HomeMy WebLinkAboutCC RES 78-1222 28 28 8O RESOLUTION NO. 78-122 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, REQUESTING ORANGE COUNTY DIVISION OF LEAGUE OF CALIFORNIA CITIES SUPPORT OF SUGGESTED COUNTY REVENUE POLICY RELATING TO UNINCORPORATED AREA SERVICES ~'~'II}iI~[!AS tl~e concept of paying for benefits received is one of the basic pri. nciples of equity in governmental taxation, and !;'ItI~RI~AS tl~is concept has become especially important due to the passage of Proposition 13 in ,June of 1978, and IVIIERI~AS an inequity l~as developed in the funding of municipal or local gover~mental services provided by the Count}- in unincorporated areas of the County b?., comparison ~ith tl~e funding of similar services by Cities ~'ithin their political boundaries, and I~:t. II.:,I{EAS the County of Orange is presently in the process of reviexv/.ng revenue alternatives to note equitably support the cost of govern- mental services provided and to replace the lo. ss of revenue caused by implementation of Proposition 13, and I~'ttiiP,[iAS the County of Orange is a leader State-~'ide in exploring many ne~ concepts in achieving greater efficiency, effectiveness a~d equity througl~ cool}eration and shared revenue programs, and %¥['ER[.:AS the County of Orange serves i.n the dual role as provider of certain loc?.l governmental services to unincorporated areas as t,'ell as provider of man7 County.-~,~ide services to incorporated and unincorporated areas alike, NO!'i, TIlEREFORE Bi! IT RESOI,VED BY TII[! CITY OF TUSTIN that the Orange County Division of the l.eague of California Cities and its member cities are urged to support the follo~,'ing recommendat'io~ to the Orange Count>' Board o£ Supervi sots' 1. 2hat tile County adopt the concept of segregating a!;propr[ate revenues and costs for serving unincorporated areas and establish an accounting and budgeting system to implement the concepts. ]he suggested implementing steps are as follo~,s: a. Identify services provided unincorporated areas ~,'hich are provided by cities in incorporated areas. b. Identify the cost of such services. ,, c. Identify and place into a local Governmental Services Fund, the revenues ~l~ich are equivalent to City revenues (Sales taxes, Franchise fees, Traffic fines, permit fees, the equivalent gasoline tax revenues and motor vehicle license fees, etc.) to defray tile cost of such local services. d. Identify tile net deficit and create fees and other charges to fully fund those local governmental Services. e. That the County consider tlle establishment of fees, charges or ....... taxes for thc following local governmental services, in'so 'far a the revenues placed in the Local Governmental Services Fund do not fully cover the costs. Excluded should be the costs for County-wide aspects of the particular service. Certain of tile following services have been fully funded in recent )'ears such as Fire Protection, Library Services and Street Lighting. a. Animal Control b. Building Regulation c. Planning and Zoning Administration d. Law Enforcement e. Fire Protection f. l, ibrary Services g. Parks and Recreation Services h. Road Construction and Maintenance i. Street Lig}~t ing j. Traffic Control k. County overhead costs supporting the above local governmental servi ecs. 3 qq~at the Cities of the County support tl~e County in securino adequate State funding of Cotmty-wide functions such as courts, and health and welfare costs so as to insure adequate resources to perform all of tl~e important County-wi. de functions. AND BE IT FURT}tER RESOL\.'E[) by the City of 'rustin th'at the Orange Cotmty Division of the l,eague of California Cities and its members cities commend the Orange County Board of Supervisors for' tl~eir creative develop- ment .of cooperative efforts and shared ftmding programs that have made Orange County an innovative leader in governmental service.
