HomeMy WebLinkAboutCC RES 81-1318 9 lO ~9 ~0 ~? RESOLUTION NO. 81-131 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, AMENDING COUNCIL POLICY REGARDING A SAFETY REVIEW COMMITTEE. The City Council of the City of Tustin, California, hereby resolves that Council Policy No. 70-5 dated November 20, 1967, be and the same hereby is amended to read as set forth in the attachment hereto which is hereby incorporated by reference as though set forth in full hereat. PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin, California, held on the 7th day of December, 1981. ATTEST: JGR: se: D: 11/12/81 Safety Review Committee REVISED COUNCIL POLICY 70-5 PURPOSE To establish a staff committee to review and make recommendations on all employee traffic and industrial accidents,, related safety hazards, and to establish and implement workable safety programs. POLICY 1. The City of Tustin recognizes its obligation to provide the safest possible working conditions for its employees and, in the event of an accident, to provide prompt first aid and medical care to minimize personal injuries.. This requires a safety program whereby employees will be provided proper safety equipment and joD instruction, and their work practices will be fre- quently reviewed and supervised. 2. It is therefore' the policy of the City to promote on-the-job safety,, to establish safety standards, to eliminate avoidable accidents, to create a "safety conscious" working environment, to minimize personal injury, and to reduce the cost to the City in lost time and in damage to City equipment. 3. There is hereby established a Safety. C?mmittee,. The committee will make recommendations on job safety training, and minimum job safety requirements, recommend " the purchase of necessary equipment to further the goals of safety and will investigate and report on all accidents. · · 4. Although safety is "everyone's business" and each employee' is expected to follow safe practices, to obey safety rules, and to help generally in the safety programs, the Safety Committee is charged with the responsibility for implementing and aggressively pursuing improved safety activities in each City department. PROCEDURE 1. The committee will be composed of representatives from the following depart- ments, as appointed by the Department Head. (a) Administration (City Manager, Personnel, Finance, Legislation) (b) Police (sworn & non-sworn) (c) Community Development (Building & Planning) (d) Maintenance (Parks, Streets, Facilities, Garage) (e) Water (f) Community Services (g) Engineering 2. The representative from Administration shall serve as chairman of the committee° The committee will appoint a secretary to the conunittee from any of the clerical class of positions in the City. The Committee will establish its own rules of procedure, create appropriate forms and records, and meet at call of the Chairman, City Manager, or by majority of the members. , 4. The Committee will report to, and submit findings and recommendations to the City Manager and relevant Department Heads. 5. The Committee will recommend safety programs and procedures for the various departments, will promote job safety training and employee "safety sessions", recommend t'he purchase of items of equipment to enhance safety, inspect City activities to insure safety is being promoted, review industrial injury reports, and act as advisor to the City Management on all matters related to safety and accident prevention. 6. From time tO time, the City Manager may assign other similar functions to the Committee for their study and recommendations in order to provide for the general safety of each employee and which, in turn, will reduce the financial burden on the citizens of Tustin.
