RESOLUTION NO. 80-55
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, INDICATING ITS INTENT TO IMPLEMENT PRIOR
TO DECEMBER 51, 1982 HEREIN DEFINED "REASONABLY
AVAILABLE CONTROL MEASURES" FROM THE SOUTH COAST
AIR QUALITY MANAGEMENT PLAN.
.WHEREAS the Federal Clean Air Act (42 U.S.C. 7401, ef seq.,) seeks fo
develop a cooperative l:ederal, state, regional, and local government
9tarn fo prevent and control air pollution in order fo prefect and enhance
the qualify of the nation's air resources so as to promote the public
health and w.ell:are el: its population; and,
WHEREAS pursuant to Section 172(a) (1) o¢ the Clean Air Act, as amended,
the Southern Calil:ornia Association of Governments (SCAG) and the South
Coast Air Qualify Management District (SCAQN~D) have prepared an Air Qual'if¥
Management Plan (AQMP) l:or the South Coast Air Basin with the assistance
oi: the counties el: Los Angeles, Orange, Riverside, San Bernard i no, and
the City el: Los Angel es, the San Bernardi.no Associated Governments, and
the State 0'¢ California Air Resources Board (ARB); and,
WHEREAS the AQMP was adopted b~ SCAG on January 25, 1979, by the SCAQ~D
on January 26, 1979, and was conditionally approved by the ARB on ~Aay :LO,
1979, and was forwarded fo the Federal Environmental Protection Agency
on July 25, 1979, in compliance with Section 1lO(a) (1) of the Clean Air
Act; and,
WHEREAS the Clean Air Act el: 1977 allows for an extension in the deadlines
for attaining national air qualify standards from 1982 to 1987 if all
"reasonably available control measures" (RAC~S) are implemented before
'December 31, 1982, and in the event these measures are not implemented by
this date, empowers EPA fo impose economic sanctions which could potentially
cost the region bill ions of dollars in federal transportation and sewer
construction grants; and,
WHEREAS, in order fo avoid such federal economic sanctions pursuant fo
the 1977 Clean Air Act, the l:ollowing six el:. the fetal sevenfy-t:ive AQMP
tactics, defined herein in "Exhibit 1," have been specii:icall¥ idenfil:ied
as "reasonably available control measures" which require some degree o1:
scheduled implementation by cities and counties in the South. Coast Air
Basin'
- Employee ride-sharing program
- Tral:fic signal synchronization
- Increased bicycle and pedestrian facilities
- Energy conservation street lighting
- Modii:ied work schedules
- Carpool pret:erenfial parking
WHEREAS, the AQ~^P provides fhaf ii: any el: these six measures it: found fo
be-. inappropriate or unacceptable in a jurisdiction then a commitment to
implement an approved equivalent control measure ma}/ be substituted for
implementation oi: any reasonably available control measure.~

targeted number adequate and safe bicycle

lighting agencies to replace all existing
inefficient lights and fixtures with energy
efficient fixtures and lights.
Modified Work Schedule - Initiate, support,
and set par~i~iPa~i6~-~targets for the vol-
untary use of modified work schedules, where
feasible, including staggered hours, flex-
ible schedules, 4/40, in order to promote
the more efficient use of existing transit,
reduce the need for trip making, and fac-
ilitate ridesharing among employees.
Carpool Preferential Parking- Promote ride-
sharing 'through the provision of a targeted
number preferred parking areas for all em-.
ployees engaging in carpooling, in order to
reduce the need for trip making and reduce
vehicle travel miles travelled. (VMT)
