.
Motion: The City Council received and filed the 2025 Historic and Cultural Resources
Advisor Annual Report and the 2026 Historic and Cultural Resources Advisor Work
Program, as described in the attached Planning Commission Staff Report.
Fiscal Impact: All activities completed during the 2025 calendar year had sufficient
appropriation in the adopted 2024-2025 and 2025-2026 budgets.
6. 2024-2025 CERTIFIED LOCAL GOVERNMENT ANNUAL REPORT

The City of Tustin is certified by the State of California to carry out the National
Historic Preservation Act of 1966, and is required to submit an annual report on
historic preservation actions, activities, and programs to the California State Office of
Historic Preservation. The City of Tustin's 2024-2025 Certified Local Government
Annual Report (Attachment 1) reflects the federal reporting period of October 1, 2024
through September 30, 2025.
On March 24, 2026, the Planning Commission, acting as the Historic and Cultural
Resources Advisor, approved the 2024-2025 Certified Local Government Annual
Report (Attachment 2).
Motion: The City Council received and filed the 2024-2025 Certified Local
Government Annual Report and authorized staff to submit the report to the California
State Office of Historic Preservation.
Fiscal Impact: There was no fiscal impact associated with this item.
7. APPROVE AGREEMENT WITH ENTERPRISE FLEET MANAGEMENT, INC.
The City currently owns and maintains a fleet of 196 vehicles assigned to various
departments, ranging from light -duty sedans and police pursuit vehicles to specialty
heavy-duty trucks. To increase flexibility and efficiency of the City's vehicle
acquisition process, staff is recommending the City Council approve a Master Equity
Lease Agreement with Enterprise Fleet Management.
Motion: It was moved by Mayor Pro Tern Schnell and seconded by Council Member
Nielsen that the City Council:
Approved the Master Equity Lease Agreement with Enterprise Fleet
Management, Inc. and authorize the City Manager to execute necessary
documents in support of the Master Equity Lease Agreement on behalf of the
City;
2. Authorized the City Manager to approve as -needed lease agreements for new
and/or replacement vehicles identified within the Fiscal Year 2025 — 26
approved budget on behalf of the City; and
3. Authorized the City Manager to declare vehicles to be replaced under
Enterprise lease agreements as surplus items that are not required for public
use, and approve such vehicles to be auctioned.

Fiscal Impact: There was no immediate fiscal impact associated with the
recommended actions. Each year the various city departments outline their vehicle
replacement needs and request appropriate the funding through the annual budget
process. A total cost of ownership evaluation will be conducted on each requested
vehicle, and a lease or purchase option will be recommended within the annual
budget. City Council will retain the discretion and approval of requested replacements
to be included in the budget adoption process.
8. TUSTIN FAMILY AND YOUTH CENTER MURAL PROJECT
At their March 18, 2026, meeting, the Public Art Commission recommended mural
designs to be located at the Tustin Family and Youth Center for the City Council's
consideration and approval.
Motion: It was moved by Mayor Pro Tern Schnell and seconded by Mayor Lumbard
that the City Council approved the design for the Tustin Family and Youth Center
mural, which was created via a public input process led by artist Luis Barajas.

Fiscal Impact: The artist will be paid $15,000 upon completion of the wall mural,
which leaves an available balance of $26,662 remaining in the Public Art Fund as of
June 30, 2026.
9. APPROVAL OF CONTRACT WITH LOGICALIS FOR CISCO/WEBEX CALLING
PHONE SOLUTION
The City's current phone system is an on -premises Mitel platform that has reached
its end -of -life and is no longer supported. Migrating to a new system is essential to
eliminate security vulnerabilities and system failures that could occur once
manufacturer system patches cease. Mitel's recent bankruptcy and subsequent
restructuring also create long-term uncertainty for hardware and on -going support.
Transitioning to a modern, cloud -based solution mitigates these risks with built-in
disaster recovery and seamless remote work capabilities within a compliant and
scalable communication infrastructure. A new system will also have less emergency
repairs that are inherent with legacy equipment, thereby achieving reduced monthly
costs.
Motion: The City Council:
Approved Resolution 26-17 authorizing the use of National Association of
State Procurement Officials (NASPO) ValuePoint Purchasing Program to
purchase the Cisco Webex Calling phone solution with Logicalis, a Cisco
account partner, in accordance with Section 1625(c) of the Tustin City Code;
and

