CONSENT CALENDAR ITEMS 1-6 — It was moved by Council Member Gallagher and seconded by Council Member Nielsen to approve the balance as recommended by staff. WAIVE READING IN FULL OF ALL ORDINANCES AND RESOLUTIONS ON THE AGENDA Motion: The City Council waived reading in full of all ordinances and resolutions on the agenda and declared that said titles which appear on the public agenda shall be determined to have been read by title and further reading waived. 2. APPROVAL OF MINUTES — THE SPECIAL CLOSED SESSION MEETING AND REGULAR MEETING OF THE CITY COUNCIL HELD ON MAY 19, 2026. Motion: The City Council approved the Action Minutes of the City Council Special Closed Session Meeting and the Regular Meeting held on May 19, 2026. 3. RATIFICATION OF PAYROLL AND DEMANDS The City Council has approved the use of Government Code Section 37208 to expedite the payment of City of Tustin obligations that are in accordance with the approved budget or continued operations authorizations. Motion: The City Council approved Payroll in the amount of $1,194,283.98 and Demands in the amount of $4,048,112.03. 4. AUTHORIZE USE OF THE OMNIA PARTNERS PURCHASING PROGRAM FOR THE COLUMBUS TUSTIN GYM HEATING, VENTILATION, AND AIR CONDITIONING PROJECT Staff is requesting authorization to utilize the OMNIA Partners Purchasing Program to acquire the components and services necessary to complete the Columbus Tustin Gym Heating, Ventilation, and Air Conditioning Project. Motion: The City Council: 1. Adopted Resolution No. 26-24 authorizing use of the OMNIA Partners Purchasing Program, utilizing Trane U.S. Inc. Contract R3341 to purchase City Council June 2, 2026 Meeting Minutes Page 3 of 11 Docusign Envelope ID: 8F2E232B-56DB-8756-83FC-A03C6CC4D1C6 components and services for the Columbus Tustin Gym Heating, Ventilation, and Air Conditioning Project in an amount not -to -exceed of $1,825,357; and 2. Authorized the City Manager and the City Clerk to execute the contract documents on behalf of the City. RESOLUTION NO. 26-24 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, AUTHORIZING USE OF THE OMNIA PARTNERS PURCHASING PROGRAM TO PURCHASE THE NECESSARY EQUIPMENT AND INSTALLATION SERVICES FOR THE COLUMBUS TUSTIN GYM HEATING, VENTILATION, AND AIR CONDITIONING PROJECT Fiscal Impact: A total of $2,103,860 has been appropriated in the Fiscal Year 2025- 2026 Capital Improvement Program Budget for the Columbus Tustin Gym Heating, Ventilation, and Air Conditioning Project. To date, $115,864 has been expended on pre -construction activities, with $1,987,996 available for the construction phase. 5. ADOPT RESOLUTION NO. 26-27 TO CALL AND CONSOLIDATE THE NOVEMBER 3, 2026, GENERAL MUNICIPAL ELECTION Adoption of the proposed resolution will call the election and consolidate election services with the County of Orange. Motion: The City Council adopted Resolution No. 26-27, ordering, calling and giving notice of a General Municipal Election to be held on Tuesday, November 3, 2026, and requesting the Board of Supervisors consolidate the election with the State's General Election. RESOLUTION NO. 26-27 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN CALLING FOR AND GIVING NOTICE OF A GENERAL MUNICIPAL ELECTION TO BE HELD IN THE CITY OF TUSTIN ON NOVEMBER 3, 2026, FOR ELECTION OF CERTAIN OFFICERS AND REQUESTING THE BOARD OF SUPERVISORS OF ORANGE COUNTY TO CONSOLIDATE THE GENERAL MUNICIPAL ELECTION WITH THE STATE'S GENERAL ELECTION Fiscal Impact: The estimated cost to consolidate the general municipal election with the State and County's general election ranges from $108,629 - $131,237. The proposed budget for Fiscal Year 2026-27 has sufficient funds to cover these costs. 6. GENERAL MUNICIPAL ELECTION CANDIDATE STATEMENT REGULATIONS Adoption of the proposed resolution will set the Candidate Statement regulations for the November 3, 2026, General Municipal Election. REGULAR BUSINESS ITEMS 7-8 7. TUSTIN LEGACY OUTREACH REPORT AND NEXT STEPS JPW Communications Vice President Susanne Bankhead provided a PowerPoint presentation. Recap of Tustin Legacy Outreach and Engagement 2025 and 2026 campaign efforts and consideration of potential next steps related to advancing efforts within the Tustin Legacy. Public Input — 1. Pete Beatty (In -person) Motion: It was moved by Mayor Lumbard and seconded by Council Member Gallagher that the City Council, and the City Council acting in its capacity as the Local Reuse Authority: 1. Received and filed the Tustin Legacy Outreach and Engagement report. 