CONSENT CALENDAR ITEMS 1-10 – PUBLIC INPUT FOR CONSENT CALENDAR ITEMS – City Clerk Erica N. Yasuda noted for the record that correspondence regarding Item 7 was distributed to the City Council by the City Manager after the agenda packet distribution which was made available to the public on the City’s website. 1. Paul Wigboldy (In-person, Item No. 4) Council Member Fink requested to pull Item Nos. 4 and 7. Council Member Nielsen requested to pull Item No. 6. It was moved by Council Member Gallagher and seconded by Council Member Nielsen to pull Items 4, 6 and 7, and approve the balance as recommended by staff. WAIVE READING IN FULL OF ALL ORDINANCES AND RESOLUTIONS ON THE AGENDA Motion: The City Council waived reading in full of all ordinances and resolutions on the agenda and declared that said titles which appear on the public agenda shall be determined to have been read by title and further reading waived. 2. APPROVAL OF MINUTES – THE REGULAR MEETING OF THE CITY COUNCIL HELD ON JUNE 16, 2026. Motion: The City Council approved the Action Minutes of the Regular Meeting of the City Council held on June 16, 2026. 3. RATIFICATION OF PAYROLL AND DEMANDS Docusign Envelope ID: B3CA5FE0-27D5-8F26-8321-8D14214E4F7D City Council July 21, 2026 Meeting Minutes Page 3 of 12 The City Council has approved the use of Government Code Section 37208 to expedite the payment of City of Tustin obligations that are in accordance with the approved budget or continued operations authorizations. Motion: The City Council approved Payroll in the amount of $1,252,216.59, $1,237,652.59 and Demands in the amount of $13,121,559.42. 4. CITY COUNCIL CONSIDERATION AND APPROVAL TO RELEASE A COMPETITIVE OFFERING FOR THE SOUTH HANGAR City Council consideration and approval to prepare and release a competitive offering for the South Hangar pursuant to the procedures established by the City Council in Resolution No. 25-10. Motion: It was moved by Council Member Nielsen and seconded by Council Member Gallagher that the City Council authorized staff to prepare and release a competitive offering for the South Hangar and portions of the surrounding leased property pursuant Resolution No. 25-10. Roll Call - City Clerk Motion carried: 4-0 Fiscal Impact: There was no fiscal impact associated with this item. 5. SUN RIDGE SYSTEMS, INC. AGREEMENT The City of Tustin Police Department seeks City Council authorization to enter into an agreement with Sun Ridge Systems, Inc. for the implementation of a new Computer Aided Dispatch (CAD) and Records Management System (RMS). The proposed agreement provides a comprehensive public safety software platform designed to modernize dispatch operations, records management, mobile field reporting, mapping capabilities, public access services, and system integrations. Following a formal Request for Proposal (RFP) process, Sun Ridge Systems, Inc. was identified as the vendor best suited to meet the operational, technical, and long- term needs of the Tustin Police Department. The proposed agreement includes software licensing, implementation services, data conversion from the Department’s current Records Management System (RMS) platform, training, technical support, and ongoing software maintenance and updates. The replacement of the Department’s current CAD and RMS is a critical technology initiative intended to improve operational efficiency, enhance data accessibility, streamline reporting processes, support officer and dispatcher effectiveness, improve interoperability with partner systems, and position the Department for future technological enhancements. Authorized the City Manager, or designee, to execute an agreement with Sun Ridge Systems, Inc. for the purchase, implementation, training, and support of a Computer Aided Dispatch and Records Management System in an amount not to exceed $938,865. 2. Authorized the City Manager, or designee, to execute any necessary non- substantive documents and amendments related to implementation of the agreement, subject to approval as to form by the City Attorney. Fiscal Impact: Sufficient funds have been appropriated in the Fiscal Year 2026– 2027 Vehicle & Equipment Replacement Fund Budget to cover the cost of CAD/RMS platform and professional services to implement the system. A total of $1,300,000 has been budgeted for this project. The agreement with Sun Ridge Systems for the platform is $938,865 and the remaining budget of $361,135 will support professional service agreement for technical assistance during implementation. The Sun Ridge agreement includes CAD/RMS software licensing, mobile software, mapping software, interfaces, installation, training, data conversion services, and the first year of annual support and updates. The cost of subsequent annual support is estimated at $90,000 and will be incorporated into the Police Department’s future operating budget for the Council’s consideration. 