HomeMy WebLinkAboutORD 361 (1967) ORDINANCE NO. 361 AN ORDINANCE OF THE CITY OF TUSTIN, CALIFORNIA, PRESCRIBING REGULATIONS FOR THE INSTALLATION, MAINTENANCE, ALTERATIONS AND REPAIR OF PLUMBING AND DRAINAGE SYSTEMS, ADOPTING BY REFERENCE THE UNIFORM PLUMBING CODE, 1967, AND REPEALING ORDINANCE NO. 209 AND ANY AND ALL OTHER ORDINANCES, OR PARTS OF ORDINANCES IN CONFLICT WITH THIS ORDINANCE. The City Council of the City of Tustin, California, does ordain as follows: Section 1: There is hereby adopted by the City Council of the City of Tusti~, California, for the purpose of prescribing regulations for the installation, maintenance, alteration and repair of plumbing and drainage systems and the inspection thereof in the City of Tustin, that certain Code known as "THE UNIFORM PLUMBING CODE, 1967", and the whole thereof, of which not less than three Copies have been and now are filed in the office of the City Clerk of the City of Tustin, California, and the same is hereby adopted and incorporated herein as fully as if set forth at length herein, save and except for the portions hereinafter amended. Section 2: Section 1.1 is amended to read as follows: Sec. 1.1 Administrative Authority and Assistants Whenever the term "administrative authority" is used in this Code, it shall be construed to mean the Building Director of the City oP Tustin, or his authorized representative. " Section 3: Section 1.2 is amended to read as follows: ._ Sec. 1.2 Assistants Whenever the term "assistants" is used in this Code, it shall be construed to mean the senior plumbing inspector, plumbing inspector, or other inspector of the Building Department of the City of Tustin. ' Section 4: Section 1.3 is amended to read as follows: Sec. 1.3 Department Having Jurisdiction Unless otherwise provided for by law, the office of the' Administrative Authority shall be a part of the Building Department of the City of Tustin. Section 5: Section 1.7 is amended by changing the first paragraph to read aS follows: Sec. 1.7 Violations and Penalties Any person, firm or corporation violating any of the provisions of this Code shall be deemed guilty of a misdemeanor and upon conviction thereof shall be punishable by a fine not to exceed five hundred dollars ($500.00) or by imprisonment in the County Jail for not to exceed six months, or by both such fine and imprison- ment. Each separate day or any portion thereof during which any violation of this Code occurs or continues shall be deemed to constitute a separate offense, and upon conviction thereof shall be punish- able as heroin provided. Section 6: Section 1.15 is amended by adding Section 1,..15 to read as follows: Sec. 1.15 When any inspection is required due to the negligence of the permit holder, his agent, or other responsible persons, or due to the failure of said parties to comply with previous correction instruction, a fee of $5.00 may be charged by the building official prior to each re-inspection. . Section 7: Section 1.16 is amended by adding Section 1.16 to read as follows: Sec. 1.16 When construction authorized by a plumbing permit is not begun and no inspections have been made, the Administrative Authority shall upon written request from the permittee, make a refund of fees subject to the following limitations: the Administrative Authority shall no.t make any refund of fees collected amounting to $2.00 or less. In case a refund is made, the amount of such refund shall not be more than 80 percent of the amount of the fee paid nor shall such refund include any part of the first $2.00 of such fee. No refund of such fee or"part thereof shall be made unless applied for within one year from the date of issuance of the permit. When fees are erroneously collected by duplication of permits or for construction outside the jurisdiction of the City of Tustin, 100 percent may be refunded. ' Section 8: Section 315 is amended by adding sub-section (g) to read as follows: Sec. 315 Protection of Piping, Materials and Structures (g) Any system of piping that conveys liquids or gases which may become a danger to life or property shall be readily identified by means acceptable to the Administrative Authority. Section 9: Section 903 is amended by adding sub-section ~a) and (b) to read as follows: Sec'. 903 Overflows (a) Each bath t~b. waste and overflow shall be accessible for repair and inspection through an access panel not less than twelve (12) inches wide and fourteen (14) inches high. (b) All openings in concrete floors, for bath tub traps or any similar fixture shall have the bottom and sides sealed off from the ground by not less than one -.2 - (1) inch of concrete, leaving the trap fre~:~?!'~d this procedure may be referred to and known as "Rodent Proofing". Section 10: Section 906 is amended by adding sub- section (d) to read as' follows: Sec. 906 Special Fixtures and Specialties (d) Every kitchen shall be equipped with a garbage disposal unit. Section 11: Section 910 is amended by adding sub- section (a) to read as follows: Sec. 910 Plumbing Fixtures Required (a) All public restrooms not equipped with floor urinals, and all commercial kitchens, shall be equipped with a floor drain. Section 12: Section 1005 is amended by adding sub- sections (g) ~nd"(h) to read as follows: Sec. 1005 Valves (g) Bach fixture in a multi-storied building shall have separate valves in addition to the fixture faucet or supply fitting located at or near the fixture. This shall apply to any faucet, valve, or control which depends on a replaceable washer, diaphragm or similar -- arrangement for continued satisfactory operation. The above does not a~ply to single family dwellings. (h) Not less than a full three-fourths (3/4) inch hose bib' supplied by three-fourths (3/4) inch piping, shall be installed on the front and rear of all buildings which normally require water piping, except private garages and accessory buildings. Section 13: Section 1007 (f) is amended to read as follows: Sec. 1007 Water Pressure, Pressure Regulators and Pressure Relief Valves (f) All water heating appliances shall be equipped with a temperature pressure relief valve. Section 14: Section 1009 (h) is amended to read as follows: (h) No building supply pipe shall be less than one inch (1.) in size and shall continue undiminished in size to the first fixture branch. Hose bib at the point where the service enters the building may be considered the first fixture branch. Not less than 3/4 inch hose bib supplied by 3/4 inch piping shall be installed at the front and rear of all buildings which normally require water piping. - 3 - ~"!~":' Section 15: .on 1215 (f) is amended ~g~'~a as follows: '~ Sec, 1215 Liquefied Petroleum Gas Facilities and Piping (f) Liquefied petroleum gas piping shall not serve any appliance located in a pit or basement where heavier than air gas might collect to form a flammable mixture, ~ Section 16: Section 1Sll is amended by deleting (d) and adding to read as follows: Sec, 1Sll Access and Working Space (d) No water heater shall be installed in an open attic or on the second floor over any living quarters until first approved by the Administrative Authority, Section 17: Section 1SlZ is amended to read as follows: Sec, 1312 Pressure Relief Valves All water heating appliances which are installed in a closed system of water piping or any water heater connected to a separate'storage tank and having valves between said heater and tank. or any equipment used for the heating or storage of hot water shall be provided with a water pressure relief valve set at a pressure of not to exceed more than fifty (S0) pounds per.square inch gauge pressure above the pressure of the water ,_ supply, and each suc~' relief valve shall be installed in the cold water line not more than four (4) inches from the top of the tank. Section 18: Ordinance No. 209 and any and all other Ordinances, or parts of Ordinances, in conflict with this Ordinance of the City of Tustin are hereby repealed.
