the owner. Bicycle licenses ~n effect on the last day of the
18 year 1970 shall continue in effect as though issued pursuant
to this Section. A bicycl~! license shall expire upon any
19 t~ansfer of ownership interest in the bicycle for which it has

Sec. 5-3. License ta~ and ~egistration card

'The City shall provide~a license tag, together with a
Z~ registration card. Such l~!~ense tag shall be suitable for
attachment upon the frame ~ the bicycle, and it shall be the
~5 duty of the City to attacheone such license tag to. the frame of
each bicycle and to issue ~ corresponding registration card
~4 t~ the licensee. Such license tag shall remain attached
d~ring the existence of such license. The poli~e department
Z5 shall keep a record of the!date of issue of each license tag,
to whom issued and the frame number of the bicycle so registered.

A bicycle license, whe~ regularly issued, shall permit the
27 operation of the bicycle f~r which said license has been
r~gularly issued upon all the streets, alleys and public
28 h~ghways, exclusive of sidewalks, in the City, provided that
the license tag is properl~ attached to the bicycle

Sec. 5-4. Report of sale or transfer of ownership; change of registration.
3 It shall'be the duty of every person who sells or transfers--
ownership of any bicycle to report such sale or transfer by
4 notifying the police department of the name and address of
the person to whom such bicycle was sold or transferred,
5 and such'report shall be made within five days of the date
of such sale or transfer. It shall be the duty of the
6 purchaser or transferee of such bicycle to apply for a
transfer of registration therefor within five days of the
7 sale or transfer°
8 Sec. 5-5. Removal, etc., of frame numbers.
9 It shall be unlawful ~r any person to willfully or
maliciously remove, destroy, mutilate or alter the number of
10 any bicycle frame licensed pursuant to this chapter. It shall
also be unlawful for any person to remove, destroy, mutilate
11 or'alter any license tag or registration card during the time
in which such license tag or registration card is operative;
1Z provided, however, that nothing in this chapter shall prohibit
the City from stamping numbers on the frames of bicycles on
13 which no serial number can be found, or on which such number
is illegible or insufficient for identification purposes.

Sec~ 5-6. Impoundment of unlicensed bicycles.

In addition to the penalty provided by this Code~ the
16 police department or any of the members thereof, may impound
and retain possession of any bicycle operated in violation
17 of any of the provisions of this chapter, until the license
provided for by this chapter is obtained by the owner of
18 such bicycle.
