HomeMy WebLinkAboutORD 1159 (1995) 1 ORDINANCE NO. 1159 2 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUSTIN, 3 CALIFORNIA, REPEALING SPECIFIC SECTIONS OF ARTICLE 5 OF THE TUSTIN CITY CODE AND ADOPTING BY REFERENCE THE 4 UNIFORM FIRE CODE, 1994 EDITION, WITH APPENDICES AND THE UNIFORM FIRE CODE STANDARDS, 1994 EDITION WITH 5 APPENDICES; WITH AMENDMENTS THERETO AS THE FIRE PROTECTION REGULATIONS OF THE CITY OF TUSTIN. 6 'The City Council of the City of Tustin does hereby ordain as 7 follows: 8 Section 1: Part 3 of Chapter 1 of Article 5 of the Tustin City Code is hereby repealed in its entirety, and a new Part 3 9 Chapter 1, Article 5 is hereby added in its place thereof to read as follows:. 10 PART 3 11 5130 ADOPTION OF THE 1994 UNIFORM FIRE CODE 12 The Uniform Fire Code, 1994 edition, as published by the 13 International Fire Code Institute, and the whole thereof, including Appendices I-B, I-C, II-A, II-B, II-C, II-D, II-E, 14 II-F, II-G, II-I, III-A, III-B, III-C, III-D, IV-B, V-A, VI-A, VI,E, and VI-G, and the 1994 Uniform Fire Code Standards 15 including Appendix A-II-F, copies of each of which are. certified to be true copies by the City Clerk, have been and 16 are now on file in the office of the City Clerk, and shall be at all times maintained by the City Clerk for use and 17 examination by thepublic, are hereby adopted and incorporated as though fully set forth herein, save and except portions as 18 are hereinafter deleted, modified, or amended. 19 5131 ENFORCEMENT; INSPECTIONS 20 A. The Uniform Fire Code shall be enforced by the Orange County Fire Authority which shall be operated under the 21 supervision of the Director of Fire Services of the Orange County Fire Authority. 22 B. The Director of Fire Services of the Fire Authority may 23 detail such members of the fire authority as inspectors as shall be necessary from time to time. 24 5132 AMENDMENTS 25 The 1994Uniform Fire Code and Uniform Fire Code Standards 26 adopted by this Ordinance are hereby amended as follows: 27 A. ARTIOLE 1 - ADMINISTRATION is hereby amended as follows: 28 Section 103.2.~.~ General is hereby amended by adding a final paragraph as follows: Ordinance No. 1159 Page 2 1 2 3 Section 103.2.1.1 General. The building official and fire official shall work in cooperation to 4 enforce the amendments to the following sections: 5 Section 901.4.4 'Premises Identification 6 Section 1003 Required Installations of Automatic Fire- 7 extinguishing Systems 8 Section 1004 Standpipes, Where Required 9 Section 1008 High-rise Buildings 10 Section 1109.7 Sparks from Chimneys 11 Section 103.3.2 New construction and alterations is 12 hereby amended by adding new Sections 103.3.2.3 and 103.2.4 as follows: 13 Section 103.3.2.3 Reconstruction. Any existing 14 building undergoing construction within any 2 year period, in which the area of reconstruction is 75 15 percent or more prior to the submittal of a building permit application, shall comply with the 16 code provisions for new construction. 17 Section 103.2.4 Fire Protection Information on Plans and Specifications in Very High Fire Hazard 18 Severity Zones. A vicinity plan, scale no smaller than 1 inch (25 ram) equals 100 feet (30 480 mm) 19 shall be submitted to and approved by the chief prior to the issuance of a grading permit or, if no 20 grading permit is to be issued, prior to the issuance of a building permit for new construction. 21 The plan shall show the following: 22 1. All existing and proposed private and public streets on the proposed 23 development property and within 300 feet (91 440 ram) of the property line of the 24 proposed development, and so identified with street width dimensions as per 25 Section 902.2.2.7 of this code. 26 2. The location and identification of all existing and proposed fire hydrants 27 within 300 feet (91 440 nun) of the property line of the proposed 28 development. Ordinance No. 1159 Page 3 1 2 3 3. The location, occupancy classification, and use of structures and buildings on 4 properties abutting the proposed development. 5 Preliminary fuel modification plans for all 6 improvements in areas containing combustible vegetation shall be submitted to the chief 7 concurrent with the submittal for approval of any tentative map. 8 Final fuel modification plans shall be submitted to 9 and approved by the chief prior to the issuance of a grading permit. The plans shall meet the 10 criteria set forth in the Orange County Fire Authority Fuel Modification Plan Guidelines for il High Fire Hazard Areas. 12 EXCEPTION: The chief, with concurrence of the building official, may waive the vicinity plan 13 submittal requirements of this section. 14 Section 103.4.4 Citations is hereby deleted and the following substituted: 15 Section 103.4.4 Penalty for violation 16 Section 103..4.4.1 Infraction. Except as 17 provided in Section 103.4.4.2, persons operating or maintaining any occupancy, 18 premises or vehicle subject to this code who shall permit any fire or life safety hazard to 19 exist on premises under their control shall be guilty of an infraction. 20 Section 103.4.4.2 Misdemeanor. .Persons who 21 fail to take immediate action to abate a fire or life safety hazard when ordered or notified 22 to do so by the chief or a duly authorized representative, or who violate the following 23 sections of this code, shall be guilty of a misdemeanor: 24 103.4.3 Compliance with Orders, 25 Notices and Tags 104.1.2 Interference 26 1001.6 Tampering with Fire- protection Equipment, 27 Site Barriers, Security Devices, Signs and Seals 28 1109.5 Burning Objects 1302.3 False Alarms' 2501.16 & 3215 Maximum Occupant Load 7701.7 Prohibited and Limited Acts Ordinance No. 1159 Page 4 1 2 3 Section 103.4.4.3 Separate Offense. Each violation will be deemed a separate offense 4 for each and every day or portion thereof during which any violation of any of the 5 provisions of this chapter or of the code adopted lhereby is committed, continued or 6 permitted by such person, firm, partnership or corporation and shall be deemed punishable 7 therefore as provided in this code. 8 Section 105.8 Permit Required is hereby amended to adding the following ending sentence to the first 9 paragraph and by adding new and deleting permit categories as follows: 10 Section 105.8 Permit Required. Permit fees to 11 the City shall be in an amount established by resolution of the City Council. 