Section 4-2 of the 91stin City Code is hereby amended to read follows: Section 4-2: The following charges and fees are hereby adopted: A. For animals impounded at the Animal Shelter: 1. He may approve payment frcm County funds to prac- ticing veterinarians rendering treatment to impounded animals. Individual animal licenses: Note 1. A dog license can be sold only for the .p~aciod covered by a valid rabies vaccination certificate acceptable to the California De- partment of Health (CA. Admin. Code 2606.4). Note 2. The reduced fee for a neutered animal will be allowed only upon presentation of a certificate of spaying, castration, or of the dog's inability to reproduce signed by a licensed veterinarian. Note 3. Any person who fails to renew a license within fifteen (15) days after it .has expired shall be deemed delinquent and shall pay a late fee of five dollars ($5.00) in addition to the prescribed fee. Note 4. Once purchased, there will be no refund of license fees unless it is demonstrated that, at the time the license became effective, the animal was not subject to licensing. Neutered Other 1. Rodeo, per day /// // / -4- '188 3. Section 4-23 of the Tustin City Cede is hereby amended by the addition thereto of subsection' (b) to read as follows: Section 4-23 [b): Nuisance. No person shall keep, maintain, or permit either willfully or through failure to exercise proper control, on any lot, parcel of land, or premises under his control any animal which by som~d or cry shall disturb the peace and comfort of the inhabitants of the neighborhood or interfere with ~ny person in the reasonable and comfortable enjoyment of life or property except for noise on property used for agricultural purposes which is normally associated with animals on property used for such purposes. 4. The City Council of the City of Tustin, California, finds and determines that the enactment of this ordinance as an emergency, urgency meas~ is required for the preservation of public health and welfare, and this ordinance shall go into effect immediately upon adoption.
