Secretary Jerry Amante (Secretary Amante joined the
meeting at 4:07 p.m.) and Board Members John Nielsen,
Ghuck Puckett, Anthony Soria and Matt West

1. APPROVAL OF MINUTES — REGULAR MEETING OF THE OVERSIGHT
BOARD OF THE SUCCESSOR AGENCY TO THE FORMER TUSTIN
COMMUNITY REDEVELOPMENT AGENCY HELD ON JUNE 12, 2012
Motion: It was moved by Board Member Puckett and seconded by Board
Member Nielsen that the Board approve the Minutes of the Regular Meeting of
the Oversight Board of the Successor Agency to the Former Tustin
Community Redevelopment Agency held on June 12, 2012.
Motion carried 5 -0 -1 (Vice Chair Fitzsimons abstaining)
Secretary Amante joined the meeting at 4:07 p.m.

fl. ADOPTION OF THIRD AMENDED INITIAL RECOGNIZED OBLIGATION FIN
PAYMENT SCHEDULE FOR THE PERIOD • JANUARY THROUGH JUNE 11101
2012 AND SECOND AMENDED SECOND RECOGNIZED OBLIGATION
PAYMENT SCHEDULE FOR THE PERIOD OF JULY THROUGH
DECEMBER 2012
Motion: It was moved by Board Member Puckett and seconded by Board
Member Nielsen that the Oversight Board of the Successor Agency to the
Tustin Community Redevelopment Agency:
1. Adopt Oversight Board Resolution No. 12-04 approving the Third
Amended Initial Recognized Obligation Payment Schedule ("Third
Amended Initial ROPS") for the period of January through June 2012,
subject to the following:
a. All modifications to the initial Recognized Obligation Payment
Schedule ("ROPS") requested by the Department of Finance
("DoF") were made under protest with the Oversight Board and
Successor Agency reserving all rights to seek payment for any
obligations removed from the ROPS under protest.
b. Review and certification by the County Auditor-Controller
selected independent auditor.
c. Should any subsequent modifications be required to the Third
Amended ROPS by the Successor Agency, independent auditor

or DoF, the City Manager and/or Finance Director, or their
authorized designee, shall be authorized to make any
augmentation, modification, additions or revisions as may be
necessary subject to certification by the Oversight Board Chair.
2. Adopt Oversight Board Resolution No. 12-05 approving the Second
Amended Second Recognized Obligation Payment Schedule ("Second
Amended Second ROPS ") for the period of July through December
2012, subject to the following:
a. All modifications to the initial ROPS requested by the
Department of Finance ("DoF ") were made under protest with
the Oversight Board and Successor Agency reserving all rights
to seek payment for any obligations removed from the ROPS
under protest.
b. Review and certification by the County Auditor-Controller
selected independent auditor.
c. Should any subsequent modifications be required to the Third
Amended ROPS by the Successor Agency, independent auditor
or DoF, the City Manager and/or Finance Director, or their

Assistant Executive Director Christine Shingleton updated the Board on
Assembly Bill 1484.
Acknowledgment and gratitude were expressed by the Board for Christine Shingleton's
years with the City and on the Oversight Board as she retires.
ADJOURNED at 4:30 p.m.: The next regular meeting of the Oversight Board of the
Successor Agency to the Tustin Community Redevelopment Agency is scheduled for
July 24, 2012 at 4:00 p.m. in the Council Chamber at 300 Centennial Way, Tustin,
California.
