I will be commenting on behalf of Human Options. The comment is below: Human Options appreciates the opportunity to review and comment on the City of Tustin's Draft 2026-2027 Community Development Block Grant (CDBG) Action Plan. We are grateful for the City's continued partnership and for the inclusion of Human Options' Third Step Transitional Housing Program as part of the proposed activities supporting individuals and families experiencing homelessness and other special needs. Through this program, Human Options provides safe, confidential housing and trauma -informed supportive services to survivors of domestic violence, helping participants stabilize, increase self-sufficiency, and move toward permanent housing. Since 2009, Human Options has administered CDBG Tustin funds in support of Tustin survivors seeking Transitional Housing. At this stage in a survivor's journey, they are beginning to rebuild their sense of safety, sense of self, and their ability to regain self- sufficiency and independence. While they are now free from the threat of violence, they still need a safe stepping stone as they re-establish their new life without fear. According to the U.S. Department of Health and Human Services, between 22% and 57% of all homeless women report domestic violence as the immediate cause of their homelessness. This statistic highlights just how necessary safe, stable housing is for survivors, and how crucial CDBG Tustin funding is to preventing homelessness among this vulnerable, often forgotten population within Tustin. We cannot underscore enough how critical CDBG Tustin funding is to our ability to provide high -quality, trauma -informed, no -cost services for the Tustin survivors accessing our specialized support. When you invest in survivors, you are not only helping them reclaim their lives, you are strengthening families, creating safer communities, and breaking generational cycles of violence. We appreciate the City of Tustin's commitment to addressing homelessness and supporting vulnerable residents, and we look forward to continued collaboration in advancing these shared goals during the 2026-2027 program year.
