HomeMy WebLinkAboutCC RES 80-1366 8 9 10 11 14 16 17 18 19 2O 21 ~4 ~6 28 29 ~0 RESOLUTION NO. 80-136 A Resolution of the City Council of the City of Tustin, California, REITERATING URGENCY OF SANTA ANA RIVER FLOOD PROTECTION PROJECT AND COMMUNITY SUPPORT FOR THE PROJECT follows- The City Council of the City of Tustin does hereby resolve as ~EREAS, the Santa Ana River has been declared by the U.S. Army Corp of Engineers to pose the greatest flood threat west of the ~ississippi River; and WHEREAS, the California Water Con~ission has listed the Santa Ana River as posing the greatest flood threat in the State of California; and WHEREAS, a large part of the current problem ~s t~e result of a sense of false security created by the construction of Prado Dam in 1940 which subsequently proved to be inadequate; and WHEREAS, the people of Orange, Riverside and San 6ernardino have been urging acticn on the Santa Ana Project for more than eighteen years; and WHEREAS, the Survey Report and the Phase I General Design M~orandum have provided extensive study of all aspects of the project; an~ WHEREAS, the Corps of Engineers has again replaced many of its key executives at both the Division Level and in the Office of the Chie~ Engineer; and ~/~EREAS, l~dal people have not yet had an opportunity to present to these newly appointed executives the community's sense of urgency concerning this project ar~ its need; and WHEREAS, earlier studies indicate that as many as 3,000 lives could be in jeopardy and the Phase I GD~ cites a potential 9 billion doll ars in damages. NC~', THERES~RE, BE. IT RESOLVED that the City Council of the City of Tustin urges the Corps of Engineers to complete their review of the Phase I GDM in a most expeditious manner; an~ BE IT FUI~ER RESOVED, that the City Council, spe~king on behalf of over 33,000 people, does urge that the Congress of the United States pass all legislation needed to construct this project as rapidly as possible.
