HomeMy WebLinkAboutORD 1110 (1993) ORDINANCE NO. 1110 2~ AN ORDINANCE OF THE CITY COUNCIL OF THE CITY 3 OF TUSTIN ADDING A NEW SECTION 8802 TO ARTICLE 8 OF THE TUSTIN CITY CODE RELATING TO PLACARDS 4 USED TO DENOTE CONDITIONS RELATING TO CONTINUED OCCUPANCY OF BUILDINGS AFTER A 5 DISASTER. The City Council of the City of Tustin does hereby ordain as follows: Section 1. Section 8802 of Article 8 of the Tustin City 8 Code is hereby added to read as follows: 9 "8802 Standard placards to denote conditions related to building occupancy after a disaster. l0 a. This section establishes standard placards to be ]] used to indicate the condition of a structure for continued occupancy after any natural or manmade ]2 disaster. This section further authorizes the Community Development Department and the Public ~3 Works Department, as well as authorized representatives of those departments to post the ]4 appropriate placard at each entry point to a building or structure upon completion of a post- ~5 disaster safety assessment. ]6 b. The provisions of this section are applicable, following each natural or manmade disaster, to all ~7 buildings and structures of all occupancies regulated by the City of Tustin. The City Council ]8 may extend the provisions as necessary. ]9 c. Safety assessment is a visual, non-destructive examination of a building or structure for the 20 purpose of determining the condition for continued occupancy following a natural or manmade disaster. d. The following are verbal descriptions of the 22 official City of Tustin placards to be used to designate the condition for continued occupancy of 23 structures or buildings. Copies of actual placards are on file with Community Development Department. 1) "Inspected - Lawful Occupancy Permitted" is to 25 posted on any building or structure wherein no apparent structural hazard has been found. 26 This placard is not intended to mean that there is no damage to the building or 27 structure. Placard color is green. Ordinance No. 1110 Page 2 3 4 5 2) "Restricted Use" is to be posted on each building or structure that has been damaged 6 wherein the damage has resulted in some forms of restriction to the continued occupancy. 7 The individual who posts this placard will 8 note in general terms the type of damage encountered and will clearly and conciSely 9 note the restrictions on continued occupancy. Placard color is yellow. ]0 3) "Unsafe - Do no Enter or Occupy" is to be ]] posted on each building or structure that has been damaged such that continued occupancy ]2 poses a threat to life safety. Building or structures posted With this placard shall not ~3 be entered under any circumstance except as authorized in writing by the department that ]4 posted the building. Safety assessment teams shall be authorized to enter those buildings ~5 at any time. This placard is not to be used or considered as a demolition order. The ]O individual who posts the placard will note in general terms the type of damage encouhtered. ]7 Placard color is red. 18 e. Once it has been attached to a building or structure, a placard is not to be removed, altered ~9 or covered until removed by an authorized representative of each department or upon written 20 notification from the inspecting City department."
