SCHINDLER, CITY MANAGER FROM: MICHAEL GRISSO, DIRECTOR OF PUBLIC WORKS SUBJECT: APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE ADVERTISEMENT FOR BIDS FOR THE WATER WELL REHABILITATION PROGRAM SUMMARY: The plans and specifications for the rehabilitation of Main Street Well No. 3 and Newport Well No. 3 have been prepared, and the project is now ready for bid . Construction is anticipated to begin in October 2026, with completion estimated in spring 2027. RECOMMENDATION: 1.Adopt Resolution No. 26-41 approving the plans and specifications for the Water Well Rehabilitation Program; and 2.Authorize the City Clerk to advertise to receive bids. FISCAL IMPACT: The engineer’s estimate for the rehabilitation of Main Street Well No. 3 and Newport Well No. 3 is $730,000. There is sufficient appropriation in the 2026-2027 budget to support this project. CORRELATION TO THE STRATEGIC PLAN: The project supports the City's Strategic Plan Goal B: Public Safety and Protection of Assets, specifically Strategy 5, by protecting critical water infrastructure through continued capital investment and rehabilitation of existing municipal water wells. T he project also supports Goal C: Financial Strength, Strategy 5, by addressing long-term maintenance needs that help ensure a reliable municipal water system. BACKGROUND AND DISCUSSION: The City's municipal groundwater wells are critical components of the water production system and provide a reliable local water supply for the community. The rehabilitation work generally includes removal and inspection of the existing pumps and motors, downhole video inspection of the wells, rehabilitation or replacement of pumping equipment based on inspection findings, installation of new flow meters and motor-operated valves (MOVs), electrical and instrumentation upgrades, well testing and development, and associated site improvements. The work also includes startup, testing, and commissioning to return both wells to reliable operation. It is recommended that the City Council adopt Resolution No. 26-41 approving the plans and specifications for the Water Well Rehabilitation Program and authorizing the City Clerk to advertise to receive bids. _____________________ Michael Grisso, Director of Public Works Attachments: 1. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Tustin as follows: Section 1. The foregoing recitals are hereby incorporated and adopted as the findings of the City Council. Section 2. The plans and specifications presented by the City Engineer are hereby approved as the plans and specifications for: Well Rehabilitation Program CIP No. 60177 Section 3. The City Clerk is hereby authorized and directed to advertise as required by law for the receipt of sealed bids or proposals for the performance of the work specified in the aforesaid plans and specifications. Section 4. This Resolution shall take effect immediately upon its adoption by the City Council of the City of Tustin, and the Clerk of the City Council shall attest to and certify the vote adopting this Resolution.
