RESOLUTION NO. 80-24
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUSTIN, TO PARTICIPATE IN A SPECIAL ELECTION
CALLED BY THE BOARD OF SUPERVISORS OF ORANGE
COUNTY TO APPROVE RENTAL HOUSING DEVELOPMENT
FOR ELDERLY, HANDICAPPED, LOW- OR MODERATE-
INCOME PERSONS.
WHEREAS, the Board of Supervisors of the County of Orange has approved a
resolution calling a special election for the approval of rental housing
developments for Iow- and moderate-income, handiapped, and elderly per-
sons; and,
WHEREAS, the Federal Community Development Block Grant regulations require
the adoption and implementation of a Housing'Assistance Plan which identi-
fies the housing needs of the low-.and moderate-income, handicapped and
elderly households and which identifies the steps fo be taken to speak fo
those needs; and·
WHEREAS, the primary sources of funding to speak to the housing needs
identified in the adopted Housing Assistance Plan are available through
the California Housing Finance Agency (CHFA) and the Federal Department of
Housing and Urban Development (HUD); and., . . . .

"WHEREAS,-.the use 'of CHFA funding and ass istan-ce' for new con'strucfion 'and'
substantial rehabilitation to'meet the housing needs identified require
that the majority of the qualified electors of the county and its cooperating
cities vote on and approve the development, construction, and/or financing
of rental housing developments for Iow- and moderate-income, handicapped,
and elderly persons, pursuant fo the provisions of Article XXXlV of the
California Constitution; and,
WHEREAS, the City of Tustin may choose to participate in the special
election, called for this purpo.s.e by the Board ot: Supervisors of the County
of Orange, by adopting this resolution~ and,
WHEREAS, the entire cost of the election, including the cities choosing f'o
participate in the special .election, will be paid from the Community De-
velopment Bl'ock Grant;
NOW, THEREFORE, BE IT RESOLVED, that the City Council ot: the City of Tustin
does hereby r'equesf to participate in the special election called by the
Board of Supervisors of the County of Orange to approve rental housing de-
veiopmenfs for elderly, handicapped, low- or moderate-income persons; and,
BE IT FURTHER RESOLVED, that a certified copy of this resolution be submifte.d
to the Registrar of Voters of the County of 3r.nge on or before ~arch
1980, and that the Registrar of Voters be notified of the request of the
City of Tusfin that the votes cast within that city be tabulated separately
from the unincorporated area and any other participating cities.
