RESOLUTION NO. 26-46
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, FINDING THERE ARE NO NON-PROFIT ORGANIZATIONS
READILY AVAILABLE TO PROVIDE TRANSPORTATION SERVICES TO
SENIOR CITIZENS AND INDIVIDUALS WITH DISABILITIES, AUTHORIZING
SUBMISSION OF GRANT APPLICATION FOR ORANGE COUNTY
TRANSPORTATION AUTHORITY ENHANCED MOBILITY FOR SENIORS AND
DISABLED GRANT PROGRAM, AND COMMITTING THE REQUIRED LOCAL
MATCH
WHEREAS, the Orange County Transportation Authority (OCTA) administers the
Enhanced Mobility for Seniors and Disabled (EMSD) Grant Program; and
WHEREAS, the EMSD Grant Program offers grant opportunities to non-profit
organizations and local public agencies to meet the transportation needs of senior
citizens and individuals with disabilities; and
WHEREAS, the City of Tustin operates a Senior Mobility Program to provide
transportation services to senior citizens and individuals with disabilities of the City; and
WHEREAS, the City of Tustin desires to make use of EMSD Grant Program
funds to expand the transportation services provided by the Senior Mobility Program ;
and
WHEREAS, pursuant to OCTA EMSD Grant Program guidelines, the City is
required to hold a public hearing to establish coordination and ensure that services are
not duplicated or overlapped in scope with local nonprofits ; and
WHEREAS, a public hearing was held by the City Council on August 4, 2026, at
which time all interested parties were invited to speak on the subject; and
WHEREAS, prior to the date of the public hearing, City staff sent a contact letter
to private, nonprofit transportation providers informing them of the date, time and place
of the public hearing, as well as the right to be herd; and
WHEREAS, no private, nonprofit transportation agencies are readily available to
provide the services provided and proposed by the City through its Senior
Transportation Program.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin
as follows:
Section 1. The City Council hereby finds and certifies that there are no local
nonprofits that provide services that duplicate or overlap in scope with the existing or

proposed expanded transportation services for senior citizens or individuals with
disabilities within the City’s Senior Transportation Program service area .
Section 2. The Director of Parks and Recreation Service (hereinafter
“Director”) or her/his designee is hereby authorized to execute and submit applications
on behalf of the City of Tustin with OCTA to aid in the expansion of transportation for
seniors and individuals with disabilities.
Section 3. The Director is authorized to execute and file all certifications of
assurances, contracts, or agreements, or any other document required by OCTA in
connection with the application or the implementation of the program .
Section 4. The City Council hereby commits that, if the EMSD Grant is awarded,
the City of Tustin will provide the required local matching funds in accordance with the
OCTA EMSD Grant Program in the three (3) year total amount of $58,440.
APPROVED and ADOPTED at a regular meeting of the City Council of the City
of Tustin on August 4th, 2026.
