DISCUSSION: Throughout the year staff provides the Planning Commission with a status of projects that the Planning Commission, Zoning Administrator, or Community Development Director approved; major improvement projects; and, other items of interest. The Community Development Department Activity -Year in Review briefly describes the total number of discretionary projects (i.e., Conditional Use Permits, Design Reviews, Subdivision Maps, etc.), major accomplishments for various functional areas within the Community Development Department, and Building Division activity. Attachment: Community Development Department Activity Fiscal Year 2006-07 -- Year in Review S:\Cdd\PCREPORll2007\2006-07 Year in Review memo.doc CITY OF TUSTIN ~!; r r+ } } ~ ~~ - ~~ ~ .~. -~x~ ;~ ~~_ COMMUNITY DEVELOPMENT DEPARTMENT ACTIVITY FISCAL YEAR 2006-07 TH E YEAR I N REVIEW Community Development Department Activity Report FY 2006-07 The Year In Review MAJOR ACCOMPLISHMENTS/MAJOR PROJECTS COMPLETED IN FY 2006-07 Prepared various Code Amendments: amending various sections of the MCAS Tustin Specific Plan to implement the refined master development plans; removing self-storage mini warehouse as permitted uses in the Industrial (M) Zoning Districts; amending the City's subdivision ordinance to simplify the Lot Line Adjustment procedure and subdivision process; amending the C-2 zoning district regarding office uses on Main Street and EI Camino Real in Old Town Tustin; amending the City's affordable housing ordinance to ensure compliance with 2005 Amendments to Government Code Section 65915; amending Sign Regulations with emphasis on signs in the public right of way, including real estate open house signs, protected speech signs, political signs, and human signs; amending the Zoning Code prohibiting in each zone any activity that is prohibited by State or Federal law; amending Section 9252c related to assigning cultural and historic resources responsibilities to the Planning Commission; amending the Tusin Code related to the In-Building Public Safety Radio System Coverage (800 MHz Communication System); and, the Comprehensive Zoning Code Amendment: Public review draft and new zoning map are in progress. Prepared an RFP and the City Council chose a consultant to perform an Old Town Parking Study to be fully funded through reallocated Community Development Block Grant funds. • Prepared General Plan Amendment 06-002, Zone Change 06-001, Conditional Use Permit 05-028 regarding the expansion of Valencia Mobile Home Estates. The City Council upon recommendation from the Planning Commission approved Tentative Tract Map 17026 for conveyance purposes to subdivide 805.5 gross acres into 36 parcels at Tustin Legacy; the Amendments to Tentative Tract Map 16581 regarding the design of Ainsley Park, etc.; and approved Design Review 05-109 and Conditional Use Permit 05-037 for 240 senior housing units at Tustin Legacy. • Conditional Use Permit 06-010 (365 West First Street): Remodeling the Shakey's Restaurant site into a daycare center, Cathy's Kids. Project is currently under construction. Prospect Village Project (191-195 East Main Street): Construction of the commercial and residential components are underway and construction is anticipated to be completed by December 2007. The residential component is anticipated to be completed by February 2008. Arbor Walk - Olson Company Condominium Development (14552 Newport Avenue): 64 homes were approved, constructed, and completed. 2 Community Development Department Activity Report FY 2006-07 The Year In Review • B'nai Israel Classroom Building (2111 Bryan Avenue): Construction of the 7,076 square foot, two-story classroom building was completed. • Valencia Business Center (1382 Valencia Avenue): Remodel of approximately 75,000 square foot industrial building to accommodate 14 new office, research and development, and warehouse condominiums is well underway. • Pacific Office Plaza (1412 and 1422 Edinger Avenue): Two new condominium office buildings totaling 66,578 square feet of office. Construction is completed. • The Cottages/Nevis Homes (1361 EI Camino Real): Project includes construction of 93 condominium units. Permits were issued. Construction is underway. • ACS Medical Office (12741-12791 Newport Avenue): Project includes construction of a two-story office building. The project was approved and was completed. • McCharles House Expansion (335 South C Street): Construction of a 500 square foot addition to the south side of the existing restaurant and a 520 square foot detached retail building at the rear of the property is nearing completion. • Makena Retail Center (14001 and 14011 Newport Avenue): 7,400 square foot retail center was completed. • Camellia Tract (Rawings Way and Tustin Ranch Road): Construction of 25 single family detached homes was completed. • Old Navy in The Market Place: An approximately 13,000 square foot addition was completed • Tustin Hummer (1 Auto Center Drive): Construction of a new sales/showroom for Hummer dealership at the Tustin Buick, GMC, Pontiac automobile dealership was completed. • Briggs Electric 914381 Franklin Avenue): Construction of a new 20,000 square foot industrial building to accommodate an electrical contractor office and warehouse was completed. • Comerica Bank (3025 EI Camino Real): Building with the North Village of the Tustin Market Place was completed. • Chipotle Mexican Grill (13348 Newport Avenue): Authorization to demolish an existing 1,900 square foot drive-through pharmacy was approved, and construction of a new 2,565 square foot restaurant with outdoor seating area was completed. 