A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, ESTABLISHING FEES AND SERVICE CHARGES.
The City Council of the City of Tustin, California does hereby
resolve as follows'
Section l' The following fees and service .charges are hereby
established and supersede any existing'.fees, and shall be applied
uniformly except where, in the discretion of the City Administrator,
reduced fees are justified by special circumstances.

F. BUILDING REGULATION AND PERMIT FEES
Inveslt.igation Fee
A special investigation fee shall be charged by the Building Official
for any investigation of a building, structure, work reports, certifi-
cation, or any other related work requested by an owner or his auth.~'
orized agent. Said fees shall be assessed in an amount sufficient to
reimburse them City for costs incurred, but in no case shall be less
than twenty five dollars ($25.00).

The Building Official shall make no refunds on fees collected
amounting to five dollars ($5.00) or less or on any plan checking
fee; refunds, may be made to the permi ttee in an amount equal to
85% of the permit fee paid unless the fee paid for' the issuance of
the permit has been made for an area outside of this jurisdiction.

Miscellaneous Fees
(1) Work Started Without Permit
l,rnere work for which 'a permit is required is started.or proceeded
with prior to obtaining said permit, the fees specified shall be
doubled, but the payment of such double fee shall not relieve any
persons from fully complying with the requirements of the Code
in the execution of the work nor from any other penalties pre-
scribed therein.
· (2) Reinspection Fee
When the work is not ready for a called inspection or, ~hen the
inspector must reinspect more than twice, because of deficiencies
a reinspection fee must be paid for each subsequent rleinspection
in the amount of $10.00 each.

(I).Plan Check Fees
Application processing and plan checking fee shall be pa|d t:o the
Building Official at the time of submitting plans and spe¢~F:;~-
tions for checking. Said fee shall be equal to one h~;f of the
Building Permit Fee for Group "R-3" "M-I" "M'-3"
, , and occupan-
cies, and 65% of the Building Permit Fees for' all other occupan-
cies.
In addition, buildings and structures requi, ring compliance with '.
the State of California Energy Conservation, Noise Isolation
and Insulation and other State-required acts shal! pay a plan
check fee equal to 50% of the Building Permit Fee.

t ~ EXCEPTION' When repetitious models for Group "R-3" occupancies
! in a residential housing tract are submitted at one time, such fee

fee for each repetition of the model plan.

The BUilding Official shall charge the appellant for any
field inv'estigation per "Invest____i~gat'ion Fee," page 4 of this
Resolution, plus the direct and overhead labor and material
costs required to prepare for the appeal, conduct the appeal
and complete the appeal procedure. This shall be estimated
initially and the appellant refunded (or charge additional,
if required) upon completion of the appeal. Any uncollected
costs shall be processed through the City Clerk and upon approval
by the City Council added to tt~e. tax 'invoice for the appellant's
property.
Section 2 The City Administrator is hereby authorized to esta-
blish charges on other services provided by the City, but shall
give'notice to-the City Council of charges. So established.
Section' 3' The fees set forth hereinabove in this Resolution
shall be i'mposed on the first day of May, 1980, provided 'these
fees not be in conflict with any federal statutes, State law, and/o~
executive orders issued pursuant.thereto, prohibiting such in-
crease of fees.