12 b.1 A new Subsection b.1 Battery systems is 13 added as follows: 14 b.1 Battery systems. To install or operate stationary lead-acid battery 15 systems having a liquid capacity of more than 100 gallons (378.5L). See 16 Article 64 of this code. 17 b.2 Renumber existing b.1 Bowling pin or alley refinishing to b.2. 18 f.1 Subsection f.1. Fire hydrants and water 19 control valves is deleted without substitution. 20 f.5. Subsection 4.5. Fumigation or thermal 21 insectioidal fogging is hereby deleted without substitution. 22 g.1. A new Subsection g.1. General use permit 23 is added as follows: 24 g.1. General use permit. To conduct an activity or operation that is not 25 specifically addressed by other permits, but which is likely to 26 produce conditions hazardous to life or property. 27 o.1. Subsection o.1 Open burning is amended by 28 adding the following sentence: Open burning permits shall include: Ordinance No. 1159 Page 5 1 3 1. Bonfires/rubbish fires, including construction sites. 4 2. Recreational fires/burning in a 5 public place. 6 0.4. New Subsection o.4 Open flame devices in marinas is added as follows: 7 o..4 Open flame devices in marinas. To 8 use any open flame devices for repair or maintenance in marinas, or 9 for lighting or decoration on the exterior of any boat, slip or wharf. 10 0.5. New Subsection o.5 Oil and natural gas 11 wells is added as follows: 12 o.5 Oil and natural gas wells. To drill, own, operate, or maintain an oil or 13 natural gas well. r.1. New Subsection r.1 Rifle range is added as follows: 15 r.1 Rifle range. To establish, maintain, 16 or operate a rifle range. 17 B. ARTICLE 2 - DEFINITIONSAND ABBREVIATIONS is hereby amended by adding the following new definitions: 18 SECTION 203-B 19 BATTERY, LEAD-ACID is a group of electro-chemical cells 20 interconnected to supply a nominal voltage of DC power to suitably connected electrical load. The number of cells 21 connected in series determines the nominal Voltage rating of the battery. The size of the cells determines the 22 discharge capacity of the entire battery. 23 BATTERY SYSTEM, STATIONARY LEAD-ACID is a system which consists of three .interconnected subsystems: 24 1. A lead-acid battery 2. A battery charger, and 25 3. A collection of rectifiers, inverters, converters and associated electrical equipment 26 as required for a particular application. 27 SECTION 205-D 28 DIRECTOR OF FIRE SERVICES is the chief. Ordinance No. 1159 Page 6 1 2 3 SECTION 207-F 4 FLOWLINE is the lowest continuous elevation on a rolled street curb defined by the path traced by a particle in 5 a moving body of water at the bottom of the rolled curb. 6 SECTION 216-O 7 OUTDOOR CONTROL AREA is an area which contains hazardous materials not exceeding the limits of Tables 8001.13-C or 8 8001.13-D. 9 SECTION 219-R 10 RIFLE RANGE is any indoor or outdoor firing, shooting or target range established, maintained or operated for the 11 discharge of a rifle, pistol, revolver, shotgun or firearm. 12 SECTION 223-V 13 VEHICLE FUELING APPLIANCE is a listed natural gas 14 compressor package, not containing storage, designed for the unattended dispensing of natural gas. into the fuel 15 tanks of motor vehicles. 16 VERY HIGH FIRE HAZARD SEVERITY ZONE is any geographic area designated per Government Code Section 51178 which 17 contains the type and condition of vegetation, topography, weather and structure density which 18 potentially increases the possibility of wildland conflagration fires. 19 C. ARTICLE 9 - FIRE DEPARTMENT ACCESS AND WATER SUPPLY is hereby 20 amended as follows: 21 Section 901.4.2 Fire Apparatus Access Roads is hereby deleted and the following substituted: 22 Section 901.4.2 Fire Apparatus Access Roads. All fire 23 department access roads less than 36 feet (10 972 mm) in width shall be posted as a fire lane in accordance with 24 the Orange County Fire Authority Fire Lane Guidelines. 25 Parking on one side is permitted on 28-foot (8534 wide streets. Parking on two sides is permitted on 36- 26 foot (10 972 nun) wide 'streets. No parking is permitted on streets narrower than 28 feet (8534 mm) in width. 27 Street widths are to be measured from top face of the 28 curb to top face of the curb on streets with curb and gutter, and from flowline to flowline on streets with rolled curbs. Ordinance No. 1159 Page 7 1 2 3 Section 901.4.4 Premises Identification is hereby deleted and the following. substituted: 4 Section 901.4.4 Premises Identification. Approved 5 numbers or addresses shall be placed on all new and existing buildings in such a position that is plainly 6 visible and legible from the street or road fronting the property. Said numbers shall contrast with their 7 background. All multi-unit residentialland commercial buildings shall have numbers or addresses placed above or 8 immediately adjacent to all doors that would allow fire department access in an emergency situation. In no case 9 shall the numbers be less than 4 inches (102 mm). in height for residential and 6 inches (152 nun) in height 10 for commercial with a 1 inch (25 mm) stroke. 11 Multiple residential and commercial units having entrance doors not visible from the street or road shall, in 12 addition, have approved numbers grouped for all units within each structure and positioned to be plainly 13 visible from the street or road. Said numbers may be grouped on the wall of the structure or on a substantial 14 mounting post independent of the structure. Illumination shall be provided as required by the City. 15 Section 902.2.1 Required Access is hereby amended by 16 adding the following to the beginning of the first paragraph after the exceptions: 17 Section 902.2.1 Required access. A minimum of two fire 18 apparatus access roads shall be provided in residential developments containing 150 or more dwelling units. 19 Section 902.2.2 Specifications is hereby amended by 20 deleting Sections 902.2.2.3 and 902.2.2.6 and replacing them with three new sections as follows: 21 Section 902.2.2.3 Turning Radius. The turning radius for 22 fire apparatus access roads shall be not less than 17 feet (5182 mm) inside radius and 38 feet (11 582 ram) 23 outside radius. 24 EXCEPTION: Cul-de-sacs .with center obstructions will require larger turning radii as approved by 25 the chief. 26 Section 9.2.2.2.6 Grade. The gradient for a fire apparatus access road shall not exceed 10 percent. 27 EXCEPTION: Gradient may be increased to a maximum of 15 28 percent when all structures served by the access road are protected by an approved automatic fire sprinkler system. Ordinance No. 1159 Page 8 1 2 3 Section 902.2.2.7 Widths, Very High Fire Hazard Severity Zones. The minimum width of private and public streets 4 shall not be less than 28 feet (8534 nun). Private streets and driveways serving no more than 3 5 dwellings and not exceeding 150 feet (45 720 nun) in length shall not be less than 24 feet (7315mm) in width=. 6 Section 902.2.4 Obstruction and Control of FireApparatus 7 Access is hereby amended by adding Section 902.4.3 as follows: 8 Section 902.2.4.3 Vehicle Access Gates. Vehicle access 9 gates or barriers installed across streets shall be in accordance with the Orange County Fire Authority 10 Guidelines for Emergency Access. 11 SECTION 903 - WATER SUPPLIES AND FIRE HYDRANTS is hereby amended by adding an ending paragraph to Sections 903.2 12 and 903.4.1.2 as follows: 13 Section 903.2 Required Water Supply for Fire Protection. Private dwellings exceeding 3,600 square feet (335 m2) in 14 total area shall be evaluated for fire flow requirements by the chief. 15 Section 903.4.1.2 Testing and Maintenance. Testing and 16 maintenance requirements for private fire hydrants shall be in accordance with Section 4.1 of Appendix III-C as 17 adopted in this code. 18 D. ARTICLE 10 - FIRE PROTECTION SYSTEMS AND EQUIPMENT is hereby amended as follows: 19 Section 1001.1 Scope is hereby amended by adding a 20 paragraph as follows: 21 Section 1001.1 Scope. The regulations of the State Fire Marshal apply to the testing, service, maintenance and 22 licensing of service personnel- for automatic fire extinguishing systems, portable fire extinguishers and 23 standpipes (19 CCR Chapters 3 and 5). 24 Section 1001.5 Maintenance is hereby amended by adding Section 1001.5.5 Installatlon and maintenance as follows: 25 Section 1001.5.5 Installation and Maintenance. It shall 26 be the responsibility of the owner of an occupancy to supply, install and maintain all required smoke 27 detectors. The owner shall be responsible for the annual testing of all required smoke detectors. 28 SECTION 1003 - FIRE EXTINGUISHING SYSTEMS is hereby amended as follows: Ordinance No. 1159 Page 9 1 2 3 Section 1003.1.2 Standards is hereby deleted and the following substituted: 4 Section 1003.1.2 Standards. Automatic fire- 5 extinguishing systems shall be installed in accordance with the NFPA standards as adopted in 6 Appendix V of this code. 7 An approved automatic sprinkler system required by Section 1003 and installed as per NFPA 13 as 8 adopted in Appendix V this code, may be used for fire-resistive substitution as specified in the 9 provisions of Section 508 of the adopted Uniform Building Code. 10 When an approved residential sprinkler system is 11 provided as specified in NFPA 13D or 13R as adopted in Appendix V of this code, exceptions to, or 12 reductions in, code requirements allowed as a result thereof by Section 508 of the adopted 13 Uniform Building Code shall not be permitted. 14 Section 1003.2.2 Required Installations of Automatic Fire-extinguishing Systems, All Occupancies except Group 15 R, Division 3, and Group U is amended by deleting the words "Division 3, and Group U," and adding an item 6 and 16 adding Group U Occupancies to this section as follows: 17 Section 1003.2.2 Required Installation of Automatic Fire-extinguishing Systems, All Occupancies except 18 Group R. 19 6. In all new buildings or structures when the gross square footage thereof exceeds 20 6,000 square feet (588 m2) or more than 2 stories in height. 21 For the purposes of this section, area 22 separation walls shall not define separate buildings. 23 Section 1003.2.3.1 Drinking establishments is hereby 24 deleted without substitution and the section number left open. 25 Section 1003.2.3.3 Exhibition and display rooms is hereby 26 deleted without substitution and the section number left open. 27 Section 1003.2.7 Group M Occupancies is hereby deleted 28 without substitution and the section number left open. Section 1003.2.8 Group R Occupancies is hereby deleted and the following substituted: Ordinance No. 1159 Page 10 1 2 3 Section 1003.2.8 Group R Occupancies. 4 1. All new Group R, Division 1 and Group R, Division 3 occupancies, other than detached 5 one and two family dwellings, shall be equipped with an automatic sprinkler system. 6 Residential or quick-response standard sprinkler heads shall be used in the dwelling 7 unit and guest room portions of the building. 8 2. All new R-3 occupancies, detached one and two family dwellings, where the gross square 9 footage of the building exceeds 5,500 square feet or more than two stories in height, shall 10 be equipped with an automatic sprinkler system. Residential or quick response 11 standard sprinkler heads shall be used in the dwelling unit and guest room. portions of the 12 building. 13 For the purposes of this section, area or occupancy separation walls shall not define separate 14 buildings. 15 Section 1003.2. Required Installations is hereby amended by adding Section 1003.2.9. as follows: 16 Section 1003.2.9 All OcCupancies, Very High Fire 17 Hazard Severity Zones. In addition to all other relevant provisions of this code and amendments 18 thereto, all new construction and reconstructed structures located in Very High Fire Hazard 19 Severity Zones shall be equipped with an approved automatic fire sprinkler system. 