2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUSTIN, CALIFORNIA, SUPPORTING EFFORTS TO
3 ADOPT THE RESPONSIBLE ECONOMIC DEVELOPMENT
INITIATIVE (REDI),. HEREINAFTER KNOWN AS
4 MEASURE S, AN INITIATIVE TO AMEND THE ORANGE
COUNTY GENERAL PLAN TO REPEAL MEASURE A AND
5 DESIGNATE MARINE CORPS AIR STATION, EL TORO
FOR THE HIGHEST AND BEST USE NOT LIMITED TO
6 COMMERCIAL AIRCRAFT USES.
7 The City Council of the City of Tustin does hereby resolve as
follows:

· I. The City Council finds and determines as follows:

A. Whereas the Orange County/E1 Toro Economic Stimulus
10 Initiative (Measure A) narrowly passed in November
1994, despite being strongly opposed by the
1i communities in closest proximity to MCAS, E1 Toro;
and,

B. Whereas Measure A amended the County's General Plan
13 to designate 2,000 acres of MCAS, E1 Toro for
commercial aviation and the remaining 2,738 acres
14 for uses compatible with an airport; and,
15 C. Whereas, the existing planning process was
implemented through ballot box planning and was not
16 the product of detailed consideration or study, and
requires the use of an initiative to provide any
17 redress by the citizens of Orange County; and,
18 Do Whereas, objective studies of the highest and-best
use for the subject property have not been
19 completed; and,
20 Eo Whereas, studies of constrained air transportation
and cargo demands are not yet available; and,
21
F. Whereas, the financial impact of developing a
22 commercial airport at MCAS, E1 Toro is not yet
known, nor are any funding sources identified; and,

Go Whereas,. the potential flight patterns of aircraft
24 using a commercial aviation facility at MCAS, E1
Toro have not yet been determined and may need to
25 be oriented in a north/south direction, thereby
Subjecting portions.of Tustin to overflights; and,

2 H. Whereas, the noise impacts associated with a
commercial aviation facility have not yet been
3 determined and may subject portions of Tustin to
significant aircraft noise from overflights; and,
4
I. Whereas, the impact to existing and planned off-
5 site 'transportation systems, on and off-ramps,
overpasses, and infrastructure has not been
6 determined and may result in a significant increase
of both regionally and locally. generated traffic on
7 local roadways in Tustin; and,
8
NOW THEREFORE, be it resolved that the City Council of
9 the City of TUstin supports Measure S on the March 26,
1996, County of Orange Primary Election ballot.

PASSED AND ADOPTED by the City Council 6f the City of Tustin,
11 at a regular meeting on the 18th day of March, 1996.
