AWARD CONSTRUCTION CONTRACT FOR THE LEGACY PARK
IMPROVEMENTS PROJECT
Staff is requesting the City Council award a construction contract to the lowest
responsive/responsible bidder for the Legacy Park Improvements Project.
RECOMMENDATION:
It is recommended that the City Council:
1. Award a construction contract to the lowest responsive/responsible bidder, Superb
Engineering in the amount of $625,150.04 for the Legacy Park Improvements Project;
and
2. Authorize the remaining $76,149.96 of State Appropriation funding to the project
contingency; and
3. Authorize the Mayor and the City Clerk to execute the contract documents on behalf
of the City.
FISCAL IMPACT:
Funding for this project was sponsored by Assembly Member Cottie Petrie -Norris. The
Fiscal Year 2023/24 California State Budget included an appropriation in the amount
of $750,000 for the Legacy Park Improvements Project. Of the grant amount, $22,000
has been spent on pre -construction activities, and the remaining appropriation of
$728,000 is available for the construction phase.

CORRELATION TO THE STRATEGIC PLAN:
This project contributes to the fulfillment of the City's Strategic Plan Goal B, Public Safety
and Protection of Assets, Strategy 5: Create and implement a plan to protect the City's
public assets. Specifically, the project implements Strategy 5a, which among other items,
is for the improvement of public facilities.
BACKGROUND AND DISCUSSION:
Legacy Park serves as both open public park space and a stormwater detention basin.
While the basin itself accommodates stormwater flows during rain events, adjacent and
upland areas of the park are indirectly affected by runoff and storm related conditions,
including sediment migration and periodic saturation. Over time, these conditions have
resulted in vegetation loss and exposed bare soil in areas outside of the active detention
basin.
The project will restore vegetative cover in impacted areas outside of the detention basin
through a targeted replanting plan. Plant materials were selected for suitability in variable
moisture conditions commonly associated with stormwater-adjacent landscapes. The
planting design emphasizes soil stabilization, erosion control, and improved site conditions
while minimizing long-term maintenance requirements. Additionally, the project adds
infrastructure in support of public art installations and park beautification efforts.
This project was formally bid on March 19, 2026, resulting in eight (8) bids being received
electronically and publicly opened on April 30, 2026. Bid results are summarized as follows:

Staff reviewed references, State Contractor's License, and registration with the Department
of Industrial Relations, and have determined Superb Engineering meets the City's
requirements and is appropriate for the subject project.
Staff is recommending the City Council award the construction contract to the lowest
responsive/responsible bidder, Superb Engineering, for the Legacy Park Improvements
Project.
