CERTIFYING THAT THE ACQUI- SITION OF THE TUSTIN WATER WORKS BY THE CITY OF TUSTIN WILL NOT HAVE A SIGNIFICANT EFFECT ON THE ENVIRONMENT. · The City Council of the City of Tustin, California, does hereby resolve as follows: 1. The City council finds and determines as follows: " A. That the language of Public Resources 'Code ~Section 21065, defining the meaning of. "project" for purposes of the California Environment Quality Act ("CEQA"), is ambiguods o's to 'Whether a project includes proposed' acquisition by the City of the Tustin Water .Works. : · . ':B. That nothwithstanding the ambiguity of Pub!i~ Resources Code seCtion 21065,.the staff .of City has made a study ...of potential environme, ntal ~- .. · impacts of the proposed acquisition. Ce That the City Council has reviewed the analy$is~ study and recommendations of the staff. D~ Not withstanding the ambiguity of Public Resources Code Section 21065, the City Council finds that there is no potential for significant impact upon the physical, economic or social environment as a result of' the acquisition of the Tustin Water Works by the City of Tustin. E. That the proposed acquisition of the Tustin Water Works' is solely a change of ownership. F. That the proposed change of ownership in itself will not expand, diminish or change its existing .service. G.
