SUBJECT: APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE
ADVERTISEMENT FOR BIDS FOR THE EL CAMINO REAL AND
AUTO CENTER DRIVE SIGNAL IMPROVEMENTS
SUMMARY:
The plans and specifications for the El Camino Real and Auto Center Drive Signal
Improvement Project have been prepared, and the project is now ready for bid.
RECOMMENDATION:
1.Adopt Resolution No. 26-40 approving the plans and specifications for the El
Camino Real / Auto Center Drive Signal Improvements; and
2.Appropriate $125,000 from Fund 200 Capital Projects. This amount will be fully
reimbursed by Costco Wholesale Corporation under an approved Cost Sharing
Agreement; and
3.Appropriate $78,000 from Fund 139 Measure M2 Fairshare ; and
4.Authorize the City Clerk to advertise to receive bids.
FISCAL IMPACT:
The Engineer's estimate for project construction, engineering support, and inspection
services is $253,000. The FY 2026–27 Capital Improvement Program budget currently
includes $50,000 for construction of the project using Measure M2 Fair Share funds. On
February 3, 2026, the City Council approved a Cost -Sharing Agreement with Costco, under
which Costco will reimburse the City for 50 percent of the actual project costs, up to a
maximum reimbursement of $125,000.
As the lead agency responsible for project delivery, staff recommends appropriating the full
estimated project cost of $253,000 to ensure adequate funding for construction and related
services. Following project completion, the City will seek reimbursement from Costco in

accordance with the approved Cost-Sharing Agreement, reducing the City's net project cost
to $128,000.
CORRELATION THE STRATEGIC PLAN:
This item contributes to the fulfillment of the City’s Strategic Plan Goal B: Public Safety and
Protection of Assets, specifically addressing Strategy 5, which among other items, is to
ensure continuous maintenance and improvements of public facilities to ensure Tustin is
Safe and well-maintained community.
BACKGROUND AND DISCUSSION:
The intersection of El Camino Real and Auto Center Drive has experienced an increase in
traffic collisions in recent years. The intersection serves as the primary access point to the
Costco Wholesale store (Costco) located at 2655 El Camino Real and currently operates
with permissive-protected left-turn phasing for the eastbound and westbound approaches
on El Camino Real. In 2022, Costco completed construction of a fueling station at the
northeast corner of the intersection, resulting in additional vehicle activity in the area.
Staff reviewed Conditional Use Permit (CUP) 2019-00018 and the off-site improvements
associated with the Costco Fueling Expansion Project to determine whether additional
traffic improvements were warranted due to the proximity of the new fueling station. As
part of this review, staff engaged Costco to participate in a traffic signal warrant study
and to contribute towards any resulting improvements.
Costco retained a traffic engineering consultant to evaluate the intersection. The
consultant determined that traffic generated by the Costco fueling station accounts for
approximately 10 percent of the total intersection traffic volume and that the intersection
currently operates at an acceptable level of service. The evaluation also concluded that
left-turn queuing is not the primary contributing factor to the reported collisions.
However, based on the documented collision history, the consultant confirmed that a
protected left-turn signal phase is warranted in accordance with the California Manual
on Uniform Traffic Control Devices.
Based on current traffic volumes and documented collision history, staff supported the
finding that converting the eastbound and westbound approaches on El Camino Real
to protected-only left-turn phasing would improve intersection safety. Providing a
dedicated protected left-turn phase will reduce conflicts between left-turning vehicles,
opposing through traffic, and pedestrians.
On February 3, 2026, the City Council approved a Cost-Sharing Agreement with Costco
to implement the traffic signal modifications necessary to provide protected-only left-
turn phasing for the eastbound and westbound approaches on El Camino Real at Auto
Center Drive.

The proposed project includes installation of new protected left-turn signal indications,
replacement of the existing traffic signal pole at the northwest corner of the intersection,
and construction of ADA-compliant curb ramp improvements. Consistent with the Cost-
Sharing Agreement, the City will manage all phases of the project, including design, bid
solicitation, contract award, construction management, and inspection.
It is recommended that the City Council adopt Resolution No. 26-40 approving the plans
and specifications for the El Camino Real and Auto Center Drive Signal
Improvement Project and authorizing the City Clerk to advertise for construction bids.

RESOLUTION NO. 26-40
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR EL CAMINO
REAL/AUTO CENTER DRIVE SIGNAL IMPROVEMENTS (CIP NO. 40097), AND
AUTHORIZING ADVERTISEMENT FOR BIDS
WHEREAS, it is the intention of the City Council of the City of Tustin, California to
contract for the construction of the El Camino Real/Auto Center Drive Signal
Improvements (CIP No. 40097); and
WHEREAS, the City Engineer has presented plans and specifications for the
construction of said work; and
WHEREAS, the CIP No. 40097 project is categorically exempt from the
requirements of the California Environmental Quality Act (CEQA); Class 1, Section
15301: Existing Facilities.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Tustin
as follows:
Section 1. The foregoing recitals are hereby incorporated and adopted as the
findings of the City Council.
Section 2. The plans and specifications presented by the City Engineer are
hereby approved as the plans and specifications for:
El Camino Real/Auto Center Drive Signal Improvement
CIP No. 40097
Section 3. The City Clerk is hereby authorized and directed to advertise as
required by law for the receipt of sealed bids or proposals for the performance of the work
specified in the aforesaid plans and specifications.
Section 4. This Resolution shall take effect immediately upon its adoption by
the City Council of the City of Tustin, and the Clerk of the City Council shall attest to and
certify the vote adopting this Resolution.
APPROVED AND ADOPTED at a regular meeting of the City Council of the City
of Tustin on the 4th day of August 2026.