2. Authorized the City Manager to execute necessary contract documents with
Logicalis for the purchase.
RESOLUTION NO. 26-17
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA
AUTHORIZING USE OF THE NATIONAL ASSOCIATION OF STATE
PROCUREMENT OFFICIALS (NASPO) VALUEPOINT PURCHASING PROGRAM
TO PURCHASE CISCO WEBEX CALLING PHONE SOLUTION
Fiscal Impact: The cost of a one-time system implementation and a three-year
subscription totals $227,732. Sufficient budget has been appropriated in the Fiscal
Year 2025-2026 Information Technology Fund to support this project. Subsequent
subscription renewal is approximately $25,000 annually and will be incorporated in
future budgets for the Council's consideration.
OTHER BUSINESS/CITY MANAGER AND CITY ATTORNEY
City Manager Aldo E. Schindler
Announced staff have continued to work on funding requests with our United States
Senators and Congressional Representative; the City was informed that Congresswoman
Young Kim has chosen the City's project, the City Mobile Command Post Replacement,
totaling $1.5 million to put forward to the House Appropriations Committee for inclusion in
the appropriations package; Congresswoman Young Kim's office will submit the project to
the House Appropriations Committee for consideration for Fiscal Year 2027's Commerce,
Justice, Science Appropriations bill; the project must advance through several more steps
before funding is secured; staff will continue to track the status and provide updates.

MAYOR, MAYOR PRO TEM AND COUNCIL MEMBER COMMENTS AND REPORTS
Council Member Nielsen
March 18
Attended the Newport Bay Watershed Executive Committee; noted the City is part of this
committee because of the existence of a swamp and creek in the Tustin Legacy area which
feeds into the Newport Beach Back Bay; added that the organization helps preserve the
creek and Back Bay, supporting cleanliness, prevention of pollution, and health of wildlife;
the Committee discussed coastal waters research, mitigation of the maximum daily load of
selenium, a naturally occurring chemical, in the context of wildlife health and preservation,
grant opportunities, and the services offered by the Orange County Environmental
Resources/Orange County Watersheds; also reviewed reports on total maximum daily load
of selenium and pollution reports, clarifying levels are normal and in an acceptable range;

commented the meetings are consistently informative and fascinating.
March 19
Attended an event for the California Charter Schools Association; enjoyed meeting
educators and learning about the latest updates on education in Southern California.
March 26
Enjoyed lunch at Barolo Cafe with Mayor Pro Tern Schnell; had a great time.
April 4
Attended the annual Easter Celebration and Egg Hunt hosted by the Parks and Recreation
Department; commented on the excitement of the scramble for eggs at the Egg Hunt after
it begins; encouraged those in attendance to attend next year; added that the Tustin Host
Lions Club hosted five game booths and that he was able to attend the event for most of
the morning; congratulated Parks and Recreation Director Chad Clanton and the Parks and
Recreation staff on a successful event.
Council Member Fink
Thanked staff for taking on a number of new projects in the recent months; understands
staff are working especially hard on expanding parking at Peppertree Park and working on
increasing parking on the east side of B Street; appreciates staff's efforts; added that the
evening street parking hours off of Industrial Drive and Red Hill Avenue have been extended
until 10 p.m.; expressed his gratitude for the extension and highlighted that the change has
alleviated recent parking issues in the evening hours for students and faculty at the nearby
law school; also noted his feeling of pride that the City has a law school that is American
Bar Association (ABA) accredited.
Expressed additional thanks to staff and local Orange County Fire Authority teams for their
quick response and work on two recent structure fires which broke out recently in the City,
one taking place at The Swinging Door and American Grub on Main Street and the other
taking place at a nearby residence on Marshall Ln; appreciated the efforts of Orange County
Fire Authority and noted that staff are working with American Grub after the reopening of
The Swinging Door to expedite plans for repair and reopening; thanked the City and Orange
County Fire Authority staff again for their efforts.
March 17
Attended the Tustin Area Historical Society's Birthday Party for Columbus Tustin; enjoyed
a slice of cake in his honor and was able to see the museum open at night and interact with
the attendees; expressed his eagerness to see the Historical Society and the City take part
in celebrating the City of Tustin's 100th Anniversary in 2027; referenced the approval of the
Community Development Department's Historical Resources Report during the meeting
and added the birthday was a great event to attend after the March 17th City Council
Meeting.
March 21
Hosted a community meeting at Arvida Book Co. last month to gather community input,
including answering various questions about the Enderle Center and Old Town

