BACKGROUND AND DISCUSSION:
The restroom building roofs at Laurel Glen Park, Heritage Park, and Cedar GrovePark,
originally installed in the late 1990’s,have exceeded their life expectancy andare inneed
replacement.
The proposed project will includeremoval of the existing tile roofing materials, vents,
flashing, underlaymentand skylights, and replace it with newroof underlayment, vents,
flashing, compositeshingles, andnew skylightsat all three park restroom buildings.
The project also includesnecessary maintenance to the picnic shelter cover at Cedar Grove
Park. Weather damaged wood will be removed and replaced, and all wood will receive
fresh paint and painted metal caps to extend the lifespan of the picnic shelter helping to
shieldit from future weather damage.
The use of the OMNIAPartnerscooperative will streamline the procurement process,
reduce administrative burden, and accelerate project delivery. This approach allows the
City to utilize a competitively solicited bid conducted by another public agency on behalf of
cooperative members nationwide. By leveraging the collective purchasing power of public
agencies, the cooperative procurement process streamlines project deliverywhile
maintaining competitive pricing and quality standards.
Pursuant to Tustin City Code Section 1625(c), the Cityis authorized to utilize regional,
state, or federal purchasing programs. Approval of this action would allow the City to award
the contract through the cooperative procurement process to the proposer offering the best
value.
Staff recommends theutilizationof Omnia PartnersPurchasing Program utilizingcontract
number PW1925withGarland/DBS Inc.to purchasematerials and installation services for
the Roof Replacement at Various Parks, in the not-to-exceed amount of $309,240.00.
