HomeMy WebLinkAboutTustin_Recommendations on Top to Down Inspection Rpt 02282024 Printed on Recycled Paper SENT VIA ELECTRONIC MAIL February 28, 2024 North Hangar Fire Environmental/Health Unit c/o City of Tustin 300 Centinnial Way Tustin, California 92780 EnviroHealthUnit@tustinca.org RECOMMENDATIONS ON THE EXTERIOR TOP-DOWN INSPECTION EVIDENTIARY PACKAGE, TUSTIN NORTH HANGAR FIRE, FORMER MARINE CORPS AIR STATION TUSTIN, TUSTIN, CALIFORNIA Dear North Hangar Fire Environmental/Health Unit: The Department of Toxic Substances Control (DTSC) has reviewed the Exterior Top- Down Inspection Evidentiary Package (Report) dated February 16, 2024, that was presented and discussed at the North Hangar Fire Environmental/Health Unit Operations meeting held on February 20, 2024. The inspection effort was conducted by IEM, Inc. and ATI, contractors for the City of Tustin, at the request of the South Coast Air Quality Management District (SCAQMD) and the United States Environmental Protection Agency on January 26, 2024, to assess the extent of above ground fire-related debris and for evaluation of potential future recontamination by such debris. The Report presented information on the initial post-fire remediation efforts and results of a reinspection effort that took place between January 26-31, 2024, that focused on above ground structures, such as roof tops and gutters, in areas impacted by the North Hangar Fire incident. The Report identified the presence of suspected asbestos containing material (ACM) and possible fire-related debris. North Hangar Fire Environmental/Health Unit February 28, 2024 Page 2 of 3 Based on DTSC’s review of the Report, it is apparent that fire-related debris and suspected ACM still exists on above-ground structures. DTSC acknowledges that while fire-related debris and suspected ACM may have been previously mitigated, ongoing mitigation of debris may be required to ensure that remaining debris is recovered appropriately. DTSC recommends that an implementation plan be developed to remove remaining debris on above-ground structures as a proactive measure to prevent future reoccurrence of impacts from these materials.