6. SECOND AMENDMENT TO ALL CITY MANAGEMENT SERVICES INC. CONTRACT The City's contract with All City Management Services, Inc. for school crossing guard services is set to expire and requires renewal for the 2026 to 2027 Tustin Unified School District school year. A contract extension proposes All City Management Services, Inc. would continue to provide 25 crossing guards, assigned to 25 crossing guard locations, designed to support 10 school campuses throughout the City. The total not to exceed proposed cost for crossing guards services for the 2026-2027 school year is approximately $600,000. Motion: It was moved by Council Member Nielsen and seconded by Council Member Fink that the City Council authorized the City Manager, or designee, to execute the Second Amendment to the existing crossing guard services contract with All City Management Services, Inc. to provide school crossing guard service for the 2026 – 2027 school year including adjustments of up to ten percent (10%) of the contract amount to accommodate approved changes in staffing levels, fee increases, or other necessary program modifications during the contract term. Roll Call – City Clerk Motion carried: 4-0 Fiscal Impact: The Fiscal Year 2026-2027 General Fund Operating Budget has sufficient appropriation to fund this agreement. APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE ADVERTISEMENT FOR BIDS FOR THE ARMSTRONG AVENUE PEDESTRIAN BRIDGE AND TUSTIN LEGACY NEIGHBORHOOD D SOUTH PHASE 2 – PACKAGE 2 PROJECTS The redesigned plans and specifications for the Armstrong Avenue Pedestrian Bridge Project and the Neighborhood D South Phase 2 – Package 2 Project have been completed, and the projects are now ready for bid. Staff recommends that both projects be bid together as one package to improve economies of scale with overlapping trades and assist with the overall project schedule and coordination. Construction is anticipated to begin in October 2026, with completion estimated in first quarter of calendar year 2028. Motion: It was moved by Council Member Fink and seconded Council Member Nielsen that the City Council: 1. Adopted Resolution No. 26-39 approving the plans and specifications for the Armstrong Avenue Pedestrian Bridge Project and the Neighborhood D South Phase 2 – Package 2 Project; and 2. Authorized the City Clerk to advertise to receive bids. Roll Call – City Clerk Motion carried: 4-0 RESOLUTION NO. 26-39 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR THE ARMSTRONG AVENUE PEDESTRIAN BRIDGE PROJECT, CIP NO. 70257 AND THE NEIGHBORHOOD D SOUTH PHASE 2 – PACKAGE 2 PROJECT, CIP NO. 70256 AND AUTHORIZING ADVERTISEMENT FOR BIDS Fiscal Impact: The engineer’s estimates for the Armstrong Avenue Pedestrian Bridge and Neighborhood D South Phase 2 – Package 2 projects are $5,522,000 and $4,242,000, respectively. The approved Fiscal Year 2026-2027 Budget includes funding in the amount of $6,207,489 for the Armstrong Avenue Pedestrian Bridge Project and $5,000,000 for the Neighborhood D South Phase 2 – Package 2 Project. 8. APPROVE CONSULTANT SERVICES AGREEMENT FOR ENGINEERING DESIGN SERVICES FOR JAMBOREE ROAD REHABILITATION PARKWAY PROJECT Staff is recommending the City Council approve a Consultant Services Agreement with Michael Baker International for engineering design services for the Jamboree Docusign Envelope ID: B3CA5FE0-27D5-8F26-8321-8D14214E4F7D City Council July 21, 2026 Meeting Minutes Page 6 of 12 Road Rehabilitation Project and a Cooperative Agreement with the City of Irvine to establish each agency's cost-sharing responsibilities for improvements that fall within jurisdictional boundaries. Motion: The City Council: 1. Approved the Consultant Services Agreement with Michael Baker International for Engineering Design Services and authorized the City Manager to execute the Agreement on behalf of the City; and 2. Authorized the City Manager to approve change orders up to ten percent of the agreements negotiated fee to address unforeseen conditions; and 3. Authorized the Director of Public Works to approve a Cooperative Agreement with the City of Irvine for work within the City of Irvine’s jurisdiction boundary, incorporating minor modifications as to form and approved by the City Attorney. Fiscal Impact: The Fiscal Year 2026-2027 Capital Improvement Program Budget has allocated $1,050,000 from Measure M2 Fair Share for the design phase for this project. The proposed Consultant Services Agreement with Michael Baker International includes a not-to-exceed total compensation amount of $541,390.00. Pursuant to the Cooperative Agreement, the City of Irvine will reimburse the City $77,000 for its proportionate share of the engineering design services associated with improvements that occur within Irvine's jurisdictional boundaries, with the remaining $464,390 as Tustin’s share. 