SUBJECT: ADOPT RESOLUTION NO. 26-45 AUTHORIZING THE CITY
MANAGER TO EXECUTE GRANT AGREEMENT WITH THE
CALIFORNIA DEPARTMENT OF TRANSPORTATION FOR THE
TUSTIN CITYWIDE ACTIVE TRANSPORTATION PLAN
SUMMARY:
The California Department of Transportation conditionally awarded the City of Tustin
$425,000 of grant funding to complete the Tustin Citywide Active Transportation Plan. As
a condition of the grant award, California Department of Transportation requires the City
Council to adopt a resolution authorizing the Restricted Grant Agreement . Approval of the
attached resolution satisfies this grant requirement and authorizes the City to proceed with
the agreement.
RECOMMENDATION:
It is recommended that the City Council:
1.Adopt Resolution No. 26-45 authorizing the City Manager or his designee, the
Director of Public Works, to complete and execute the grant agreement and
amendments with California Department of Transportation for the Tustin Citywide
Active Transportation Plan; and
2.Upon execution of the grant agreement, recognize grant revenue budget of
$425,000 and appropriate project cost in the same amount.
FISCAL IMPACT:
The total estimated cost to prepare the Tustin Citywide Active Transportation Plan is
$500,000. The California Department of Transportation Sustainable Transportation
Planning Grant will provide up to $425,000, representing 85 percent of eligible project costs
and will be appropriated upon execution of the grant agreement. The remaining required
15 percent local match totaling $75,000 has already been incorporated in the Fiscal Year
2026-2027 Capital Improvement Program Budget.

CORRELATION TO THE STRATEGIC PLAN:
The recommended action contributes to the fulfillment of the City’s Strategic Plan Goal C:
Fiscal Strength by identifying revenues beyond sales and property taxes and Goal B: Public
Safety and Protection of Assets by implementing plans for bikeways and walking paths as
a way to encourage reduced use of cars.
BACKGROUND AND DISCUSSION:
In November 2025, staff applied for Sustainable Transportation Planning Grant (STPG) for
the Tustin Citywide Active Transportation Plan . On May 29, 2026, the City received a
conditional letter of award of STPG funding in the amount of $425,000. To satisfy the
conditions of the grant award, the California Department of Transportation (Caltrans)
requires a resolution by the governing board that includes the grant title, name, and job title
of the person authorized to execute a grant agreement with Caltrans.
The grant funding will support the development of the City’s first Citywide Active
Transportation Plan. Completion of the Citywide Active Transportation Plan will position
the City to compete for future transportation funding opportunities, including the Active
Transportation Program, Highway Safety Improvement Program, Safe Streets and Roads
for All, Carbon Reduction Program, and other regional, state, and federal grant programs
that support implementation of active transportation improvements.
Approval of the attached resolution will satisfy the grant award requirements and support
execution of the Restricted Grant Agreement with Caltrans.

RESOLUTION NO. 26-45
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, AUTHORIZING THE CITY MANAGER TO EXECUTE
AGREEMENTS WITH THE CALIFORNIA DEPARTMENT OF
TRANSPORTATION FOR THE TUSTIN CITYWIDE ACTIVE
TRANSPORTATION PLAN
WHEREAS, the City Council of the City of Tustin is eligible to receive Federal
and/or State funding for certain transportation planning related plans, through the
California Department of Transportation;
WHEREAS, a Restricted Grant Agreement is needed to be executed with the
California Department of Transportation before such funds can be reimbursed through
the Transportation Planning Grant Program;
WHEREAS, the City of Tustin wishes to delegate authorization to execute these
agreements and any amendments thereto;
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of
Tustin, as follows:
Section 1. The foregoing recitals are hereby incorporated and adopted as the
findings of the City Council.
Section 2. The City Council of the City of Tustin, California, does hereby
authorize the City Manager, or designee, the Director of Public Works to execute all
Restricted Grant Agreements and any amendments thereto with the California
Department of Transportation.
APPROVED AND ADOPTED at a regular meeting of the City Council of the City
of Tustin on the 4th day of August 4, 2026.
