AN ORDINANCE OF THE CITY OF TUSTIN, CALIFORNIA,
1 AMENDING THE TUSTIN CITY CODE RELATIVE TO THE
LICENSING AND REGULATION OF AMBULANCES.
~ The City Council of the City of Tustin, California does ordain as
4 follc~s:
5 I. Section 3614 of the ~astin City Code is amended to read as follows:
6 Section 3614. Rates for Ambulance Service. Each holder of a certificate'
7 of public convenience and necessity. for the operation of an ambulance
8 service shall file its application for a certificate, a proposed
9 schedule of rates to be charged for the transportation of patients in
10 all ambulances operated by said certificate holder. After approval by
1I the License and Permit Board said rates shall not be increased in any
1~ manner without the prior approval of the License and Permit Board. No
1~ certificate holder shall charge rates higher than those so approved
I4 but may charge less than the approved rates. The License and. P~aqnit
15 Board may, on its own motion, hold a hearing at any time for the
~16 purpose of determining whether previously approved rate structures are
-17 established at a level w~ich will result in a reasonable degree of _
18 competition among the Certificate holders qDerating within the City,
19 provide a fair return to saj.d certificate holders on their investments,
· ~0 and provide a high quality ambulance service to the public. Prior to
~1 changing any schedule of rates previously approved for an existing
~ certificate holder, the License and Permit Board shall hold a public
~5 hearing, after giving ten (10) days prior written notice to all cerfificate
Z4 holders and/or applicants, and publication of said proposed rate
~5 changes in the official newspaper of the City at least once, not less
~6 than ten (10) days prior to the date of said hearing. Every certificate
~ holder shall post, in a conspicuous place, in the interior of each
~8 ambulance operated by said certificate holder, the approved rate
~9 schedule ]n a form ~nd location approved by the Chief of Police.
