OF THE CITY OF TUSTIN, CALIFORNIA,
DETERMINING THAT THE LOCATION, PURPOSE, AND EXTENT OF THE PROPOSED DISPOSITION OF LOT 15 OF TRACT 18197, AN APPROXIMATE 3.32-ACRE SITE WITHIN PLANNING AREA 8, 13,
AND 14 (NEIGHBORHOOD D) OF THE TUSTIN
LEGACY SPECIFIC PLAN, FOR THE DEVELOPMENT OF A RELIGIOUS ASSEMBLY USE PROJECT LOCATED AT THE NORTHEAST CORNER OF WARNER AVENUE AND JOHN
JOHNSON WAY, IS IN CONFORMANCE WITH THE
GENERAL PLAN AND TUSTIN LEGACY SPECIFIC PLAN The Planning Commission of the City of Tustin, California does hereby resolve as follows:
I. The Planning Commission finds and determines as follows:
A. That a proper application was submitted by Issac Luevano of Carlile Coatsworth Architects, on behalf of Mariners Church c/o Blake Crane for development of a two-story, 33,422 square foot religious assembly
building and other site improvements on an approximately 3.32-acre site.
The site is currently owned by the City of Tustin and located within Planning Area 8, 13, and 14 (Neighborhood D) of the Tustin Legacy Specific Plan.
B. That the City wishes to dispose of Lot 15 of Tract 18197, an approximate
3.32-acre site within Planning Area 8, 13, and 14, to accommodate the
development of a new religious assembly use including a 622-seat sanctuary, administrative, meeting and service spaces along with 276 on-site parking spaces, landscaping and associated site improvements.
C. That Government Code Section 65402(a) provides that no real property
shall be disposed of until the location, purpose, and extent of the project
has been reported upon by the local planning agency as to the conformity with the adopted general plan.
D. That the disposition of the site is subject to the Surplus Land Act (Government Code Section 54220 et seq.). The City declared the property
exempt surplus land on June 15, 2021, pursuant to Government Code
Section 54221(f)(1)(H), and the California Department of Housing and Community Development approved the City’s determination on September 15, 2022.

Resolution No. 4556 August 25, 2026 Page 2 E. That the General Plan designates the site as Tustin Legacy Specific Plan,
which envisions the area as an active living, working, shopping, and recreation environment with access to amenities and facilities that support the community. The proposed disposition supports several General Plan Land Use goals, including the following:
1. Land Use Element Goal 1: Provide for a well-balanced land use
pattern that accommodates existing and future needs for housing, commercial and industrial land, open space and community facilities and services, while maintaining a healthy, diversified economy adequate to provide future City services.
2. Land Use Element Goal 3: Ensure that new development is compatible with surrounding land uses in the community, the City’s circulation network, availability of public facilities, existing development constraints and the City’s unique characteristics and resources.
3. Land Use Element Goal 4: Assure a safe, healthy and aesthetically pleasing community for residents and businesses. 4. Land Use Goal 6: Improve urban design in Tustin to ensure
development that is both architecturally and functionally compatible,
and to create uniquely identifiable neighborhoods, commercial and business park districts. 5. Land Use Goal 8: Ensure that necessary public facilities and services
should be available to accommodate development proposed on the
Land Use Policy Map. 6. Land Use Goal 14: Continue to implement the Specific Plan/Reuse Plan for MCAS Tustin [the Tustin Legacy Specific Plan] which
maximizes the appeal of the site as a mixed-use, master planned
development. F. That the proposed project would provide public/quasi-public and/or institutional services responsive to the needs of the City’s population in
Tustin Legacy, consistent with the General Plan goals identified above.
G. That Section 65402(a) of the Government Code authorizes the Planning Commission to determine whether the location, purpose, and extent of the proposed disposition of real property is consistent with the General Plan.
H. That a public hearing was duly noticed, called, and held on the associated
entitlement project and General Plan Conformity (GPC) 2026-0003 by the
Planning Commission on August 25, 2026.

Code Section 65402(a) are not “projects” requiring environmental review pursuant to the California Environmental Quality Act.
II. The Planning Commission hereby determines the location, purpose, and extent of the disposition of Lot 15 of Tract 18197 to Issac Luevano of Carlile Coatsworth
Architects, on behalf of Mariners Church for the development of a new religious
assembly use including a 622-seat sanctuary, administrative, meeting and service spaces along with 276 on-site parking spaces, landscaping and associated site improvements is in conformance with the General Plan and the Tustin Legacy Specific Plan.
