HomeMy WebLinkAboutNavy North Hangar Fire Exterior Top-Down_ Inspection Results of ImExterior Top-Down Inspection Evidentiary Package 02/16/2024 Status of Post-Fire Remediation in Areas Impacted by the North Hangar Fire 1.After the North Hangar fire was declared “extinguished” on December 1, 2023, there have been a series of Santa Ana wind and rain events during December 2023 and January 2024 that are causing fire-related debris located on rooftops and in gutters to fall to the ground, preventing CAC certification that properties previously mitigated during the initial response remain clean. 2.Ground-level re-inspections in residential areas in proximity to the North Hangar (e.g., Divisions “V,” and “C”) are finding more debris at collection areas like gutters and drains and create exposure risk to residents. 3.On January 26, 2024, EPA and South Coast AQMD recommended that IEM conduct above-ground inspections of structures in the impacted areas to evaluate the extent of above-ground debris and to allow EPA and the Incident Response Team’s Environmental Health Unit to evaluate the health and safety risks from future recontamination by above-ground debris. Scope of Above- Ground Inspection (Jan. 26-Feb. 1) IEM and ATI performed above-ground inspections of roofs, gutters and other collection points at the following 13 locations: In an effort to continue to provide additional data points, visual Above-Ground Surfaces (roofs, gutters, etc.) inspections occurred at the following locations: 2 Neighborhoods within Division Charlie Tustin Unified Schools Heritage, Legacy, Beswick, Hillview, Sycamore, and Tustin High/ Elementary The Annex at Tustin Legacy & OCFA Fire Stations 21, 26, 79 Columbus Square Community Center Division Areas Visually Inspected For Debris within Roof/Gutters •Represented above are areas just North of Edinger inside of Division Charlie. From the ground - level view, 13 homes were found with visible debris on roofs out of a 25 homes evaluated (roughly 52% contained debris on rooftops). The red and yellow triangles are the 14 schools that we previously found to have visual debris located on the ground-level at the beginning of the effort(green triangles indicate no visual debris was found at that time). This was used as a starting point for rooftop data collection, beginning with schools closest to the hangar to collect additional data points. •Red arrows indicate these 7 of the 14 schools contained debris at above ground structures. At each location, an abatement specialist sampled the roof top structures and found every school examined to be containing of 25-50 pieces of fire debris and or suspected ACM . At this time, the remaining schools listed as yellow are being inspected in the same manner to determine if they also contain fire debris or suspected ACM on their rooftops/gutters. During this process, remediation and inspection took place and over 50 pieces of suspected ACM and fire debris were removed from the above ground surfaces of the property. •This process was conducted by ATI under the supervision and direction of multiple CAC.
