SUBJECT: ACCEPT IMPROVEMENTS AND FILE A NOTICE OF COMPLETION
FOR THE COLUMBUS TUSTIN GYM PATIO COVER PROJECT
SUMMARY:
Construction of the Columbus Tustin Gym Patio Cover Project has been completed to the
satisfaction of the City Engineer and is now ready for City Council acceptance.
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt Resolution No. 26-38 accepting the purchase and installation of the Columbus
Tustin Gym Patio Cover Project; and
2. Authorize the City Engineer and City Clerk to execute and file the Notice of
Completion with the Orange County Recorder's Office.
FISCAL IMPACT:
The construction contract for this project was originally authorized in the amount of
$282,700. Final construction costs totaled $265,291.33, reflecting a reduction in material
quantities and resulting in a savings of $17,408.67 from the authorized contract amount.
CORRELATION TO THE STRATEGIC PLAN:
This project contributes to the fulfillment of the City's Strategic Plan Goal B: Public Safety
and Protection of Assets, Strategy 5: Create and implement a plan to protect the City's
public assets. Specifically, the project implementation of Strategy 5a, which among other
items, is for the improvement of public facilities.
BACKGROUND AND DISCUSSION:
On March 17, 2026, the City Council approved utilization of the Sourcewell Purchasing
Program to acquire a patio cover for the Columbus Tustin Gym Patio Cover Project. The

project consisted of removal and disposal of the remaining wood patio cover and replacing
it with a new steel patio cover system designed to match the existing picnic shelter located
at Columbus -Tustin Park. This improvement restores full use of the outdoor space and
supports scheduled programming at the Columbus Tustin Gym, particularly during warmer
months when shaded areas are essential.
The use of the Sourcewell cooperative streamlined the project timeline, allowing the patio
cover to be completed and operational in time for Summer 2026 programming and activities
at the Columbus Tustin Gym.
Installation of the new cover was completed to the satisfaction of the City Engineer on June
16, 2026, and the project is now ready for City Council acceptance.

RESOLUTION NO. 26-38
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, ACCEPTING THE PUBLIC WORKS AND IMPROVEMENT
AND AUTHORIZING THE RECORDATION OF THE NOTICE OF
COMPLETION FOR THE COLUMBUS TUSTIN GYM PATIO COVER
PROJECT (CIP NO. 10032)
WHEREAS, PowerCon Improvements Inc., having a contract with the City of
Tustin to construct the hereinafter described public works and improvement; and
WHEREAS, the City Engineer has duly certified to the construction and completion
of said public improvement hereinafter mentioned in a manner satisfactory to the City
Council of the City of Tustin; and
WHEREAS, the City Council finds that said contractor has completed said public
improvement hereinafter more particularly described in accordance with the provisions of
the contract documents and the Notice of Completion, and acceptance of said public
works and improvement should be filed and payment of the balance due said contract
authorized in accordance with the contract documents.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin
that said public works and improvement is found to be complete, and the same is hereby
accepted. Said public works and improvement is more particularly described as follows:

CIP No. 10032
BE IT FURTHER RESOLVED that the City Engineer of the City of Tustin is hereby
authorized to execute and file a Notice of Completion for the acceptance of said public
works and improvement described herein as required by law.
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin held on the 21 st day of July, 2026.
