3 A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA SUPPORTING THE
4 MOULTON PARKWAY SMART STREET
IMPLEMENTATION PLAN

WHER~,S, the Orange County Transportation Authority (0 CTA), in
7 coordination with local agencies, identified several high flow, multi-jurisdictional artexials
8 ("Smart Streets") as one solution to Orange County's congested lransportation network; and
9 WHEREAS, Moulton Parkway (FAinget Avenue in the City of Tustin) has been
designated a Smart Street from Main Street in the City of Santa Ana to Del Prado Avenue
10 in the City of Dana Point; and
11 WHEREAS, the City of Tustin desires to maintain and improve the streets and
roads within its jurisdiction; and

WHEREAS, the City supports the Smart Street concept as one method of
13 reducing traffic congestion; and
14 WHEREAS, a feasibility study was conducted to-identify improvements to
alleviate existing and future .congestion and safety problems on FAinger
15 Avenue/Moulton Parkway; and
16 WHEREAS, analysis of environmental impacts from the Moulton Parkway
Smart Street project has been undertaken to address the effects, mitigation measures,
17 and project alternatives associated with the proposed project as required under state
and/or federal law; and

19 WItF~REAS, local agencies along Moulton Parkway Smart Street have drafted
an implementation plan that will be used as a guide for phasing, funding, and
20 constructing Smart Street improvements; and
21 WHEREAS, ' the Moulton Parkway Smart Street Implementation Plan oufiineS
the roles of the local jurisdictions along the Moulton Parkway corridor as well as costs
22 and schedules for improvements; and
9.3 WH'EREAS, the OCTA Board of Directors will only make Sma~'t Street
Program funding available to those agencies which approve. the Smart Street
Implementation Plan and support the components of the plan. which affect their
25 [ jurisdiction; and

:2 WHEREAS, support from all agencies along the Smart Street corridor is
critical to the success of the improvements included in the Implementation Plan and will
3 enhance every project in the corridor's opportunity for receiving Smart Street funding
from OCTA.
NOW, THEREFORE, BE 1T RESOLVED that:

1. The City Council of the City of Tustin approves the Moulton Parkway
6 Smart Street Implementation Plan as meeting the goals and objectives
7 of the Moulton Parkway-Smart Street project; and
8 2. The City Council agrees to support, seek funding for, and implement
the improvements identified in the Moulton. Parkway Smart Street
9 Implementation Plan.
10 3. The City Council supports the distribution of all available Smart Street
funds to each corridor on an equal basis.

PASSED AND ADOPTED at a regular meeting of the City Council of the City
12 of Tustin held on the 20th day of May, 1996.

City of Tustin, California, does hereby certify that the whole number of

resolution was passed and adopted at a regular meeting of the City Council
held on the 20th day of May, 1996, by the following vote:
