HomeMy WebLinkAboutORD 67 (1946)ORDINANCE NO. 67 AN ORDINANCE AMENDING ORDINANCE NO. 58 OF THE CITY OF TUSTIN, ENTITLED "AN ORDINANCE REGULATING THE SANITATION AND CONDUCT OF CAMP CARS AND/OR TRAILERS IN THE -CITY OF TUSTIN, CALIFORNIA. The city council of the City of Tustin does ordain as follows; Section l; Section 6 of Ordinance No. 58 entitled " An Ordinance Regulating the Sanitation and Conduct of Camp Cars and/or Trailers in the City of Tustin, California", is hereby amended to read as follows: "Sec. 6. Upon the filing of an application for a permit, accompanied by the inspection fee, it shall be the duty of the Health Department to investigate the premises and determine whether said proposed Camp Ground or the site selected therefor, and the buildings thereon, conform with the requirements of the ordinances of the City of Tustin and the laws of the State of California.. Notice of the"#antfng or;denytdg'bf said permit by the Health Department shall be given in wirting and a copy of such notice filed in the office of the Chief of Police of the City of Tustin. Any person aggrieved by the decision of the Health Department may, within ten days from the notice that his application has been denied, apply to the City Council of the City of Tustin for a hearing on the action of the Health Department, whereupon a time for hearing shall be set not later than 35 days after receipt of the application therefor, and the said City Council, after a full and complete hearing, shall confirm or disapprove the action of the Health Department, and deny,or grant a permit, accordingly." Section 2: Section 7 of Ordinance No. 58 is hereby amended to read as follows: "Sec. 7. Any permit granted hereunder shall be subject to revocation or suspension, in the following manner: a notice of hearing for revocation or suspension of a permit shall be given in writing and mailed, postage prepaid, in the United States, mail=; at least ten days prior to the dateof the hearing thereon, said notice to be mailed to the holder of the permit, or his manager or agent, and such notice shall state the grounds of complaint against the Camp Ground maintained by him, and shall also state a may, the time when and the place where such hearing will be 'held. After hearing duly held the City Council may•dismiss such proceedings, or suspend or revoke the permit of such Camp Gr(rund.!' Section 3: There is hereby added to Ordinance No. 582 a new sec— tion to be denominated Section 7 (a), to read as follows: "Sec. 7 (a) Whenever it appears to the Health Department that there is a violation of this Ordinance as to the condition of any camp ground, or as to the condition of any trailers, buildings, fixtures or equipment upon any camp ground, or that unsanitary conditions exist in any camp ground, the Health Department shall notify the person in charge of said camp ground in writing of such fact and shall set forth in said notice a desaTiption of the said condition and shall further direct that siad condition be remedied by commencing to remedy the same within 24 hours of receipt of said notice, and to continue thereafter diligently and continously 0� to remedy said conditionuntilsame has been completely remedied. If said condition is not remedied as provided herein, that fact shall be reported to the Chief of Police and to the City Council of the City of Tustin, by the Health Department, for appropriate action under the provisioInt of this Ordinance." Section 4: There is hereby added to Ordinance No. 58, a new Sec— tion to be denominated Section 16 (a), to read as follows: "Sec. 16 (a) No enclosed porch, entry—way or other addition of any nature shall be permitted -to be added to or built onto any trailer or trailer house; provided, however, that on each trailer lot there may be place a canvas awning or awnings, the total area of which shall not exceed two hundred seventy—five (275) square feet. One side of each awning shall be supported by the trailer house and the other side may be supported by posts in the ground, with.no intermediate supports permitted. There shall be s no side walls or curtains, but there may be a canvas fringe around the edge of the awning not to exceed twelve (12) inches in width." Section 5: Section 1G of Ordinance No. 58 is hereby amended to read as follows: "Sec. 18. In every camp ground there shall be provided not less than the following fixtures: 1. .One toilet and water closet for females for every ten units or fraction thereof, and one toilet and water closet for males for every ten units or fraction thereof. 2. Toilets and lavatories for males shall be distinctly marked "For Men", and toilets and lavatories for females shall be distinctly marked "For Women".. All toilets shall be water flushed and shall be provided and maintained in a clean, sanitary condition. The floor of every toilet compartment shall be constructed and maintained in waterproof condition by the use of cement, concrete or other waterproof material./ It shall be unlawful for any person to use or permit the use of any toilet in any trailer or camp car in any camp ground in the City of Tustin.fi 3. One public lavatory provided with shower baths for each sex for every twenty units. Each lavatory shall be provided with hot and cold running water and shall not be farther than two hundred feet from each camp car ortrailer. The floor of each shower bath compartment.shall be constructed and maintained in a waterproof condition by.the use of cement, concrete, or other approved water— proof material. Waterproof material shall be applied upward on the interior walls of the compartment to a height of.not less than six feet above the floor. 4. One double'6?ditpartment laundry tray for every fourteen units or fractional part thereof, unless washing machines are provided. Where washing machines are proveded there shall be one washing machine and one double laundry tray for every forty units or fractional part thereof. 5. For the purpose of this Section (Sec. 18) the word "unit" shall mean a section of ground in a Camp Ground of not less than five hundred square feet of unoccupied space in an area design— ated as the location for only one automobile and one trailer." Section 6: The City Clerk shall certify to the passage of this Or- dinance and shall cause the same to be published once in the Tustin News, a weedly newspaper of general circulation, printed, pub- lished an4 circulated in the City of Tustin, Orange County, Cal- ifornia) and said Ordinance shall take effect and be in full force and effect thirty (30) days from the date of its final passage and adoption.