3 Community Development Department Activity Report FY 2006-07 The Year In Review • Public Storage (14861 Franklin Avenue): Design Review fora 3-story public storage building (176,130 square feet) was approved. • Tustin Commons (14101 Myford Road and 2642 Michelle Drive): Facade remodel of two existing office buildings is complete. Tenant improvements are nearing completion. • Tustin Hacienda (240 East Third Street): Conversion of an existing resthome into a resthome for Alzheimer patients. Construction is nearing completion. • I-5 Self Storage (2631 Michelle Drive): Conversion of existing industrial buildings and construction of new buildings to accommodate a self storage facility was approved. Permits were issued and construction is underway. • Danny's Car Wash (2762 EI Camino Real): Re-establishment of a car wash in the Tustin Market Place was approved and construction completed. • Heritage Plaza (137 West First Street): Project completed and all tenants are operating. • New Industrial Building (1111 Bell Avenue): Construction of a new 111,920 square foot warehouse and manufacturing building with administrative office on the vacant 6-1-acre parcel has been completed. Tenants include Sterling BMW Collision Center. • Tustin Strata Center (14071-14081 Newport Avenue): Construction was completed and the center is occupied. Construction plans for development of the adjacent site at 14111 Newport Avenue is in review. • Trader Joe's Tenant Improvement and Tustin Crossings Remodel (12932 Newport Avenue): Trader Joe's is open. Fagade remodel and parking lot improvements were completed. • Tustin Gateway Business Park (1123 Warner Avenue): Construction of 19 new industrial buildings ranging in size from 3,500 to 40,000 square feet were completed. • Tustin Market Place (North Village): Approved and construction is completed for a new outdoor common seating area for restaurant row located at the North Village of the Tustin Market Place. • Valencia Business Center (1382 Valencia Avenue): Remodel of approximately 75,000 square foot industrial building to accommodate 14 new office, research and development, and warehouse condominiums is underway. 4 Community Development Department Activity Report FY 2006-07 The Year In Review • Red Hill Town Homes (14421-14471 Red Hill) -Project includes demolition of 57 apartment units and construction of 75 new condominium units. The City Council approved the project on March 20, 2007. Construction is anticipated to start late 2007. • Oggi's Pizza (13612 Newport Avenue): The former Tony's Sea Landing remodeling was completed. • Office Building (12721 Newport): A 5,365 square foot office building was approved and is under construction. • Nunos Brothers Retail Building (15761 Tustin Village Way): Design review was approved fora 15,000 square foot retail center proposed to replace a former retail center that burned down. • PetsMart within the Tustin Marketplace was approved, permits issued, and is nearing completion. • Conditional Use Permit 06-013 -Provide massage services in conjunction with an existing beauty salon and spa, Pro Vivid Spa & Wellness Center, was approved and is operating. • Conditional Use Permit 06-014 - Establish a tutoring and counseling facility within an existing office building, Tutorwhiz, Inc., was approved and is operating. • Conditional Use Permit 06-009 and Design Review 06-014 -Alteration of an existing historical building (Tustin Garage) to establish a Beach Pit Barbecue Restaurant with on-site beer and wine sales (Type 41) in Old Town Tustin. Project is in plan check. Permits will be issued soon. • Conditional Use Permit 06-021 - Establish a pet store to sell dogs, fish, and their accessories within a 2,100 square foot tenant space in La Fayette Plaza was approved. Tustin Legacy • Tentative Tract Map 17026 -Subdivide 805.5 gross acres into 36 parcels at Tustin Legacy-Master Developer site was approved. • Amendments to Tentative Tract Map 16581 regarding the design of Ainsley Park, etc.; approved Design Review 05-109 and Conditional Use Permit 05-037 for 240 senior housing units at Tustin Legacy. • The District at Tustin Legacy (Vestar) (Barranca Parkway and Jamboree Road): Rough grading permit for the 1,006,100 square foot Class A Retail Development 5 Community Development Department Activity Report FY 2006-07 The Year In Review was issued on January 4, 2006. Building permits have been issued for the majority of the shell buildings with ongoing tenant improvements. The District has many of the first phase of shops open. • Tustin Legacy Community Partners: Staff is continuing to work with TLCP as the Master Developer of approximately 805 acres to develop conceptual land use, circulation, and open space plans. • Columbus Square/Columbus Grove: Eleven model home sites of the 14 products are open. Construction of model home and recreational center for senior housing (Coventry Court) is underway. Approximately 800 permits have been issued between the two communities. • South Orange Community College District: Grading, encroachment, and drainage permits have been issued and building construction is underway under supervision of the Division of the State Architect. Classes are scheduled for the fall. • Rancho Santiago Community College District: Grading, encroachment, and drainage permits have been issued and building construction is completed and classes are scheduled for the fall. • Orange County Rescue Mission's Village of Hope (Landsdowne/Valencia): Building permits were issued on May 9, 2002, for the two buildings located at 15635 and 15686 Landsdowne. A Temporary Certificate of Occupancy was issued for Phase I. Phases 2 and 3 are under construction. Construction is nearing completion. • John Laing Homes, Planning Area 20 -Tustin Field I (Harvard Avenue and Edinger Avenue): All 376 units are completed and occupied. • John Laing Homes, Planning Area 21 -Tustin Field III (Harvard Avenue and Edinger Avenue): 189 homes are completed and occupied. ****** • Monitored and provided input into the Regional Housing Needs Assessment (2008- 2014) and the Southern California Association of Governments RHNA Pilot Program (Senate Bill 12). • Monitored and reviewed the John Wayne Airport Noise Abatement Report and Program to ensure compliance with airport/city noise standards. • Provided staff support for the administration of activities associated with the federal Community Development Block Grant (CDBG) Program including public service and public facility and improvement projects. 6 Community Development Department Activity Report FY 2006.07 The Year In Review • Monitored County planning and development activity, particularly for community impacts associated with development projects occurring in the neighboring communities of Santa Ana, Orange, and Irvine. • Review proposed state/federal legislation for potential impacts to Tustin, and prepare position papers and correspondence on pending legislation. • Opened 416 Code Enforcement cases; 60 of those cases remain open. • Responded to and removed 3,511 graffiti areas. Responded to and actively removed graffiti within 48 hours of receiving notification.