20 SECTION 1004 - STANDPIPES is hereby amended by deleted Section 21 1004.2 Required Installation and substituted with the following: 22 Section 1004.2 Required Installations. Standpipe systems 23 shall be provided as set forth in Table No. 1004 - A and the provisions of this section. Every new building with 24 any horizontal dimension greater than 300 feet (91 440 nun) shall be provided with either access doors or hose 25 outlets located so that all portions of the building can be reached with 150 feet (45 720 nun) of hose from an 26 access door or hose outlet. 27 Required access doors shall be located in the exterior wall of the building and shall be accessible without the 28 use of a ladder. The door dimensions shall be not less than 3 feet (914 mm) in width nor 6'feet 8 inches (2032 mm) in height. Ordinance No. 1159 Page 11 1 2 3 The hose outlets shall be 2-1/2 inches(63 mm) in size with an approved valve. The water supply for the hose 4 outlets shallbe provided: 5 1. By a separate main supplied from the system side of the check valve at the fire department 6 connection, or 7 2. From an adjacent section of the sprinkler system arranged to allow the hose outlets to deliver water when the sprinkler system or a 8 / portion of the system that protects the area 9 served by the hose outlet, is shut off. 10 SECTION 1007 - FIRE ALARM SYSTEMS is hereby amended by adding two sections, as follows: 11 Section 1007.1.5 Voltage Drop. Fire alarm systems shall 12 be designed so that the maximum voltage loss is not greater than 10 percent. 13 Section 1007.1.6 Other Requirements. Fire alarm 14 equipment shall comply with the regulations of the State Fire Marshal (19 CCR Chapter 4, 24 CCR). - 15 SECTION 1008 - SPECIAL PROVISIONS FOR HIGH-RISE BUILDINGS is 16 hereby added as follows: 17 Section 1008.1 Scope. In addition to other applicable requirements of these regulations, the provisions of this 18 section shall apply to every new building of any type of construction or occupancy having floors used for human 19 occupancy located more than 55 feet (16 764mm) above the lowest level of fire department access. Such buildings 20 shall be provided with an automatic sprinkler system installed in accordance with Section 1008.3 of this code. 21 EXCEPTIONS: The following structures, while 22 classified as high-rise buildings, shall not be subject.to the provisions of this section but shall 23 conformto all other applicable provisions of these regulations: 24 1. Buildings used exclusively as open parking 25 garages. 26 2. Buildings where all floors above the 55 foot (.16 764mm) level are used exclusively as open 27 parking garages. 28 3. Floors of buildings used exclusively as open parking garages and located above all other floors used for human occupancy. Ordinance No. 1159 Page 12 1 2 3 4. Floors of buildings used as power plants, lookout towers, steeples, grain houses, and 4 similar structures with .noncontinuous human occupancy, when approved by the chief. 5 For. the purpose of this sections, "building access" 6 shall mean an exterior door opening conforming to all of the following: 7 1.1 Suitable and available for fire department 8 use. 9 1.2 Located not more than 2 feet (610 mm) above the adjacent ground level. 10 1.3 Leading to a space, room or area having foot 11 traffic communication capabilities with the remainder of the building. 12 1.4 Designed to permit access through the use of 13 the Orange County Fire Authority's Emergency Access Lock Box Program. 14 Section 1008.2 Certificate of Occupancy. All mechanical 15 and electrical equipment and other required life safety systems shall be approved and installed in accordance 16 with approved plans and specifications pursuant to this section and shall be tested and proved to be in proper 17 working condition to the satisfaction of the Building Official before issuance of the Certificate of Occupancy. 18 Such systems shall be maintained in accordance with Title 19 CCR, and the Fire Code. 19 Section 1008.3 Automatic Sprinkler System. The. 20 provisions of Section 403.2 of the adopted Uniform Building Code and the provisions contained in this 21 section shall apply to buildings described in Section 1008.1. 22 Sprinkler Control Valves. Sprinkler control 23 valves, shutoff valves and a water-flow detecting device shall be provided at the lateral connection 24 to the riser for each floor. Such valves and devices shall be electrically supervised to 25 automatically sound an appropriate signal transmitted to locations in accordance with Section 26 1008.5. 27 Section 1008.4 Smoke Detection. The provisions of Section 403.3 of the adopted Uniform Building Code and 28 the provisions contained in this section shall apply to buildings described in Section 1008.1. Ordinance No. 1159 Page 13 1 2 3 Indicating Lights. All smoke detectors connected to the alarm system shall have a light that 4 indicates the 'status of the detector. When a detector is located in a space above a drop 5 ceiling, the indicating light shall be located on or below the ceiling grid. 6 Section 1008.5 Alarm and Communications Systems. Every 7 high-rise building shall be provided with a State Fire Marshal-approved and listed fire alarmsystem. The alarm 8 and communication systems shall be designed and installed so that damage to any one speaker will not render any 9 paging zone of the system inoperative. I0 The voice alarm and public address system may be a combined system. When approved by the fire department, 11 communication systems may be combined with the voice alarm system and the public address system. 12 The fire alarmsystem shall include visual indicators for 13 the hearing impaired in all public areas of the building, including but not limited to elevators, elevator lobbies, 14 rest rooms, corridors, exit stairways, rooms and tenant spaces exceeding 1,000 square feet (93 m2) in area. 15 5.1 Voice alarm system. The operation of any 16 smoke detector, sprinkler, water flow device or manual fire alarm station shall 17 automatically sound an alert signal to the desired areas, followed by voice instructions 18 giving appropriate information and direction to the occupants. 19 Upon activation of the automatic sprinkler 20 system, any automatic fire-detection device required by this section or any special fire 21 hazard fire-protection or extinguishing system, an automatic voice alarm signal shall 22 sound on the floor where activated and on the floor above and below. An audible and visual 23 signal shall be transmitted to the central control station and the fire department 24 central control station status board. The content of the voice alarm in each instance 25 shall be determined by the fire department in cooperation with the building owner or 26 manager. 27 The central control station shall contain controls for the voice alarm system so that 28 selective or general voice alarm may be manually initiated. Ordinance No. 1159 Page 14 1 2 3 The system shall be supervised to cause the activation of an audible trouble signal in the 4 central control station upon interruption, or failure of the audio path including 5 amplifiers, speaker wiring, switches and electrical contacts and shall detect opens, 6 shorts and grounds which might impair the function of the system. 7 The alarm shall be designed to be heard 8 clearly by all occupants within the building or designated portions thereof, as required 9- for the public address system. 10 EXCEPTIONS: In lieu of a voice alarm signal and when approved by the fire 11 department, the local alarm system may employ any sounding device or devices 12 which are approved and listed by the State Fire Marshal. The sounding devices 13 of such alternate systems shall have a distinctive tone and shall be arranged to 14 emit intermittent, prolonged or continuous sound signals for a full 15 period of 10 seconds, to be immediately followed by an intermission or period of 16 silence of 5 seconds before the signal is repeated. Such signal shall continue to 17 sound until manually terminated at the central control station, but in no case 18 shall such manual operation be arranged to cause termination in less than 3 19 minutes. 20 5.2 Public address system. Speakers or signaling · devices used to sound the voice or fire alarm 21 shall be so located as to be clearly heard on the floor where activated, except as may be 22 otherwise found necessary or acceptable by the chief. 23 A public address communication system designed 24 to be clearly heard by all occupants of the building shall operate from the central 25 control station. It shall be established on a selective or general basis, as approved by the 26 chief, to the following paging areas: 27 5.2.1 Elevators 5.2.2 Elevator lobbies 28 5.2.3 Corridors 5.2.4 Exit stairways 5.2.5 Rooms and tenant spaces exceeding 1,000 square feet (93 m2) in area Ordinance No. 1159 Page 15 1 2 3 5.2.6 Dwelling units in apartment houses 5.2.7 Hotel guest rooms or suites 4 5.3 Fire department communications systems. A 5 two-way fire department communication system shall be provided for fire department use. It 6 shall operate between the central control station and elevators, elevator lobbies, 7 emergency and standby power rooms and on the stairway side of entries to every enclosed 8 exit stairway. 9 The communication system shall also comply with the following: 10 5.3.1 Alarm transmission. Unless the 11 central control station is constantly staffed by competent and 12 experienced operating personnel conforming to Chapter 9 of NFPA 72 13 as adopted in Appendix V of this code, voice or fire alarm and 14 trouble signals shall be automatically retransmitted to one 15 of the following: 16 5.3.1.1. An approved central station conforming to 17 NFPA 71 as adopted by the State Building Standards 18 Commission. 19 5.3.1.2. A supervisory station or an approved remote 20 station conforming to NFPA 72 as adopted by the 21 State Building Standards Commission. 22 5.3.2 Special provisions. In Group R, 23 Division 1 occupancies: 24 5.3.2.1. When a building conforms to the provisions of this 25 section, the manually operated fire alarm 26 system otherwise specified by Section 27 1007.2.9 shall not be required. 28 Ordinance No. 1159 Page 16 1 2 3 5.3.2.2. Single-station detectors installed in dwelling 4 units and hotel or lodging house guest 5 rooms, as specified 'in Section 1007.2.9.2, need 6 not be interconnected to the fire .alarm system 7 required by this section. 8 Section 1008.6 Central Control Station. A central control station for fire department operations shall be 9 provided in a location approved by the fire department. · The central control station shall be separated from the 10 remainder of the building by not less than one-hour fire- resistive construction with all openings protected by 11 assemblies having a fire-resistive rating of not less than 45 minutes. It shall have a minimum of one door 12 which is accessible directly from the exterior portion of the building and shall be able to be opened with a fire 13 department master key. The central control station shall have a minimum of 100 square feet (9.3 m2) with a minimum 14 dimension of 8 feet (2438 mm). It shall contain the following as a minimum: 15 6.1 The voice alarm and public address system 16 panels. 17 6.2 The fire department communications panel, a cabinet containing 8 portable firefighter 18 phones and 1 headset with sufficient cord to reach all portions of the room. 19 6.3 Fire detection and fire alarm system 20 annunciator panels. 21 6.4 Annunciator visually indicating the location of the elevators and their-operational status. 22 6.5. Status indicators and controls for air- 23 handling systems. 24 6.6 Controls for unlocking all stairway doors simultaneously. 25 6.7 Sprinkler valve and water-flow detector 26 display panels. 27 6.8 Emergency and standby power controls and status indicators. 28 Ordinance No. 1159 Page 17 1 2 3 6.9 A wall-mounted telephone, with sufficient cord to reach all portions of the room and with an 4 outside dedicated private line, installed in the fire control room for exclusive fire 5 department use. 6 6.10 Elevator control switches for switching to emergency power. 7 6.11 Fire pump status panel and controls. 8 6.12 Other fire-protection equipment and systems' 9 controls as required by the fire department. 10 6.13 Schematic building plans in clearly labeled approved containers, indicating the typical 11 floor plan and detailing the building core, fire resistive separations, exit facilities, 12 on-site water supply, fire-protection systems, firefighting equipment and fire department 13 access. 