2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
ACTING AS A RESPONSIBLE AGENCY IN APPROVING THE MITIGATED
3 NEGATIVE DECLARATION FOR THE SEVENTEENTH STREET
WIDENING PROJECT, AS PREPARED BY THE CITY OF SANTA ANA,
4 WITH ALL FEASIBLE MITIGATION MEASURES INCORPORATED AS
5 REQUIRED BY THE CALIFORNIA ENVIRONMENTAL QUALITY ACT
6 The City Council of the City of TuStin does hereby resolve as follows:
7 I. The City Council finds and determines as follows:

..... A. That the Seventeenth Street"Widening Project is considered a "project" pursuant
to the terms of the California Environmental Quality Act; and
10 B. A Mitigated Negative Declaration has been prepared for this .project and
circulated for a 2 1-day public review and comment .periOd beginning August 8,

C. The City Council of the City of Tustin has reviewed and considered the
13 Mitigated Negative Declaration.

H. Mitigated Negative Declaration has been completed in compliance with CEQA and
15 State guidelines by the City of Santa Aria, acting as the Lead Agency. The City
Council, acting as a Responsible Agency, received and considered the information
16 contained in the Mitigated NegatiVe Declaration, prior to approving the proposed
project, and found that it adequately discussed the environmental effects of the
17 proposed project.

On the basis of the initial study and comments received during the public review
19 period, the City Council -finds that although the proposed project could have a
significant effect on the environment, implementation of mitigation measures will
20 reduce potentially significant environmental effects to a-point where clearly no
21 significant impacts will occur. All mitigation measures identified in the Mitigated
Negative Declaration have been incorporated into a Mitigation Monitoring Program
22 for this project.