9. ACCEPT IMPROVEMENTS AND FILE A NOTICE OF COMPLETION FOR THE COLUMBUS TUSTIN GYM PATIO COVER PROJECT Construction of the Columbus Tustin Gym Patio Cover Project has been completed to the satisfaction of the City Engineer and is now ready for City Council acceptance. Motion: The City Council: 1. Adopted Resolution No. 26-38 accepting the purchase and installation of the Columbus Tustin Gym Patio Cover Project; and 2. Authorized the City Engineer and City Clerk to execute and file the Notice of Completion with the Orange County Recorder’s Office. RESOLUTION NO. 26-38 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, ACCEPTING THE PUBLIC WORKS AND IMPROVEMENT AND AUTHORIZING THE RECORDATION OF THE NOTICE OF COMPLETION FOR THE COLUMBUS TUSTIN GYM PATIO COVER PROJECT (CIP NO. 10032) Docusign Envelope ID: B3CA5FE0-27D5-8F26-8321-8D14214E4F7D City Council July 21, 2026 Meeting Minutes Page 7 of 12 Fiscal Impact: The construction contract for this project was originally authorized in the amount of $282,700. Final construction costs totaled $265,291.33, reflecting a reduction in material quantities and resulting in a savings of $17,408.67 from the authorized contract amount. 10. APPROVAL OF TWO IT SUPPORT SERVICES AGREEMENTS WITH 360S2G In July 2025, staff recommended and the City Council approved an Information Technology (IT) End User Support Service (help desk) Agreement with 360S2G. Staff have since identified other technology improvement projects that require additional implementation and help-desk support. These Council-approved projects include the Palo Alto Cybersecurity Suite, Cisco/Webex Calling phone system replacement, Axon Enterprise Suite for the Police Department, as well as the Computer-Aided Dispatch and Records Management System that is presented for the Council’s consideration tonight. To support these additional assignments, staff are recommending an amendment to the existing End User Support Services Agreement and a new contract with 360S2G for high level, limited-term technical implementation services. If approves, the amendment to the End User Support Service Agreement will provide three dedicated end user consultants and increase the annual cost from $210,000 per year to $630,000 per year; and the new Implementation Support Services Agreement will cover the services of two IT System Administrators and two IT Network Engineers for six months at $832,000. Motion: The City Council: 1. Authorized the City Manager or designee to execute an amendment to increase the End User Support Services Agreement with 360S2G to $630,000 per year; 2. Authorized the City Manager or designee to execute an Implementation Services Agreement with 360S2G for $832,000; and 3. Authorized subsequent amendments for up to 10% contingency when necessary. Fiscal Impact: The original annual cost of the IT End User Support Service Agreement approved in July 2025 was $210,000. The amended annual cost, if approved, will be $630,000. The cost of the Implementation Support Services Agreement is $832,000. The Fiscal Year 2026-2027 adopted budget has sufficient appropriations to support the proposed amendment and agreement. PUBLIC HEARING ITEM 11 11. CODE AMENDMENT 2026-0001 (ORDINANCE NO. 1578) – ACCESSORY DWELLING UNITS AND JUNIOR ACCESSORY DWELLING UNITS Docusign Envelope ID: B3CA5FE0-27D5-8F26-8321-8D14214E4F7D City Council July 21, 2026 Meeting Minutes Page 8 of 12 Code Amendment 2026-0001 is a City-initiated request to amend sections of Article 9 (Land Use) of the Tustin City Code related to accessory dwelling units and junior accessory dwelling units. The proposed amendments update development standards, parking requirements, and statutory references within the Tustin City Code to ensure consistency with State legislation enacted during the 2024 and 2025 legislative sessions. Public Hearing opened at 6:50 p.m. Public Input – Jean Lawrence Sommerfield Public Hearing closed at 6:53 p.m. Motion: It was moved by Council Member Gallagher and seconded by Council Member Fink that the City