CITY COUNCIL UPDATE:
On December 5, during a Special Meeting of the City Council (concurrent with the Regular Meeting
of the City Council), the City Council voted unanimously to direct staff to redouble the City's efforts
to pressure and encourage county, local, state and federal officials to take action that has been
requested since November 10t" and before. Including obtaining data, state action and resources,
and federal, specifically the Department of the Navy and Federal Emergency Management Agency
(FEMA), action and resources.
Council Member Gallagher proposed a friendly amendment to direct staff to include a call to action
for the community that includes the contact information for the City's representatives at the local,
state and federal level so they can contact them directly. Mayor Lumbard and Mayor Pro Tern Clark
accepted the amendment.

DEBRIS CLEARANCE UPDATE:
RESIDENTIAL
• December 6, 2023
Certified Asbestos Consultants (CACs) and Asbestos Mitigation teams completed a total of
67 residential inspections and mitigations and 69 inspections. To date, a total of 1,002
reports have been reported to the portal, of which 839 have been inspected and 665 have
been mitigated and cleared.
• December 5, 2023
Certified Asbestos Consultants (CACs) and Asbestos Mitigation teams completed a total of
63 residential inspections and mitigations and 66 inspections. To date, a total of 980 reports
have been reported to the portal, of which 770 have been inspected and 598 have been
mitigated and cleared.
PUBLIC RIGHT OF WAYS
Certified Asbestos Consultants (CACs) and Asbestos Mitigation teams continue to clean the
public right of ways.

SCHOOLS

• All 29 Tustin Unified School District (TUSD) schools have been inspected, mitigated, and
cleared. This includes Heritage Elementary and Legacy Magnate Academy. Both Heritage and
Legacy are pending release back to TUSD on the adjacent open fields being cleared of all

PARKS
• Legacy Park is pending remediation and clearance prior to being released. The 11 other parks

NAVY HANGAR SITE OPERATIONAL UPDATE:
DOOR DECONSTRUCTION
• Heavy equipment was set-up on 5 December ahead of the North Hangar door deconstruction.
• On the morning of Thursday December 7", deconstruction of the north hangar doors will
begin and is estimated to take 2 - 2.5 weeks:
■ During this controlled process, cranes will slowly lay down each section of the door to the
ground. All door materials will remain onsite, and no removal will take place during this time.
■ Noise will be mitigated through the entire process and ongoing air monitoring surveillance
will continue until the hangar site has been completely remediated by the U.S. Navy.
• Tackifier application to the hangar site was completed on December 3.
GENERAL INFORMATION:
RESIDENTIAL UNVERIFIED DEBRIS INVESTIGATION AND MITIGATION
Inspection and mitigation teams are actively working through residential neighborhoods. If your
residence is unattended when they arrive, the team will leave a door flyer with a QR code and
instructions on how to sign up for an appointment. If more information is needed, the community
may call 714-426-2444, from 7:00 a.m. to 7:00 p.m.
SAMPLING AND REMEDIATION PROCCESS
Below is a step-by-step process for how our teams will respond to reported debris:
1. Your report will be assigned to a Certified Asbestos Consultant (CAC) schedule an onsite
inspection of your residence or business.

2. *The CAC or Certified Site Surveillance Technician (CSST) will visit your home to collect a
sample of the debris to be sent off -site fortesting. You will be contacted to confirm whether
the debris is Asbestos Containing Material (ACM).
3. *If the debris tests positive for asbestos, an ACM Remediation Team will be assigned to
return to your home to clean-up the debris. Upon completion of the clean-up, a separate
team will return to your residence or business to confirm a successful remediation of the
area.
*PLEASE NOTE THAT STEPS 2 AND 3 MAY BE COMPLETED SIMULTANEOUSLY.
4. You will be asked by the CAC or CSST to sign a release of liability. This form solely provides
consent for the teams to access your private property to investigate and remediate any
suspected material. Please refer to the "Private Property Consent and Waiver Process"
