HomeMy WebLinkAbout120323-Hangar-Incident-Daily-UpdateLOCATION: Warner Avenue / Legacy Road, Tustin Former Marine Corps Air Station ALL UPDATED INCIDENT INFORMATION IN BL UE: HANGAR INCIDENT Daily Incident Update Date: December 3, 2023 Information Hotline: 714-426-2444 Hours: 7:00 a.m. — 7:00 p.m. Email: NayyHangarRecovery&tustinca.org Incident Website: https://tustinca.org Start Date: Tuesday, November 7, 2023 Certified Asbestos Consultants (CACs) and Asbestos Mitigation teams continued to clean the public right of ways and completed a total of sixty-three (63) residential inspections and mitigations and sixty-two (62) inspections. To date, a total of 964 reports have been reported to the portal, with 630 of those inspected and 460 have been mitigated and cleared. TRANSITION OF INCIDENT FROM RESPONSE TO RECOVERY OPERATION: With the fire now extinguished, the Orange County Fire Authority Incident Management Team (IMT) has completed their response phase objectives and transferred command back to the City and its lead contractor, IEM, who are national experts in disaster recovery. With respect to the transition to a recovery operation, a new email address has been created to address inquiries, questions and requests: NavyHangarRecovery(d),tustinca.org. AIR MONITORING AND REMEDIATION: Ongoing air monitoring surveillance will continue until the hangar site has been completely remediated by the U.S. Navy. The two final phases of stabilizing the hangar site is to lower the doors and seal the hangar fire debris on the ground with the application of a soil stabilizer and dust control agent "Gorilla -Snot". The application process of the "Gorilla -Snot" began on December 2, 2023, and is now 100% complete. An expedited remediation plan of the site is being developed by the U.S. Navy and remains to be of the highest pnority. STATUS OF HANGAR FIRE: The Incident Management Team (IMT) announced on December 1, 2023 that the Hangar fire was fully extinguished. Daily, the IMT had been utilizing infrared (IR) drone flights to seek out deep-seated hot spots within the fire debris. These hot spots have been turned over extensively with excavators and personnel on the ground to extinguish all remaining smoldering hot spots within the vast debris piles. After 48 hours of no detectable hot spots within the hangar perimeter, the IMT declared the fire officially out. The fire remains under investigation by the Orange County Fire Authority and the Tustin Police Department. Once a cause has been determined, it will be released to the public. HANGAR INCIDENT Daily Incident Update Date: December 3, 2023 PARK CLOSURES: Eleven of twelve parks have been inspected, mitigated and cleared. Legacy Park is pending remediation and clearance prior to being released. Both Heritage and Legacy are pending release back to TUSD on the adjacent open fields being cleared of all potential fire debris. RESIDENTIAL UNVERIFIED DEBRIS INVESTIGATION AND MITIGATION: As a reminder, our inspection and mitigation teams are actively working through the residential neighborhoods. If no one is home when they come to your residence, they will leave a door flyer with a QR code and instructions on how to sign up for an appointment in the near future. THE SAMPLING & REMEDIATION PROCESS: If you have used the debris portal to report possible hazardous debris items, this is a step-by-step process for how our teams will respond: 1. Your report will be assigned to a Certified Asbestos Consultant (CAC) who will contact you to setup a time to visit your home or business. 2. *The CAC or Certified Site Surveillance Technician (CSST) will visit your home to collect a sample of the debris and send it off -site for testing. You will be contacted to confirm whether the debris is Asbestos Containing Material (ACM). 3. *If the debris tests positive for asbestos, an ACM remediation team will be assigned to return to your home to clean-up the debris. Upon completion of the clean-up, a third team will return to your home or business to confirm a successful remediation of the area. 4. You will be asked by the crew to sign a release of liability that only provides consent for the crews to access your private property to investigate and remediate any suspected material. • Please refer to the "Private Property Consent and Waiver Process" document located on the Tustin Hangar homepage in the Daily Information Update section. *PLEASE NOTE THAT STEPS 2 AND 3 MAYBE DONE SIMULTANEOUSLY ROAD CLOSURES: All roads have been reopened with the exception of Armstrong between Victory Road and Valencia Avenue.
