RESOLUTION NO. 81-83
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA,
RELATING TO THE CLASSIFICATION, COMPENSATION AND TERMS OF' EMPLOYMENT
OF CITY NON-ADMINISTRATIVE AND NON-MANAGEMENT GENERAL EMPLOYEES OF
THE CITY OF TUSTIN.

WHEREAS, the City and employee representatives have met and con-
ferred in good faith to reach an agreement to provide certain classes of
City employees with changes in employment benefits pursuant to Government
Code Section 3500 e__t s_~.; and
WHEREAS, the City management representatives have met and conferred
with the Orange County Employees Association on behalf of all the non-
administrative and non-management general employees of the City; and
WHEREAS, Orange County Employees Association and City of Tustin have
reached and entered into a Memorandum of Understanding; and
WHEREAS, City now desires to provide .changes in the benefits to all
non-administrative and non-management general employees of the City;
NOW, THEREFORE, the City Council of the City of Tustin, California
does hereby resolve as follows:

salary ranges and rates of all non-administrative and non-management
general employees by eight and one-quarter percent (8.25%) to the monthly
salary levels as set forth by employee position below, effective with the
pay period beginning June 29, 1981; notwithstanding any changes made in
position title or salary range through adoption of the City Budget;

Each such employee shall receive a salary at the step at which the employee
is serving.
~_e?t~ion_2__: Overtime C_ompensati_0~n. City shall pay. all non-administrative
and non-management general employees premium pay of time and one-half for
all approved overtime hours worked in excess of eight (8) hours per Shift
or forty (40) hours per week. General Leave and Holiday hours shall be
included within the above hours for eligibility, provided however, that
standby time shall not be considered in determining entitlement to premium
pay ·
Se~t_i__o_n~3:__.Em~plo¥_e.,e Life .I,n. su. rance. City will provide life insurance on
the life of each regular, permanent full-time, non-administrative, non-
management general employee of the City and pay the premiums thereof.
The death benefit of said policy shall be one hundred percent (100%) of the
employee's base annual salary to the nearest multiple of $1,000.00.
S_e~ction ...4= Medi..cal/Hea.1..t.h Bene_f_its. city will make available a medical/
health benefit .program for the benefit of each employee enumerated in this
Resolution and for employee's dependents. City will contribute to the
funding of said program one hundred percent (100%) of the contribution for
each employee without dependents and for each employee with dependents who
elects not to have his dependents covered, and shall pay ninety percent
(90%) of the contribution toward the funding of said program of any general
employee with dependents when the employee elects to have dependent
coverage, with the employee paying the remaining ten percent (10%) of the
contribution to funding..

Section 5: Maintenance Uniforms. City will provide eleven (11) sets of

pants and shirts for each maintenance employee required to wear a uniform.
City will pay . the cost of renting and cleaning the standard issue
maintenance employee uniforms. Additional uniforms or special services
shall be at the employee's option and expense.
'Section 6: Bereavement Leave._ The City will allow up to 3 days with pay,
without accumulation, for the purpose of bereavement leave for all non-
administrative and non-management general employees in the event of a
death in the immediate family. "Immediate Family" shall be defined as
spouse, mother, father, brother, sister, child, grandparent and grandchild
of the employee or of the employee's spouse.
Section 7: Miscellaneous Provisions

ments to avoid or eliminate inequities resulting from the strict
application of any provisions of this Resolution.

issue written administrative personnel regulations designed to aug-
ment or clarify the provisions of this Resolution.
Section 8: Effective Date. Ail provisions set forth herein shall be

effective as to non-administrative and non-management general employees of
the City 6f Tustin as of June 29, 1981.
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin, California, held on the 6th day of July, 1981.
