i) AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
3 OF TUSTIN, CALIFORNIA ADOPTING LAND USE AND
DEVELOPMENT REGULATION SECTIONS OF THE FIRST
I STREET SPECIFIC PLAN
5 The City Council of the City of Tustin does hereby ordain as follows:
6 I. That 'the City Council hereby finds and determines as follows:
7 A. That upon di recti on of the City Counci 1 a comprehensive 1 and use
study covering properties indicated in Exhibit A attached hereto
8 was commi ssi oned and completed.
9 B. That as a result of the land use study, a Specific Plan was
prepared in accordance with Sections 65450 through 65457 of the
California Government Code. The Plan is detailed in Exhibits B
10 and C attached.
1l C. That a public hearing before the Planning Commission to consider
the Specific Plan was duly called, noticed and held.

]3 D. That the Planning Commission by the adoption of Resolution No.
2288 as amended, recommended to the City Council the adoption of
Section III of the Draft First Street Specific Plan by Ordinance
14 of the City COuncil.
15 E. That a Negative Declaration of Environmental Impact has been
1(~ prepared and is hereby approved.
F. That establishment and implementation of the Plan as submitted,
17 under the circumstances of this case, will not be detrimental to
the health, safety, morals, comfort or general welfare of the
18 persons residing or working in the neighborhood of such proposed
use, evidenced by the following findings:

1. the proposed commercial and office development ' i s
20 consistent in intensity and character with the city's
21 adopted General Plan.
2. Reasonable alternatives to-the plan and their implications
~22 have been considered.
23 3. T.he scope and depth of plan analysis are commensurate with
the 1 evel of detai 1 contai ned i n the pl an and the
24 specificity of land use entitlement its adoption
25i authorizes.
4. The various components of the plan as well as the plan in
~6 its entirety are sensitive to the environmental and public
27 policy impacts of the proposed development.

4 5. Appropriate "~f{igation measures are incorporated in the
plan to insure that concerns identified at this level of
5 planning are resolved as part of the more detailed site
plan review which must be completed before private
6 development may proceed.
7 6. 'Administration of the plan is 'thoroughly integrated into
the city's development processing system.

7. All subjects required in a specific plan by the California
Government Code and applicable city ordinances are
9 appropriately and adequately covered.

8. Adequate ti me and opportuni ties have been afforded
11 interested organizations and members of the public to
comment on or propose changes to the plan if they so
12 desired.
13 G. That the establishment, maintenance, and operation of the plan
as submitted will not be injurious or detrimental to the
1j~ property and improvements in the neighborhood of the subject
property, nor. to the general welfare of the city of Tustin, and
should be approved.
II. The City Council hereby adopts Section III of Exhibit B attached
16 hereto.
17 PASSED AND ADOPTED at a regular meeting of the City Council of the City of
18 Tustin on the 6th day of January , 1986.

second reading and duly passed and adopted at a regular meeting held on the 6th
day of January, 1986, by the following vote:
