RESOLUTION NO. 79-29
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, REGARDING THE AREAWIDE
WASTE TREATMENT MANAGEMENT PLAN FOR THE
SOUTH COAST AREA.
WHEREAS, the Federal Water Pollution Control Act (33 U.S.C. 1251,
et. seq., as amended) seeks to develop a cooperative federal,' state,
regional and local government program to prevent and control sources of
pollution to ground and surface waters in order to restore and main-
tain the chemical, physical and biological integrity of the Nation's
waters; and
WHEREAS, pursuant to Section 208 of the Federal Water pollution
Control Act of 1972, as amended, the Southern California Association
of Governments (herein referred to as SCAG) has prepared an Areawide
Waste Treatment Management Plan for the South Coast Area with technical
assistance from the counties of Los Angeles, Orange, Riverside and San
Bernardino, the City of Los Angeles, the Newport-Irvine Waste Manage-
ment Planning Agency, the Santa Aha Watershed Project Authority and
the Ventura Regional County Sanitation District; and
WHEREAS, the Areawide Waste Treatment Management Plan for the
South Coast Area has been adopted by SCAG,' and forwarded to the State
Water Resources Control Board for certification and thereafter will
'be forwarded to the Federal Environmental Protection Agency in com-
pliance with Section 208 (b) (3) of the Federal Water Pollution Control
Act of 1972, as amended; and
WHEREAS, the cities in Orange County, the County of Orange, and
special districts in the county are assigned certain responsibilities
in the Areawide Waste Treatment Management Plan for the South Coast
Area, approved by the SCAG Executive Committee on February 1, 1979; and '
WHEREAS, these responsibilities include the strategies of litter
control, catch basin cleaning, and street sweeping; and
WHEREAS', cities in Orange County are currently performing these
responsibilities for reasons other than water quality improvement; and

WHEREAS, no relationship between these strategies and water
quality has been established.
NOW, THEREFORE BE IT RESOLVED that the City of Tustin;
1. Rejects the assumption that litter control, catch basin
cleaning, and street sweeping program maintenance and expansion
Would result in significant water quality benefits;
2. Encourages SCAG, the State Water Resources Control Board,
and the. U.S. Environmental Protection Agency to conduct the followin9
studies with the cooperation of Orange County Cities and the County
of Orange'

Determine which of the surface waters of the County of
Orange are impacted by specific nonpoint water pollutants
and to what extent;
b. Evaluate each source contributing to a specific nonpoint .
water problem; and
C~
Determine the effectiveness of alternative water pollution
control strategies and methodologies in reducin9 the impact
o.n specified receiving waters.