April 4
Attended the annual Easter Celebration and Egg Hunt hosted by the Tustin Parks and
Recreation Department.
April 18
• Announced he will host a second community meeting at Baskin Robbins; added he
will buy a scoop of ice cream for each attendee; encouraged community members to
attend to share their questions and thoughts; eager to hear community input and
discuss.
• Announced Orange County Waste and Recycling will host a Community Compost
Giveaway from 7:30 a.m. to 12:00 p.m. at all Orange County greeneries, with the
closest location to Tustin being the Bee Canyon Greenery off of Jeffrey Road and
Portola Parkway; added that those in need of compost should bring a bag and will
be able to take what they need during the giveaway.
Council Member Gallagher
Attended an Orange County Sanitation District Borad Meeting on
Wednesday, March 25 and an Operations Meeting on Wednesday, April 1; the Orange
County Sanitation District is currently undergoing their budgeting process and is looking
forward to a five-year rate setting process; the organization has been a good steward of
resources and continues to have the lowest rates among the sanitation districts in California
for its size; believes this position will continue through the next five-year rate setting process,
which will be great for local residents who pay these fees with their property taxes.
April 4
Attended the annual Easter Celebration and Egg Hunt, hosted by the Tustin Parks and
Recreation Department, with his children; mentioned his children were able to collect
several eggs; had a great time; commented the event has grown over the years and
expressed his appreciation for the support of community organizations at the event; added
that the event is full of activity and engagement from volunteers and staff, and the positive
public response to this is evident; thanked the Parks and Recreation Department staff and
all volunteer organizations who support the event.

March 20 and 21
Attended the 2026 California Association of Public Cemeteries Annual Conference in
Garden Grove, hosted by the Orange County Cemetery District; mentioned the District did
a great job hosting and especially thanked Orange County Cemetery District General
Manager Tim Deutsch for coordinating the sessions; mentioned he is proud to be a trustee
for the Orange County Cemetery District and is proud that the District sets a very high
standard in its maintenance of its cemeteries and providing services to residents.

March 21
Enjoyed lunch with Council Member Nielsen; mentioned it was a great lunch; discussed the
mission and vision for the Veterans Ad Hoc Committee and brainstormed how the ad hoc
can best support veterans and veteran causes to honor their service and sacrifice; looks
forward to working with Councilmember Nielsen on this in the near future.
April 7
Attended the Orange County Cemetery District Board of Trustees meeting; announced City
Attorney David E. Kendig is the Orange County Cemetery District attorney, and was
attending the meeting; noted that much of the focus was on the Gypsum Canyon Cemetery
currently under construction; added that funding for the start of the underground work is
currently underway; work will include placement of electrical poles underground; also
reviewed design plans with their contracted landscape engineering firm, with development
predicted to begin in the second half of 2027 and the first phase opening in 2028;
commented the cemetery will be a beautiful resting place for residents, veterans, and first
responders; looks forward to the completion of the project.

Announced the following upcoming events for the City:
Tustin Library Earth Day Celebration with OC Waste and Recycling
Shared that the Tustin Library Earth Day Celebration with OC Waste and Recycling will take
place on Thursday, April 9 from 5:30-7:00 p.m. at the Tustin Library; for more information,

Community Yard Sale Date Extended
Announced that the Community Yard Sale date has been pushed back one week and will
now take place on Saturday, April 18 from 8 a.m. to 12 p.m.in the Civic Center parking lot;
for more information, visit www.TustinCA.org/YardSale.
City of Tustin's Spring 2026 Community Emergency Response Team (CERT) Program
Mentioned that the City of Tustin's Spring 2026 Community Emergency Response Team
(CERT) Program will take place Tuesdays and Thursdays from 5:00 to 9:00 p.m., Tuesday,
April 14-Thursday, April 30; to apply, visit www.TustinCA.org/CERT.
Youth Talent Show Applications Due
Noted that applications for the upcoming Youth Talent Show will be accepted through
Monday, April 20, with tryouts taking place Saturday, May 16 and the main event taking
place Saturday, June 13 at 2:00 p.m. at the Community Center at the Market Place; for
