The reduced fee for a neutered animal will be allowed only upon presentation of a certifi- cate of spaying, castration, or of the dog's inability to reproduce signed by a licensed veterinarian. Any person who fai-~s to purchase or renew a license within fifteen (15) days after it has become due or expired shall be deemed delinquent and may be required to pay a late fee of five dollars ($5.00) in addi. tion to the prescribed fee.