14 6.14 One 3 foot (914 mm) by 5 foot (1524 mm) table and 2 chairs. 15 6.15 An approved locked and labeled cabinet 16 containing labeled keys for emergency access and elevator control. 17 All control panels in the central control station shall 18 be permanently identified as to function. 19 Alarms, supervisory and trouble signals as required by Items 3 and 7 above shall be annunciated in compliance 20 with this code in the central control station by means of an audible and visual indicator. For purposes of 21 annunciation, zoning shall be in accordance with the following: 22 6.16 When the system serves more than one 'building, 23 each building shall be considered separately. 24 6.17 Each floor shall be considered a separate zone. When one or more sprinkler risers serve 25 the same floor, each riser shall be considered a separate zone. 26 EXCEPTIONS: When more than one riser 27 serves the same system on the floor. 28 6.18 Each section of floor separated by area separation walls or by horizontal exits shall be considered as separate zone. Ordinance No. 1159 Page 18 1 2 3 Central control stations shall not be used for the housing of any boiler, heating unit, generator or similar 4 hazardous equipment. No storage shall be permitted in the central control station room. 5 Seation 1008.7 Smoke Control. The provisions of Section 6 905 Smoke Control of the adopted Uniform Building Code shall apply to buildings described in Section 1008. 7 Section 1008.8 Elevators. The provisions of Sections 8 403.7 and 1005110 of the adopted Uniform Building Code shall apply to buildings described in Section 1008.1. 9 Seation 1008.9 Standby Power, Light, and Emergenay 10 Systems. Section 403.8.2 of the adopted UniformBuilding Code and Sections 1008.9.1 and 1008.9.3 of this code 11 shall apply to buildings described in Section 1008.1'. 12 Section 1008.9.1 Standby Power. A standby power- generating system, as approved by the building 13 official and chief-and conforming to Section 403.8.1 of the adopted Uniform Building Code, shall 14 be provided. The system shall be equipped with suitable means for automatically starting the 15 generator upon failure of the normal electrical supply systems and for automatic transfer of all 16 functions required by this section at full power within 60 seconds of such normal service failure. 17 System supervision with manual start and transfer override features shall be provided at the central 18 control station. An on-premises fuel supply sufficient for not less than 6 hours at full-demand 19 operation of the system shall be provided. Where fire pumps are required, an 8-hour fuel supply 20 shall be provided. 21 The standby system shall have a capacity and rating that would supply all equipment required to be 22 operational at the same time. The generating capacity need not be sized to operate all the 23 connected electrical equipment simultaneously. 24 All power, lighting, signal and communication facilities specified in Section 1008.4, 1008.5, 25 1008.6, 1008.7, 1008.8, 1008.9 and 1008.10, as applicable; fire pumps, required to maintain 26 pressure; stair pressurization fans; standby lighting; and normal circuits supplying exit signs 27 and exit illumination shall be transferable to the standby source. 28 Section 1008.9.2 StandbyLighting. See the adopted Uniform Building Code. Ordinance No. 1159 Page 19 1 2 3 Section 1008.9.3 Emergency Systems. The following are classified as emergency systems and shall 4 operate within 10 seconds of failure of the normal power supply: 5 3.1. Required exit sign and exit illumination 6 3.2. Elevator car lighting 3.3. Fire alarm system 7 3.4. Fire-detection system 3.5. Sprinkler alarm system 8 When the standby power-operation system reaches 9 full operating capacity, the emergency electrical systems and equipment shall be transferred thereto. 10 Section 1008.10 Exits. Exits shall comply with the 11 requirements of the adopted UniformBuilding Code and the following: 12 Section 1008.10.1. All stairway doors which are 13 locked from the stairway side shall have the capability of being unlocked simultaneously without 14 unlatching upon a signal from the central control station. Upon failure of electrical power, the 15 locking mechanisms shall be retracted to the unlocked position. 16 Section 1008.10.2. When stairway doors are locked 17 from the stairway side, a telephone or other two- way communications system, connected to an approved 18 emergency service which operates continuously, shall be provided at not less than every fifth 19 floor in each stairway. 20 Section 1008.10,3. All enclosed exit stairways shall be equipped with a barometric dampered relief 21 opening at the top. The stairway shall be supplied mechanically with sufficient air to discharge a 22 minimum of 2,500 cubic feet per minute (1180 L/s) through the relief opening while maintaining a 23 minimum, positive pressure of 0.05-inch water column (12.44 Pa) in the stairway relative to 24 atmospheric pressure with all doors closed. Activation of the mechanical equipment shall be 25 initiated by a smoke detector installed outside the stair enclosure and within 5 feet (1524 m/n) of the 26 enclosure door. Such equipment shall also be activated by actuation of the automatic sprinkler 27 system. Operation of ventilating equipment shall also be in accordance with the adopted Uniform 28 Building Code, Section 1009.7. Ordinance No. 1159 Page 20 1 2 3 Section 1008.11 Seismic Considerations. The provisions of Section 403.10 of the adopted Uniform Building Code 4 shall apply to buildings described in Section 1008.1. 5 Section 1008.12 Emergency Access and Evacuation Facility. This section shall apply to any Group B or Group R 6 occupancies having floors used for human occupancy located 75 feet (22 860 mm) or more above the lowest 7 level of fire department access. Such structures shall be equipped with a fire department-approved emergency 8 helicopter landing pad for use by police, fire and emergency medical helicopters only. 9 EXCEPTION: Buildings with a roof slope 10 greater than 4 in 12 and having all exits provided with smokeproof enclosures in 11 accordance with Section 1008.13 as adopted in this code. 12 Section 1008.12.1 Hell-pad. The roof area shall 13 include an emergency access and evacuation facility for helicopters of not less than 15,000 pounds 14 (6803.8 Kg) gross weight. This facility shall have a touchdown pad of at least 50 feet (15 240 mm) by 15 50 feet (15 240 mm) and a clear unobstructed landing and takeoff area with a minimum dimension 16 of 100 feet (30 480 mm) by 100 feet (30 480 nun). 