Council introduced and held a first reading, by title only, of Ordinance No. 1578, amending Article 9 (Land Use) of the Tustin City Code to provide for the development of accessory dwelling units and junior accessory dwelling units in compliance with State law, and set the second reading for the next regularly scheduled City Council meeting. Roll Call – City Clerk Motion carried: 4-0 ORDINANCE NO. 1578 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, AMENDING ARTICLE 9 (LAND USE) OF THE TUSTIN CITY CODE (CODE AMENDMENT 2026-0001) TO PROVIDE FOR THE DEVELOPMENT OF ACCESSORY DWELLING UNITS AND JUNIOR ACCESSORY DWELLING UNITS IN COMPLIANCE WITH NEW STATE LAWS Fiscal Impact: There was no fiscal impact associated with this item. OTHER BUSINESS/CITY MANAGER AND CITY ATTORNEY City Manager Aldo E. Schindler Announced, as mentioned by Community Services Commission Chairperson Ken Henderson, recognized Parks Make Life Better! Month and announced that improvements to Camino Real Park are nearing completion, with construction on the picnic shelter concluding next week, followed by other improvements including a new barbecue, drinking fountain, and picnic tables; noted that improvements to the picnic shelter area are directly adjacent to the newly improved playground, and a ribbon cutting is tentatively scheduled for August 25 to celebrate the new amenities. Provided an update on the Old Town Improvement Project; the last phase of construction Docusign Envelope ID: B3CA5FE0-27D5-8F26-8321-8D14214E4F7D City Council July 21, 2026 Meeting Minutes Page 9 of 12 will begin on Monday, July 27; the City’s contractor will work to reconstruct all crosswalks at the intersection of El Camino Real and Main Street; daily impacts at this intersection include a single-direction road closure, with the remaining three lanes open to through traffic; delays and detour routes should be expected from Monday, July 27 through Friday, August 21, and construction will continue along the Main Street corridor into October to complete the project. MAYOR PRO TEM AND COUNCIL MEMBER COMMENTS AND REPORTS Council Member Nielsen June 17 Attended the Tustin Effective Apartment Managers meeting; gathered input from apartment managers in south and southwest Tustin; received positive feedback about the Tustin Police Department and enjoyed a presentation from George Murdoch, President of the East Orange County Water District. June 18 Judged the City of Tustin’s Art and Essay Contest for Tustin’s 250th celebration with Mayor Pro Tem Schnell; enjoyed judging and was impressed with the artistic talents and patriotic essays and artwork from Tustin area students. June 25 Attended the Tustin Celebrates America: 250 Years of Independence event; participated in dedicating the Field of Honor, an installation featuring 250 full-sized flags at Veterans Sports Park; was pleased to dedicate a flag to his mother and noted it was a great event and the perfect way to recognize the 250th anniversary of America. July 9 Attended the Transportation Corridor Agencies Joint Meeting of the Boards of Directors; reviewed investment reports for April and May 2026 and approved a cooperative agreement for the 241/91 express corridor to authorize multiple agencies to work toward and fund the Green River Road/Foothill Parkway Corridor and the SR-91/I-15 Corridor; approved the Annual Mitigation and Monitoring Report for SR-133 and SR-261 and a portion of SR-241; approved an open market bond buyback program, which created $151 million in bond interest, and will pay down $432 million of bond principal; approved a contract with Communications Lab for the SR-241/91 outreach marketing services agreement. July 14 Attended the Senior Advisory Board Meeting at the Tustin Area Senior Center; began with a recognition of the Siegel family’s donation of new flooring for the entryway of the Tustin Area Senior Center and urged attendees to visit the Center to see the new updates; spoke with the Transportation Coordinator, Ms. Serrano, who provided an overview on the City’s current Senior Transportation Program; discussed the Tustin Area Senior Center fund, Docusign Envelope ID: B3CA5FE0-27D5-8F26-8321-8D14214E4F7D City Council July 21, 2026 Meeting Minutes Page 10 of 12 which will donate funds to the Center to assist with remodeling the gift shop; encouraged everyone to attend the Tustin Area Senior Center’s upcoming Bingo Night. Councilmember Fink June 18 & July 16 Attended the Sunset Market in Old Town Tustin and hosted a booth; appreciated the opportunity to speak with residents on different topics related to Tustin; announced will attend the next two Sunset Markets. Hosted a Community Meeting the weekend prior at Bad Ass Coffee of Hawaii shop on 17th Street; will host a few more upcoming meetings to connect with residents in addition to hosting a booth at the upcoming Sunset Markets. Conducted outreach with businesses to support their success during construction related to the Old Town Improvement Project; highlighted OId Town Tuesdays which are specials offered by the business on specific Tuesdays; encouraged everyone to explore the offers from the businesses offered during the construction; noted that businesses are also working with the Tustin Chamber of Commerce on an Old Town Business Association and encouraged attendees to ask questions and connect with the Chamber of Commerce and Katie Falcon at La Colina Living. June 30 Attended Top of the Morning Tustin and enjoyed hearing insight from Jeffrey Ball, guest speaker and President and CEO of the Orange County Business Council; the Chamber highlighted their commitment to economic development and identified Orange County as an opportunity for development. July 19 Attended the Tustin Chamber of Commerce World Cup Final watch party at Columbus Tustin Park. Announced the launch of the Dolly Parton Imagination Library pilot program in Tustin, which sends books to children ages 0-5; added that Tustin will be the first city in California to host the pilot program, which has received funding assistance from the City and Supervisor Vicente Sarmiento and Supervisor Don Wagner; encouraged parents to sign their children up for the program. Addressed Leslie H. following her public comment regarding flock cameras; will continue to look into the issue. Addressed Larry following his public comment regarding the dental building at the intersection of Newport Avenue and Irvine Boulevard; appreciates the public comments and will continue to monitor the progress of the building. Attended the deployment/farewell for Tustin’s Army Reserve unit based out of Tustin; the event took place at Saddleback Church; honored to attend and to represent the City of Tustin. June 25 Attended the Tustin Celebrates America: 250 Years of Independence event; addressed the importance of the Declaration of Independence which took place 250 years ago. Addressed Susan following her public comment regarding ICE action. Council Member Gallagher Attended several Orange County Sanitation (OC San) District meetings; announced his two- year term serving as Board Chairman on the Orange County Sanitation District Board of Directors has ended; noted that OC San is embarking on a multi-year effort for cost savings for residents with innovative deep-well injection technology; once successful, this will ensure that OC San’s jurisdiction’s rates will be some of the lowest in the state; added that it was an honor to be part of the board as Chair. July 4 Attended City of Tustin 4th of July Celebration at Tustin High School; noted the Parks and Recreation did a great job and that it was a lively event. Commended City staff for hosting Tustin Celebrates America: 250 Years of Independence event; the Field of Honor added a great way to commemorate Tustin’s military history and created a wonderful memory and touching impact for residents. July 19 Attended the Tustin Chamber of Commerce World Cup Final watch party at Columbus Tustin Park; commended the Chamber and city staff for finding new ways to serve the community and keep residents engaged; appreciates the City’s efforts to keep the Chamber engaged with the City. Mayor Pro Tem Schnell June 24 Attended the Concert in the Park and gave the Pledge of Allegiance; enjoyed the Journey tribute band. June 25 Attended the Tustin Celebrates America: 250 Years of Independence event; commended staff for hosting a great event; was pleased to dedicate a flag to his father; believed the event truly honored the military legacy of Tustin. Announced the following upcoming events: Concerts in the Park The next Concert in the Park, which will be classic rock, will take place on Wednesday, July 22 at Peppertree Park from 6-8 p.m. Movies in the Park The next Movie in the Park, Elemental, will take place on Friday, July 24 at Peppertree Park at 6 p.m. National Night Out National Night Out will take place on Tuesday, August 4 from 5-8 p.m. at Veterans Sports Park. Save the Date: Land Reuse Authority Meeting - Open House and Film Showings The City’s Land Reuse Authority Meeting, Open House and Film Showings will take place on Tuesday, August 18 at 5:30 p.m. at AMC Tustin 14, Theatre 2 at The District.
