AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF TUSTIN, CALIFORNIA, AMENDING THE TUSTIN
CITY CODE REGARDING EXPENSES OF COUNCILMEMBERS.
The City Council of the City of Tustin hereby ordains as follows:
1. Section 1304 is hereby added to the Tustin City Code
to read as follows:
Section 1304. Councilmember Expenses. Payment and
reimbursement of expenses of councilmembers shall be
accorded only as provided by State law or as provided in
this Section.
A. Expenses of councilmembers shall be paid or reimbursed
pursuant to ordinances and resolutions of the City
Council only.
B. No councilmember shall have authority to obligate the
City for any expense, purport to incur any expense on
behalf of the City or be entitled to reimbursement for
any expense except as prescribed by State law, the
Tustin City Code., or both.
C. No councilmember shall direct the City Manager or any
memberof City staff to incur any expense on behalf of
a councilmember that has not been provided for in the
annual City budget.
D. Expense accounts of the annual City budget shall not be
adjusted to include a non-budgeted City Council expense
unless approved by the City Council.
2. Section 1415i of the Tustin City Code is hereby amended
toread as follows:
i. To Act As Purchasinq Aqent. It shall be the duty of
the City Manager to purchase, or cause to be purchased,
all supplies for all the departments and divisions of
the City. No expenditures shall be submitted or
recommended to the City Council except on report and
approval of the City Manager. Neither the City Manager
nor any member of City staff shall incur any expense on
behalf of a councilmember that has not been provided
for in the annual City budget. Neither the City
Manager nor any member of City staff shall adjust

expense accounts of the annual City budget to include
a non-budgeted City Council expense unless approved by
the City Council.
PASSED AND ADOPTED, at a regular meeting of the City Council
for the City of Tustin on this 20th day of July ,
1992.

City of Tustin is five; that the above and foregoing Ordinance
was duly and regularly introduced and read at the regular meeting
of the City Council held on the 6th day of July ,
1997 , and was given its second reading, passed and adopted at a
regular meeting of the City Council held on the 70 day of
July , 19 92, by the following vote:
