RESOLUTION NO. 82-84
A RESOLUTION OF THE CITY COUNCIL, CITY OF TUSTIN
CALIFORNIA, REQUESTING THE COMMENCEMENT OF
PROCEEDINGS FOR THE ANNEXATION OF INHABITED
TERRITORY KNOWN AS NEWPORT-WASS STREET ANNEXATION
NO. 132 TO THE CITY OF TUSTIN.
Whereas, a petition has been received from the majority of the
registered voters residing in an area abutting the City of Tustin
incorporated 1 imits bounded by Wass Street and E1 izabeth Way, requesting
that the City Council process an annexation proposal on their behalf; and
Whereas, this request is made in the interest of property owners and
voters of the area who desire to be more strongly identified with and
participate in the affairs of the community of which they are a part; and
Whereas, said area is a developed area classified as a Class 19
Categorical Exemption from the requirements of an Environmental Impact
Report; and
Whereas, a Master Property Tax Transfer Agreement dated October 28,
1980 has been approved by the Board of Supervisors of Orange County and the
City Council of the City of Tustin pursuant to Section 99(d) of the Revenue
and Taxation Code of the State of California.
NOW THEREFORE, be it resolved by the City Council of Tustin,
California, that-
1. The Local Agency Formation Commission is hereby petitioned to
initiate change of organization proceedings pursuant to Part 2,
Chapter 2, Article I of the Municipal Organization Act of 1977
as an inhabited annexation of territory containingl more than 12
registered voters.
2. The territory is southerly of Wass Street and westerly of
Elizabeth Way adjoining the existing city limits on the south,
east and westerly boundaries, as more fully described by the
map and legal description attached hereto.
3. The proposed reorganization is for the purpose of creating
community identity and extending municipal services to the
subject territory.

4. The Master Agreement providing for the transfer of property tax
revenues, as approved by the Board of Supervisors and the City
Council on November 18, 1982, shall be applicable to the
proposed Elizabeth Way/Wass Street Annexation No. 131 to the
City of Tustin as developed property.
PASSED AND ADOPTED at a regular meeting of the City Council of
Tustin, California, held on the 1st day of November, 1982.

Tha~ portion of Lot 331, Block 13 of Irvine's subdivision in unincorporated
~erritory of the County o1: Orange, State of California, as per map recorded
in Book 1, Page 88 of Miscellaneous Maps, records of said Orange County,
described as l:ollows-
Beginning at a point on the existing centerline of Newport Avenue, said point
being an angle poin~ in the existing City of Tustin boundary as established
by the Red Hill Center Annexation and the Warren-Newport Annexation No. 115,
said point being distant along said centerline N.39°58'OO"E., 641.51 feet
from the most westerly corner of said Block 13; -
Thence, along said centerline of Newport Avenue and the existing Cil~y of
Tustin boundary per above-mentioned Warren-Newport Annexation No. 115,
N.39°58'OO"E., 20.00 feet to the point of intersection with the existing
centerline of Wass Street as shown on a parcel map filed in Book 3, Page 39
of Parcel Maps, records of said Orange County;
Thence, leaving said centerline of Newport Avenue and said City of Tustin
.boundary, along said centerline of Wass Street, S.49°57'40"E., 825.48 feet to
an angle point in the existing City of Tustin boundary as established by the
Irvine-Elizabeth Way Annexation No. 130;
Thence, leaving said centerline of Wass Street, along the existing City of
Tustin boundary per above-mentioned Irvine-Elizabeth Way Annexation No. 130
and the previously mentioned Red Hill Center Annexation ~nrough the following

N.49°57'40''W., 165 feet more or less;
N.39° 56'51"E., 25 feet more or less;