2. Directed staff to initiate: a) A competitive offering process for the South Hangar to solicit prospective users and investment interest, and direct staff to develop contingency options, including potential discussions with the Navy regarding deconstruction and funding alternatives should no viable reuse proposal be identified. b) Discussions with the Navy regarding Parcel 18 and the framework planning components presented during the April 2026 community workshops. ADOPTION OF FISCAL YEAR 2026-2027 BUDGET AND GANN APPROPRIATION LIMIT Director of Finance Jennifer King provided a PowerPoint presentation. As directed by the City Council at the May 5, 2026 budget workshop, the proposed Fiscal Year 2026-2027 Operating and Capital Improvement Program budget represents a comprehensive spending plan to continue delivery of high -quality public services to Tustin residents, businesses, and visitors in accordance with the guidelines set forth in the City's 10-year Fiscal Sustainability Strategy. The General Fund proposed Fiscal Year 2026-2027 budget includes $123 Million total revenues (including use of Transfers/Reserves), $123 Million in total expenses and retains a 21 % General Fund Reserve Level of $22 Million. Adopted Resolution No. 26-29, Adopting the Second Year Update to the 2025- 2027 Biennial Budget and Related Documents for Fiscal Year 2026-2027; 2. Selected the price factor for adjusting the Fiscal Year 2026-2027 GANN Appropriation Limit; 3. Adopted Resolution No. 26-25 setting the appropriation limit for the Fiscal Year 2026-2027 at $137,618,940; 4. Adopted Tustin Housing Authority Resolution No. 26-01, Adopting the Housing Authority Budget for Fiscal Year 2026-2027; and City Council June 2, 2026 Meeting Minutes Page 6 of 11 Docusign Envelope ID: 8F2E232B-56DB-8756-83FC-A03C6CC4D1C6 5. Adopted Resolution No. 26-26, Updating the Citywide Salary Schedule and the Position Control Schedule consistent with the Proposed Budget for Fiscal Year 2026-2027. Council Member Fink amended the motion to allocate the 4 million dollars from the Land Sale Proceeds, which would have been used for the paydown of the UAL, and invest it into a Community Reinvestment Fund and direct staff to return at a future City Council meeting with a proposal on how to spend the 4 million dollars. The amended motion failed for a lack of a second. RESOLUTION NO. 26-29 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, ADOPTING THE SECOND YEAR UPDATE TO THE 2025-2027 BIENNIAL BUDGET AND RELATED DOCUMENTS FOR FISCAL YEAR 2026-2027 RESOLUTION NO. 26-25 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, DETERMINING AND ADOPTING AN APPROPRIATION LIMIT FOR THE FISCAL YEAR 2026-2027 IN ACCORDANCE WITH ARTICLE XIII B OF THE CONSTITUTION OF THE STATE OF CALIFORNIA, AND SECTION 7910 OF THE GOVERNMENT CODE TUSTIN HOUSING AUTHORITY RESOLUTION NO. 26-01 A RESOLUTION OF THE TUSTIN HOUSING AUTHORITY OF THE CITY OF TUSTIN, CALIFORNIA, ADOPTING THE HOUSING AUTHORITY BUDGET FOR THE FISCAL YEAR 2026-2027 RESOLUTION NO. 26-26 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, UPDATING THE CITYWIDESALARY SCHEDULE AND THE POSITION CONTROL SCHEDULE Roll Call Vote — Assistant City Clerk Motion carried: 5-0 Fiscal Impact: The proposed budget for Fiscal Year 2026-2027 allocates resources to support delivery of citywide public services and maintains a General Fund Reserve level above 20% for Fiscal Year 2026-2027. OTHER BUSINESS/CITY MANAGER AND CITY ATTORNEY City Manager Aldo E. Schindler Provided an update on the progress of park improvements; announced that the second phase of the Camino Real Park Improvement Project began this week with construction of the new picnic shelter; improvements are expected to be completed by July, and the City City Council June 2, 2026 Meeting Minutes Page 7 of 11 Docusign Envelope ID: 8F2E232B-56DB-8756-83FC-A03C6CC4D1C6 will host a ribbon cutting to celebrate the reopening of the park structures. Commented on the Orange County Fire Authority Division Chief Mike Morganstern's update at the start of the meeting regarding the status following the GKN Aerospace incident in the City of Garden Grove; City of Tustin staff will continue to work with the Orange County Health Care Agency and the Orange County Fire Authority on an assessment of our businesses in and adjacent to town that may either use, manufacture, or store hazardous materials onsite to confirm that businesses are in compliance with all associated safety standards. MAYOR, MAYOR PRO TEM AND COUNCIL MEMBER COMMENTS AND REPORTS Council Member Nielsen May 25 Attended the Tustin Memorial Day Remembrance event at Veterans Sports Park hosted by the Parks and Recreation Department; commented the event was very well done and caused attendees to pause and recognize the sacrifices that military heroes have made for our country; added that the event was very thoughtful, and that, coming from a family of veterans, is thankful for what the City does to recognize veterans; shared that Mayor Lumbard's remarks at the event were appreciated. Council Member Fink May 21 Attended the Sunset Market in Old Town Tustin; shared that he hosted a booth and spoke with the public about their comments and concerns, adding that it was a great kickoff of the Sunset Market series; announced he will host a booth at every Sunset Market this summer; encouraged the public to speak with him and emphasized it is a great opportunity to share ideas. May 25 Attended the Tustin Memorial Day Remembrance event at Veterans Sports Park hosted by the Parks and Recreation Department; the Parks and Recreation Department did a wonderful job remembering those who have served and lost their lives in service; shared his experience meeting a veteran stationed at MCAS Tustin; expressed the importance of remembering veterans who served at the hangars. May 28 Attended the Orange County Public Libraries Advisory Board Meeting; announced he serves as the Chair of the Board; shared that County Librarian Julie Quillman will retire at the end of July after 40 years serving the County of Orange and that Samantha Smith will become the new County Librarian; encouraged the public to engage with the Orange County City Council June 2, 2026 Meeting Minutes Page 8 of 11 Docusign Envelope ID: 8F2E232B-56DB-8756-83FC-A03C6CC4D1C6 Public Libraries programs. Announced that this year's Lunch at the Library program began on June 1 and runs through July 31; is open to all children 18 and under; emphasized that this is a great resource for children, especially those who rely on the school lunch program during the school year and is accompanied by other activities. Enjoyed dinner at the newly reopened American Grub; thanked the Community Development Department and all others involved in supporting the restaurant's reopening following damage from a fire; was reopened quickly; emphasized the practicality of a Community Reinvestment Fund to assist City businesses in need of assistance to invest in the community long-term. May 30 Attended the Mr. Tustin Pageant; congratulated David Flynn, the 2026-2027 Mr. Tustin. Council Member Gallagher May 25 Attended the Memorial Day Remembrance event at Veterans Sports Park hosted by the Parks and Recreation Department; commented the event was very well done and that it is always special to hold the event in Tustin Legacy at Veterans Sports Park; appreciated Mayor Lumbard's impactful words. Commented on the Active Transportation Plan and the awarded grant funding to put the plan in motion; highlighted that, in the Capital Improvement Project, the Linear Park in Tustin Legacy is outlined, which is anticipated to extend across the entire Legacy with pedestrian and bike -friendly bridges, providing the option to avoid walking and riding along the street; this system will be the first of its kind in Tustin, and elements of this project are being funded and set into motion now; expanded on this by recalling the plan to build interconnected networks for transportation in the Legacy communities; commented that the Active Transportation Plan will take time as it is only in the approval stages, but emphasized that there are other opportunities to get involved and stay engaged with current developments that are contributing to the improvement of our city transportation systems. Mayor Pro Tem Schnell May 20 Toured the Orange County Global Medical Center's Trauma Center with City Manager Aldo E. Schindler; noted that CEO Daniel Knell did a great job facilitating the tour; impressed by the passion, enthusiasm, and quality of care offered to patients, Tustin residents, the Orange County Fire Authority, and the Tustin Police Department. May 21 Attended the Sunset Market; commented it was a perfect night and that he assisted by serving drinks in the Tustin Chamber of Commerce tent; the Tustin Chamber of Commerce was also promoting the FIFA World Cup Global Watch Party, which will be held on July 19 from 10:30 a.m. to 3:30 p.m. City Council June 2, 2026 Meeting Minutes Page 9 of 11 Docusign Envelope ID: 8F2E232B-56DB-8756-83FC-A03C6CC4D1C6 May 25 Attended the Tustin Memorial Day Remembrance event at Veterans Sports Park hosted by the Parks and Recreation Department; added that there was a great turnout and appreciated the heartfelt message from Mayor Lumbard; was amazing to see the veterans in attendance and feel the strong sense of patriotism during the event; thanked all veterans who have served and who gave the ultimate sacrifice; is proud to live in a city that honors its military veterans. June 2 Attended the Orange County Cemetery District Meeting of the Board of Trustees; approved the Fiscal Year 2026-2027 budget and appropriated $1 million to fund the start of underground electrical work to supply power to the Gypsum Canyon Memorial Park, which will be a cemetery for first -responders, veterans, and the public at large. June 3 Invited to address Scout Troop 2778 about public service; they will earn merit badges for learning about public service. Mayor Lumbard Thanked City staff for putting on the Tustin Memorial Day Remembrance event; is always a great event in recognition of veterans and those who lost their lives serving our country. Thanked City staff for replacing the stolen plaques at the Veterans Memorial at Veterans Sports Park in time for the Memorial Day Remembrance event and thanked the Tustin Police Department staff for locating and apprehending the suspect associated with the incident. May 28 Attended the Orange County Fire Authority Board of Directors meeting; adopted their Fiscal Year 2026-2027 budget, which included policy changes to reallocate newly -available funds as a result of the implementation of a Snowball Plan, meant to accelerate the paydown of Unfunded Pension Liability and eliminate the outstanding balance early; policies implemented to use freed -up funds following the payoff of the balance will fund Capital Improvement Projects such as station improvements; availability of funds is critical for strategic investment. May 30 Attended a Friday Night Lights tournament in Los Alamitos; announced that the Tustin Seahawks 8 and under team were the first Tustin Friday Night Lights team to win the State Championship; congratulated the team.