17 Section 1008.12.2 Construction. The landing pad shall be designed per Section 1609.3 of the adopted 18 Uniform Building Code. Helicopter landing areas and supports shall be of noncombustible 19 construction. 20 Section 1008.12.3 Approach-departure Paths. The emergency evacuation facility shall have 2 21 approach-departure paths at a slope of no greater than 8 to 1. 22 Section 1008.12.4 Restricted Use. Any use of this 23 emergency access and evacuation facility for purposes other than emergency access and evacuation 24 shall require prior approval by the Federal Aviation Administration, as well as by the building 25 official and the chief. 26 Section 1008.12.5 Wind Direction Device. A wind indicating device shall be provided. 27 Section 1008.12.6 Special Markings. The roof top 28 shall be marked by an emergency marker as required by the chief. Ordinance No. 1159 Page 21 .1 3 Section 1008.12.7 Communications. The building emergency communication system shall extend to the 4 roof. 5 Section 1008.13 Smokeproof Enclosures. This section shall apply as required by Section 1008.12. 6 Section 1008.13.1. General. A smokeproof enclosure 7 shall consist of a vestibule and continuous stairway enclosure from the highest point to the 8 lowest point by walls of 2-hour fire-resistive construction. There shall be no openings into the 9 . stairway portion of the smokeproof enclosure other than those permitted by the first paragraph of 10 Section 1009.3 of the adopted Uniform Building Code. 11 The supporting frame shall be protected as set 12 forth in Table 6-A of the adopted Uniform Building Code. 13 In buildings with air conditioning systems or 14 pressure air supply serving more than one story, an approved smoke detector shall be placed in the 15 return air duct or plenum prior to exhausting from the building or being diluted by outside air. Upon 16 activation, the detector shall cause the return air to exhaust completely from the building without any 17 recirculations through the building. Such devices may be installed in each room or space served by a 18 return air duct. 19 Section 1008.13.2 Where Required. Smokeproof enclosures shall be required as per Section 20 1008.12. 21 Section 1008.13.3 Outlet. A smokeproof enclosure shall exit into a public way or into an exit 22 passageway leading to a public way. The exit passageway shall be without other openings and 23 shall have walls, floors and ceiling of 2-hour fire-resistive construction. 24 Section 1008.13.4 Barrier. A stairway in a 25 smokeproof enclosure shall not continue below the grade level unless an approved barrier is provided 26 at the ground level to prevent persons from accidentally continuing into the basement. 27 Section 1008.13.5 Access. Access to stairways in 28 smokeproof enclosures shall be by way of a vestibule or open exterior exit balcony constructed of noncombustible materials. Ordinance No. 1159 = Page 22 1 2 3 Section 1008.13.6 Smokeproof Enclosure by Natural Ventilation. 4 Seotlon 1008.13.6.1' Doors. When a vestibule 5 is provided, the door assembly' into the vestibule shall have a 1% hour fire-protection 6 rating, and the door assembly from the vestibule to the stairs shall be a smoke and 7 draft control assembly having not less than a 20-minute fire-protection rating. Doors shall 8 be equipped =with an automatic closing device activated by a smoke detector. 9 When access to the stairway is by means of an 10 open exterior exit balcony, the door assembly to the stairway shall have a 1% hour fire- ll protection rating and shall be maintained automatic closing.by actuation of a smoke 12 detector. 13 Section 1008.13.6.2 Open-air Vestibule. The vestibule shall have a minimum dimension of 44 14 inches (1118 mm) in width and 72 inches (1829 mm) in direction of exit travel. The 15 vestibule shall have a minimum of 16 square feet (1.88 m2) of opening in a wall facing an 16 exterior court, yard or public way at least 20 feet (6096 m/n) in width. 17 Section 1008.13.7 Smokeproof Enclosure by Meohanioal 18 Ventilation 19 1008.13.7.1 Doors. The door assembly from the vestibule shall have a 1½ hour fire-protection 20 rating, and the door assembly from the vestibule to the stairway shall be a smoke and 21 draft control assembly having not less than a 20 minute fire-protection rating. The door to 22 the stairways shall be provided with a drop sill or other provisions to'minimize the air 23 leakage. Doors shall be maintained automatic closing by activation of a smoke detector to 24 in the event of a power failure. 25 1008.13.7.2 Vestibule Size. Vestibules shall have a minimum dimension of 44 inches (1118 26 mm) in width and .72 inches (1829 ~m) in direction of exit travel. 27 1008.13.7.3 Vestibule Ventilation. The 28 vestibule shall be provided with notless than one air change per minute, and the exhaust shall be 50 percent of the supply. Ordinance No. 1159 Page 23 1 2 3 Supply air shall enter and exhaust air shall discharge from the vestibule through separate 4 tightly constructed ducts used only for that purpose. Supply air shall enter the vestibule 5 within 6 inches (152 mm) of the floor level. The top of the exhaust register shall be down 6 from the top of the smoke trap and shall be entirely within the smoke trap area. Doors, 7 when in the open position, shall not obstruct duct openings. Duct openings may be provided 8 with controlling dampers if needed to meet the design requirements, but are not otherwise 9 required. 10 1008.13.7.4 Smoke Trap. The vestibule ceiling shall be at least 20 inches (508 mm) higher 11 than the door opening into the vestibule to serve as a smoke and heat trap and to provide 12 an upward-moving air column. The height may be decreased when justified by engineering 13 design and field testing. 