CLANTON, DIRECTOR OF PARKS AND RECREATION SUBJECT: ACCEPTANCE OF PUBLIC IMPROVEMENT AND AUTHORIZATION TO FILE THE NOTICE OF COMPLETION FOR THE CAMINO REAL PARK PICNIC SHELTER RENOVATION SUMMARY: The Camino Real Park Picnic Shelter Renovation (Phase 2) has been completed and is now ready for City Council acceptance. RECOMMENDATION: Recommend the City Council: 1.Adopt Resolution No. 26-44 accepting the Camino Real Park Picnic Shelter Renovation; and 2.Authorize the City Clerk to file the Notice of Completion with the County Recorder’s Office for the Camino Real Park Picnic Shelter Renovation. FISCAL IMPACT: On November 4, 2025, the City Council authorized an appropriation in the FY 2025/2026 Capital Improvement Program from the Park Development Fund in the amount of $1,000,000 for the Camino Real Playground and Picnic Shelter Renovation project (CIP No. 20096), which consists of two separate phases under distinct contracts. Phase 1 of the project, the playground renovation, was completed on May 5, 2026, with a final construction cost of $486,979.04 in a contract with Innovative Playgrounds Co., Inc. The final construction cost for Phase 2 of the project, the picnic shelter renovation, is $478,385.99. Total project expenditures equal $965,365.03. BACKGROUND AND DISCUSSION: On November 4, 2025, the City Council authorized contracts with Innovative Playgrounds Co., Inc. and Icon Shelter Systems, Inc. for the purchase and installation of a custom playground and a picnic shelter at Camino Real Park (CIP No. 20096) utilizing cooperative government purchasing programs (i.e. Sourcewell and Goodbuy). City Council approved the Notice of Completion for the playground renovation as Phase 1 of the project on May 5, 2026. The scope of Phase 2 of the project included the demolition of the previous picnic shelter and the installation of the new custom picnic shelter and associated concrete site work. The new 35’ rectangular gable shelter features a six-column design with an unfinished tongue and groove wood roof deck and pre-cut multi-rib metal roof panels. (“Contractor”) has a contract with the City of Tustin to construct the hereinafter described public work and improvement as the second phase of the Project; and WHEREAS, the Project Manager has duly certified to the construction and completion of said public work and improvement hereinafter mentioned in a manner satisfactory to the City Council of the City of Tustin; and WHEREAS, the City Council finds that said Contractor has completed said public improvement hereinafter more particularly described in accordance with the provisions of the contract documents and the Notice of Completion, acceptance of said public work and improvement should be filed, and payment of the balance due said Contractor is authorized in accordance with the contract documents; NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin that said public work and improvement be accepted, and the same is hereby accepted. Said public work and improvement is more particularly described as follows: CAMINO REAL PARK PICNIC SHELTER RENOVATION CIP No. 20096 BE IT FURTHER RESOLVED that the City Engineer of the City of Tustin is hereby authorized to execute and file a Notice of Completion for the acceptance of said public works and improvement described herein as required by law.
