HomeMy WebLinkAboutFINAL- HCA Comments Hangar Closing Reports 6.9.26VERONICA KELLEY, DSW, LCSW, AGENCY DIRECTOR REGINA CHINSIO-KWONG, DO COUNTY HEALTH OFFICER 405 West 5th Street, 7th Floor Santa Ana, California 92701 June 9, 2026 Scott Anderson Base Realignment and Closure Environmental Coordinator Base Realignment and Closure Program Management Office West 33000 Nixie Way, Building 50 Suite 207, San Diego, CA 92147 Scott.d.anderson11.civ@us.navy.mil OC Health Care Agency (HCA) Comments on the City of Tustin Navy North Hangar Post-Fire Action Summary Report and the Draft Hangar 1 Emergency Response Completion Report Dear Scott Anderson, The OC Health Care Agency (HCA) has completed its review of the following documents: • City of Tustin’s Navy North Hangar Post-Fire Action Summary Report, Former Marine Corps Air Station Tustin, California, dated June 3, 2026 (“Navy North Hangar Post-Fire Action Summary Report”); and • NAVFAC’s Draft Hangar 1 Emergency Response Completion Report, Former Marine Corps Air Station Tustin, Tustin, California, dated March 31, 2026 (“Hangar 1 Emergency Response Completion Report”). The HCA’s consolidated comments on these reports are provided below. Comments on the Hangar 1 Emergency Response Completion Report The HCA has reviewed the Hangar 1 Emergency Response Completion Report and has no technical or substantive comments to provide. However, the HCA requests one administrative correction for consistency: • The correct abbreviation for the OC Health Care Agency is “HCA.” Any reference to “Orange County HCA” should be replaced accordingly. Scott Anderson Base Realignment and Closure Environmental Coordinator Base Realignment and Closure Program Management Office West Comments on the Navy North Hangar Post-Fire Action Summary Report The HCA has also reviewed the Navy North Hangar Post-Fire Action Summary Report and offers the following comments: 1. Acknowledgment of Expanded Supporting Documentation The HCA appreciates the comprehensive updates, including the expanded details on observed conditions, mitigation measures, and supporting documentation such as community sampling results and progress updates. These improve the clarity of the report and strengthen understanding of the response and protective measures taken. 2. Minor edit Section 4.6 (Page 23) The HCA recommends a minor word adjustment in the first sentence of Section 4.6 to improve accuracy: “On December 23, 2023, the HCA hosted an informational webinar for the community comprised of…” 3. Use of Correct Agency Abbreviation As noted above, the HCA requests that all references to the agency utilize the correct and standard form: “HCA.” The HCA appreciates the opportunity to review and comment on both reports. Based on the information presented in the Navy North Hangar Post-Fire Action Summary Report and the Hangar 1 Emergency Response Completion Report, the HCA supports the City of Tustin’s formal discontinuance of the local emergency for the North Hangar fire cleanup.
