Burton 4 Park Plaza, Suite 1200 Irvine Matt Fletcher 2600 Michelson Irvine See page 1 Senior Advisory Board; and (3) Youth Action Team PUBLIC INPUT Spoke about upooming events with the Tustin Chamber of Commerce such as ribbon cutting ceremonies, a golf tournament and the Tustin Pancake Breakfast. Commented on the terrorist attacks in New York and Washington, D.C.; and suggested men, as well as women, participate in the Miss Tustin Pageant. Requested Santa Ana Unified School District, Rancho Santiago Community College District, and the City work together to solve the differences regarding the MCAS Tustin Reuse Plan. Spoke on Item No. 5, Records Retention Schedule, and asked for assurance that the City would not destroy records that pertain to pending lawsuits on behalf of Santa Ana Unified School District or MCAS, Tustin; and he submitted a .letter to the City Council. SEPTEMBER 11,2001 Mayor Worley assured the City that the Orange County Fire Authority and Police Department were on alert should any events occur nearby. Mayor Pro Tem Thomas spoke about the tragic events on September 11, 2001, stating that he was grief stricken; he was previously employed by a division of Morgan Stanley, the firm occupying the most space at the World Trade Center; President Bush's speech to the nation was moving; suggested the community move past the anger and toward resolve; the Orange County Fire Authority was sending a team back east to work on search and rescue; the Tustin Police Officers Association was setting up a memorial fund and a booth at Tiller Days selling teddy beam, with proceeds going to the families of fire and police personnel who lost their lives in the line of duty; encouraged citizens to give generously; and stated the City Council and the City of Tustin were available to serve the public. Councilmember Doyle stated America was a place where people could come from foreign countries and be free to worship all religions, earn money and prosper; and asked the public to think about those young men and women who would be participating in the pending war to ensure that the public would be free and possess the American ideal. Councilmember Kawashima commented on the emotions he had felt over the last week; the difficulty explaining the events to his children; requested Council adopt a resolution supporting our country; and in the future, erecting a monument at the library or a City park memorializing the tragic events of September 11,2001. Councilmember Bone spoke about the events on September 11, 2001, and how Americans had been brought closer together; he was disturbed by some people blaming the events on the Muslim religion; was concerned that freedom not be destroyed; the public should continue with their everyday lives to prove to the terrorists that the spirit of America was alive; and encouraged everyone to understand the meaning of the Pledge of Allegiance. APPROVAL OF DEMANDS AND RATIFICATION OF PAYROLL Recommendation: Approve Demands in the amount of $1,700,321.20 and ratify Payroll in the amount of $421,398.46. ,, ,, PLANNING COMMISSION ACTION AGENDA- SEPTEMBER 10, 2001 All actions of the Planning Commission become final unless appealed by the City Council or member of the public. RESOLUTION NO. 01-84- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR THE OLD TOWN STREETSCAPE AND PEDESTRIAN ENHANCEMENT PROJECT (CIP NO. 7172), AND AUTHORIZING ADVERTISEMENT FOR BIDS Recommendation' Adopt Resolution No. 01-84, approving plans and specifications for construction of the Old Town Streetscape and Pedestrian Enhancement Project (CIP No. 7172), and authorizing and directing the City Clerk to advertise for bids as recommended by the Public Works Department/Redevelopment Agency staff. . AUTOMATIC DOORS Councilmember Kawashima stated that automatic doors would be installed at City Hall. SEWER REPORT CLARIFICATION Councilmember Kawashima clarified the length of sewer pipes in the City were 51.52 miles. COYOTES Mayor Pro Tem Thomas stated the coyote pr°blem had been resolved. DISEASED TREES Mayor Pro Tem Thomas said he had received a call from a resident regarding diseased trees on Yorba. Tim Serlet, Director of Public Works, responded that the problem had been solved. PIONEER ROAD Mayor Pro Tem Thomas commented that the traffic lights at Pioneer Road were operating great and thanked staff. TUSTIN TILLER DAYS Mayor Worley reminded everyone that Tiller Days would be held October 5, 6 and 7, 2001, and that the parade would be at 10;00 a.m. on October 6th, HELEN EDGAR Mayor Worley stated that she attended the memorial service for Helen Edgar, wife of former five-time Tustin Mayor, Richard Edgar. FOOTBALL GAME Mayor Worley said she attended the Tustin and Foothill High football game which drew a large crowd; and that former Tustin High School football player, DeShaun Foster, played for UCLA, was a Heisman Trophy candidate, and that the City was proud of him. DOGS IN PARKS Mayor Worley remarked that the American Youth Soccer Organization had contacted staff complaining about dogs at the Sports Park and requested dogs be prohibited at the park; Minutes- City Council September ! 7, 2001 -Page 5 however, she stated dogs were welcome at all City parks. COMMITTEE REPORTS WATER ADVISORY COMMITTEE OF ORANGE COUNTY Councilmember Bone commented on a recent newspaper article stating that local drinking water was polluted; noted certain compounds were removed by reverse osmosis; and stressed that drinking water was at a safe level. ADJOURNMENT - Mayor Worley adjourned the meeting at 8:10 p.m. in memory of the victims of the World Trade Center and Pentagon tragedies. The next regular meeting of the City Council was scheduled for Monday, October 1, 2001, at 7:00 p.m. in the Council Chamber at 300 Centennial Way.
