REAS, such large scale busing is destructive of the following' a. Education of the children involved, b. Safety of the cl~ildren exposed to the busing process, c. Integrity of County boundaries, e. Integrity of the Community School concept, f After school ~tctivities and co~nrnunity youth acti~rites buildino on the common geograpltic residence of tl~e students, g. Edt~cation responsive and responsible to the local citizenry, h. W!~e social developme~t of the children themselves, i. q~'..e broad based publ. i.c support for racial equality a~d justice AND ?,'~i£REAS, the artificially contrived integration of scl~ools is a wasteful exercise in futfli'ty which flies.in the face of logic and o~he'r, n}ore posit i.'.'-:._ :.:,.=th od s... of achlevi::e,o racial eqt~al ity, o~}portt~ni.t:y, and j t~s'tice suct~ as' NO":..'," Ti';"-::2EFORE, the City Cottncil of the City of Tustin does hereby resolve as follows' a. :...:.-.:.?~1 opportun:ity in emp~ oyn~er~t, c. Ec~a?.l opportunity in advm~ced education, d. E '-anced remedial educa, ti. on and training opportunities except :¢here racial segregation has occt~rred by intentional action of a sch6ol district board, as being destructive of the edttcational, safety, social, political, anti racial equality process of the community, state and ~8 26 80. 81 nation. 1. The City Counci. 1 rejects the concept o:g large scale or 'forced busing, 3. The City Council urges all other cities and other interested persons to urge the si~ailar sttpport of their legislative representatives. 4. The City Clerk is directed to distribute copies of this resolution to Assembly~::an Bruce Nestande, Asseml.)lym~ Richard Robinson, Assemblywoman Marian Bergeson, Senator ,John V. Briggs, Senator John Schmitz, and all cities in Orange County.
