Meeting: Regular Meeting of the City Council/Special Closed Session-5:00 pm/Regular Meeting- 6:00 pm Item: PUBLIC INPUT - Members of the public may provide comments in writing, in person or in real time via Zoom to address the City Council on items on the Closed Session Agenda. eComment: Public Comment Regarding Proposed Ordinance No. 1576: 1 appreciate the City's efforts to address safety concerns related to e-bikes, bicycles, and other regulated mobility devices through a behavior -focused approach that prioritizes public safety while still allowing lawful mobility use throughout the community. After reviewing the proposed ordinance, my primary comment relates to Section 5346(e), regarding side -by -side riding, which currently states: "Operating with more than two bicycles or regulated mobility devices side -by -side." I understand the intent behind this provision, particularly in situations where pedestrian or vehicular movement may be obstructed. However, as written, the language appears broad enough to potentially apply even in low -traffic or recreational settings where side -by -side riding may not create a safety issue. I think additional clarification could help distinguish between obstructive behavior and ordinary recreational or community riding. For example, language referencing situations "where pedestrians or vehicles are present", or "where movement is being obstructed", may provide clearer guidance while still supporting the ordinance's safety goals. Overall, I appreciate the City's attention to safety, clarity, and responsible operation of mobility devices throughout Tustin.
