ORDINANCE NO. 688
AN ORDINANCE OF THE CITY OF TUSTIN, CALIFORNIA,
AMENDING CHAPTER 21 OF THE TUSTIN CITY CODE
RELATIVE TO THE REGULATION OF TAXICABS.
The'City of Tustin, California, does hereby ordain that
Chapter 21 of the Tustin City Code be amended to read as follows:
1) Paragraph. 1 of Section 21,010 shall be amended to read
as follows:
21.'010 Definitions- For the purpose c~ this chapter, the
following terms shall have meanings herein given to them.
"Taxicab" means and includes every motor vehicle used
in the business of carrying passengers for a compensation or for
financial gain of any type, or for rates based upon distance
traveled or time elapsed, upon any public street in the City, and
the destination and route of which are under the control of the
papsenger or passengers being carried therein.
The-term "Owner" shall mean and include every person,
firm or corporation owning, controlling or leasing any taxicab.
The term "taxicab stand" shall mean and include a portion of
the street desfgnated by the License-and Permit Board of the City'
of Tustin for the use of taxicabs while waiting for employment.
2) Section 21,020 is amended to read as follows:
21,020 Taxicabs and Taxicab Stand -- Permit required. It
shall be unlawful in the City of Tustin for any owner or operator-
to operate, or cause to be operated, any taxicab owned or con-'
trolled by such owner in the business of carrying passengers, or
to maintain any taxicab stand, unless such owner has a permit so
to do as herein provided.
3) The City Council of the City of Tustin hereby finds
that in order to protect the health, safety and general welfare
of the citizens of Tustin, and more specifically to protect them
from damages caused by the uninsured, and otherwise uncontrolled,
operations of purported public carriers, which are not licensed
I by, and under the control of the City of Tustin,-it is necessary
Z to add Section 21,021 to Chapter 21 of the Tustin City Code to
3 read as follows:
4' 21,021 'Operation of Purported Taxicab Service Without
5 License -- It shall be unlawful in the City of Tustin for any
6 owner or operator to operate, or cause to be operated, any
V taxicab or purported taxicab service.owned or controlled by such
8 owner in the' business of carrying passengers for hire, or in
9 anyway otherwise offering or soliciting rides to the general
10 public, whether for hire or otherwise, unless such owner has a
11 valid taxicab permit issued by the City of Tustin pursuant to the
12 terms. of Chapter 21 of the Tustin_City Code.
13 PASSED AND ADOPTED at a regular meeting of the City Council,
the
14 City of Tustin, California, held on the 2nd day of August, 1976.
