APPROVAL OF PERMIT PARKING AND ORDINANCE No. 1247 AMENDING
CITY CODE SECTION 533tn TO DESIGNATE THE FOLLOWING STREETS

MYRTLE AVENUE, MEDALLION AVENUE, CALIFORNIA STREET, PACIFIC
STREET AND CORLA AVENUE, NORTH OF MCFADDEN AVENUE
SUMMARY
The residents on the north side of Main Street between Pasadena Avenue and Pacific Street;
Lorelei Lane; and on Myrtle Avenue, Medallion Avenue, California Street, Pacific Street, and Corla
Avenue, north of McFadden Avenue have expressed concerns regarding an overflow of on-street
parking from adjacent apartments. These residents have requested that the City establish
overnight on-street permit parking and add the aforementioned streets as designated on-street
permit parking zones.
RECOMMENDATION
It is recommended that the City Council approve the request for permit parking on the north side
of Main Street between Pasadena Avenue and Pacific Street; Lorelei Lane; and on Myrtle Avenue,
Medallion Avenue, California Street, Pacific Street and Corla Avenue, north of McFadden Avenue
and have first reading by title only and introduction of Ordinance No. 1247 to amend City Code
Section 5331n to designate the aforementioned streets for on-street parking by permit only.
FISCAL IMPACT
It is estimated that the cost to install permit parking signs, on the subject 'streets is approximately
$5,100.00. Funds are currently available in the Public Works/Engineering Division and Field
Services Division operating'budgets to accommodate this work.
BACKGROUND
During the months of July, August and September 2001, the City received petitions from residents
on the subject streets expressing concerns with the on-street parking of vehicles overflowing from
adjacent apartment complexes in the area of the subject street. The petitions further requested
that the City investigate the possibility of designating the subject streets for on-street parking by
permit only. The subject streets are shown on the attached exhibits.
Signatures have been obtained from the majority of property owners on the subject streets in
support of establishing overnight permit parking.

DISCUSSION
Engineering staff has reviewed the subject areas for parking conditions and has observed
numerous vehicles parking on these sections of streets where the drivers and passengers of
those vehicles have walked to the adjacent apartment complexes in the area. It was observed
that these sections of streets are most heavily parked during the nighttime and on the weekends.
Staff has prepared a parking survey of the multi-family residential (MFR) units surrounding the
subject streets to determine the existing on-site parking facilities serving complexes that impact
the subject streets. A copy of the survey is attached as Appendix A of this report. The survey
data indicates that there is at least one on-site parking space to accommodate parking generated
by the MFR units.. In some locations there are up to two on-site parking spaces within the MFR
units to accommodate parking demand. All of the MFR units surveyed were approved over 20-
years ago when parking demand was not as high as it is now. Currently, the Tustin Municipal
Code requires a minimum of two-covered spaces per unit and one guest space for every four units
in apartment complexes.
An attempt has been made to identify locations where 'the parking demand would relocate after
the implementation of the permit parking on the subject streets. The parking on Lorelei Lane
would relocate to Williams Street and possibly to Alliance Avenue, which currently has MFR units
as the primary land use. The parking on Medallion, Myrtle, Pacific, California and Coda will most
likely relocate to Pasadena Avenue and possibly Altadena Drive, which also has MFR units. The
parking on Main Street will most likely relocate to Pacific Street and possibly Third Street, which is
single-family residential. This may generate additional requests in the future for permit parking
especially within the single-family residential communities.
Section 5331n of the Tustin City Code currently provides for parking by permit only 'on
Heatherfield Drive, Sandwood PlaCe, Rosalie Place, Quent Drive, Cindy Lane, Letty Lane,
C!overbrook Drive and more recently, Myrtle Avenue between Second Street and Main Street.
The residents on those streets are issued special parking permits for their personal use as well as
their guests by the Tustin Police Department to park on the streets between the hours of 2:00 a.m.
and 6:00 a.m. seven days a week. It is envisioned that permit parking on the subject streets
would address the on-street parking concerns and be consistent with other previous permit
parking areas established by the City since the implementation of the first permit parking program
in 1987.
Based upon staff's evaluation of the resident's request and observations in the area, it is
recommended that the City Council approve permit parking on these streets.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIAi AMENDING TUSTIN CITY CODE SECTION 5331n TO
DESIGNATE THE FOLLOWING STREETS FOR PARKING BY PERMIT

The City Council of the City of Tustin, California does hereby ordain as
follows:
WHEREAS, the City has received numerous complaints regarding the'on-
street parking of vehicles overflowing from apartments and condOminiums within
the City; and
,
WHEREAS, the City Council .has determined that the. most appropriate
method of managing the problem of overflow street parking in residential areas
would be the implementation of a "Parking by Permit Only" system during-certain
hours for residents of those streets.
NOW, THEREFORE, the City Council of the City of Tustin, California does
hereby ordain that Section 5331n of the Tustin City Code by .amended as follows:
SECTION 5331 STOPPING,. STANDING OR PARKI'NG RESTRICTED OR
PROHIBITED'ON CERTAIN' STREETS
n. Parking by Permit Only
The following area(s) have been designated to require a special parking
permit to park vehicles on the streets between the hours of 2'00 a.m. and 6 p.m.,
seven (7) days a week.
1. Heatherfield Drive and Sandwood Place between
Cloverbrook Drive.
Mitchell Avenue and
2. Rosalie'Place and Quent Drive.
3. Cindy Lane and Letty Lane'.
4. Cloverbrook Drive.
5. Myrtle Avenue between Second Street and Main Street.
