CLANTON, DIRECTOR OF PARKS AND RECREATION SUBJECT: AUTHORIZATION TO SUBMIT APPLICATION FOR ORANGE COUNTY TRANSPORTATION AUTHORITY ENHANCED MOBILITY FOR SENIORS AND DISABLED GRANT PROGRAM SUMMARY: Request for authorization to submit an application for the Enhanced Mobility for Seniors and Disabled grant to expand current transportation services at the Tustin Area Senior Center. RECOMMENDATION: It is recommended that the City Council: 1.Adopt Resolution No. 26-46 which finds that there is no non-profit organization readily available to provide transportation services to senior citizens and individuals with disabilities in the Tustin area, and authorizes staff to submit an application for the Orange County Transportation Authority Enhanced Mobility for Seniors and Disabled Grant Program, and commits the required local matching funds. FISCAL IMPACT: If the grant is awarded, the City would receive $371,760 in Enhanced Mobility for Seniors and Disabled Grant Program funding, consisting of $248,400 for capital expenditures and $123,360 for operating expenditures. The grant requires a City match of $58,440 from the General Fund, consisting of a one- time capital match of $27,600 and an operating match of $30,840 over the three-year grant period. Including the required City match, the total program budget would be $430,200. The funding would support the purchase of three Americans with Disabilities Act-accessible minivans and one extended part-time position for a period of three years. If the grant is awarded, grant revenue and program appropriations will be incorporated in the future annual budget for Council consideration. BACKGROUND AND DISCUSSION: The Tustin Area Senior Center has provided no fee transportation services to Tustin seniors and individuals with disabilities for more than 20 years. The program provides door -to-door transportation for medical appointments, grocery shopping, and participation in Senior Center activities using 16-passenger buses operated by City staff. Since 2014, the City has successfully partnered with the Orange County Transportation Authority (OCTA) through the Federal Transit Administration Section 5310 Grant Program to enhance the City's transportation services. Previous grant awards have funded the acquisition of buses and additional staffing, enabling the program to expand services and meet the community's growing transportation needs. To continue to grow the transportation program, Tustin Area Senior Center staff intends to apply for the 2026 OCTA Enhanced Mobility for Seniors and Disabled (EMSD) Grant to fund three (3) ADA-accessible minivans and one (1) extended part-time Recreation Program Assistant. If awarded, these resources would support the creation of a vo lunteer driver program to expand transportation capacity, improve access to essential destinations, increase mobility options for Tustin seniors and individuals with disabilities, and extend service hours into weekday afternoons and Saturdays to better mee t the growing community needs. OCTA requires the governing body of each applicant to adopt a resolution authorizing submission of the grant application, certifying the City's commitment to provide the required local matching funds if awarded, and authorizing the staff to execute and submit all documents necessary to apply for and administer the grant. Adoption of the resolution will satisfy these program requirements and authorize staff to submit the City's 2026 EMSD Grant application to OCTA. In addition to the resolution, applicants must conduct a public hearing (scheduled for the August 4, 2026 City Council meeting) to establish coordination and ensure that services are not duplicated or overlapped in scope with local nonprofits . Staff has completed outreach to local nonprofit organizations serving seniors and individuals with disabilities and has determined that there are no nonprofit organizations readily available to provide the proposed transportation services within the service area. NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin as follows: Section 1. The Director of Parks and Recreation Service (hereinafter “Director”) or her/his designee is hereby authorized to execute and submit applications on behalf of the City of Tustin with OCTA to aid in the expansion of transportation for seniors and individuals with disabilities. Section 3. The Director is authorized to execute and file all certifications of assurances, contracts, or agreements, or any other document required by OCTA in connection with the application or the implementation of the program. Section 4. The City Council hereby commits that, if the EMSD Grant is awarded, the City of Tustin will provide the required local matching funds in accordance with the OCTA EMSD Grant Program in the three (3) year total amount of $58,440.
