Overview
Established by the Housing and Community Development Act of 1974
Returns Federal Funds to local communities
Funds assist in providing:
Adequate housing
Suitable living environments
Expanding economic opportunities
• Tustin's Program Year allocation for 2026-27 is anticipated to be

Community Development Block Grant Program
Requirements
To participate in the CDBG Program, the City is required to
prepare:
A Consolidated
Plan: Five-year planning document
An Action Plan: Annual planning document implementing the
Consolidated Plan goals
The City is additionally required to hold two public hearings
annually during the preparation of the Action Plan
Three -Year Funding for Public Services Activities
October 2025: Workshop held for groups interested in upcoming
three-year Public Services funding cycle (14 organizations attended)
November 2025: Notice of Funding Availability released, distributed to
100+ individuals
10 public service applications received
February 2026: Citizen Participation Committee held a required public
hearing
Recommended funding for 7 non -profits
March 2026: Staff evaluated remaining non-public service applications
& made recommendations based on program priorities

Recommendation
Recommend the City Council adopt Resolution No. 26-14:
Approving the program year 2026-27 Annual Action Plan and funding
allocations totaling $772,043 in Community Development Block Grant funds;
Authorizing the Community Development Director to submit the Annual
Action Plan to the federal Department of Housing and Urban Development
and make minor modifications to the Action Plan including executing
documents, certifications, contracts, or other items as may be required to
carry out the Community Development Block Grant program.