14 1008.13.7.5 Stair Shaft Air Movement System. The stair shaft shall be provided with a 15 dampered relief opening at the top and supplied mechanically with sufficient air to 16 discharge a minimum of 2,500 cubic feet per minute (1180 L/s) through the relief opening 17 while maintaining a minimum positive pressure of 0.05 inches (12.44 Pa) of water column in 18 the shaft relative to atmosphere with the doors closed and a minimum of 0.10-inch (24.99 19 Pa) water column difference between the stair shaft and the vestibule. 20 1008.13.7.6 Operation of Ventilating 21 Equipment. The activation of the ventilating equipment shall be initiated by a smoke 22 detector installed outside the vestibule door in an approved location. The activation of 23 the closing device on any door shall activate the closing devices on all doors of the 24 smokeproof enclosure at all levels. When the closing device' for the stair shaft and 25 vestibule doors is activated by a smoke detector or power failure, the mechanical 26 equipment shall operate at the levels specified in Sections 1008.13.7.3 and 27 1009.13.7.5. 28 Ordinance No. 1159 Page 24 1 2 3 1008.13.7.7 Standby Power. Standby power for the mechanical ventilation equipment shall be 4 provided by an approved self-contained generator set to operate whenever there is a 5 loss of power in the normal house current. The generator shall be in a separate room 6 having a minimum fuel supply adequate to operate the equipment for 2 hours. See 7 Section 403.8 of the adopted Uniform Building Code for standby power requirements for high- 8 rise Group B offices and Group R, Division 1 occupancies. 9 1008.13.7.8 Acceptance Testing. Before the 10 mechanical equipment is accepted by the' code- enforcing authority, it shall be tested to 11 confirm that the mechanical equipment is operating in compliance with these 12 requirements. 13 1008.13.7.9 Emergency Lighting. The stair shaft and vestibule shall be provided with 14 emergency lighting. A standby generator which xs installed for the smokeproof enclosure 15 mechanical ventilation equipment may be used for such stair shaft and vestibule power 16 supply. See Section 403.8 of the adopted Uniform Building Code for emergency lighting 17 requirements for high rise Group B offices and Group R, Division 1 occupancies. 18 E. ARTICLE 11 - GENERAL SAFETY PRECAUTIONS is hereby amended as 19 follows: 20 SECTION 1109 - CONTROL OF SOURCES OF IGNITION is hereby amended by deleting Section 1109.7 Sparks from Chimneys 21 and substituting a new Section 1109.7 as follows: 22 Section 1109.7 Chimney Spark Arrester. All new structures having any chimney, flue or stovepipe attached 23 to any fireplace, stove, barbecue or other solid or liquid fuel burning equipment and devices, shall have 24 such chimney, flue or stovepipe equipped with an approved spark arrester as per Section 3102.3.8 of the adopted 25 Uniform Building Code. All incinerator chimneys shall terminate in a substantially constructed spark arrester 26 having an iron, heavy wire mesh not exceeding 1/2 inch (12.5 nnn). 27 SECTION 1111 - CHANGES IN USE OR OCCUPANCY OF BUILDINGS OR 28 STRUCTURES is hereby amended by identifying the existing paragraph as Section 1111.1 and adding a new Section 1111.2 as follows: Ordinance No. 1159 Page 25 1 2 3 Section 1111.2 Declaration of Intended Use 4 Section 1111.2.1 When Required. When requiredtby the chief with the concurrence of the building 5 official, any or all owners of any occupancy may be required to record with the county recorder of the 6 County of Orange a legal instrument of intended use. This legal instrument shall be called a 7 Declaration of Intended Use. The Declaration of I Intended Use shall be in accordance with the 8 requirements of this section. It shall specifically state, by occupancy classification, 9 all intended uses of all portions of the occupancy and may not be modified or withdrawn without the 10 approval of the chief with the concurrence of the building official. Unapproved changes of occupancy 11 or use can be cause for an immediate hearing before the building official and the chief or their 12 designees. Such hearing shall be conducted to rule on the revocatio~of the Certificate of Occupancy 13 and the revocation of all permits issued to all owners, tenants, operators and occupants of all 14 portions of the occupancy. The Declaration of Intended Use shall be binding on all present and 15 future owners, tenants, operators and occupants. 16 Section 1111.2.2 Certified Copies. A certified copy of the recorded Declaration of Intended Use 17 may be required to be filed with the building official and the chief before any Certificate of 18 Occupancy and or any permits are issued to any or all owners, tenants, operators or occupants of the 19 occupancy.- 20 ARTICLE 11 - GENERAL SAFETY PRECAUTIONS is hereby amended by adding new SECTIONI 1115 - DEVELOPMENT ON OR NEAR LAND 21 CONTAINING OR EMITTING TOXIC, COMBUSTIBLE OR FLAMMABLE LIQUIDS, GASES OR VAPOR8 as follows: 22 SECTION 1115 - DEVELOPMENT ON OR NEAR LAND CONTAINING OR 23 EMITTING TOXIC, COMBUSTIBLE OR FLAMMABLE LIQUIDS, GASES OR VAPORS 24 The chief may require the submittal for approval of 25 geological studies, evaluations, reports, remedial recommendations and/or similar documentation from a 26 state-licensed and department-approved individual or firm, on any parcel of land to be developed 27 which: 28 Ordinance No. 1159 Page 26 1 2 3 1. Has, or is adjacent to, or within 1,000 feet (304 800 mm) of a parcel of land 4 that has an active, inactive, or abandoned oil or gas well operation, 5 petroleum or chemical refining facility, petroleum or chemical storage, or 6 2. May contain or give off toxic, 7 combustible or flammable liquids, gases or vapors 8 F. Section 1212.6 Floor-level Exit Signs is hereby amended by 9 adding a beginning paragraph as follows: 10 Section 1212.6 Floor-level Exit Signs. The regulations and bulletins of the State Fire Marshal for floor-level 11 exit sign requirements shall also apply. 12 G. ARTICLE 13 - EMERGENCY PROCEDURES is hereby deleted and the following substituted: 13 ARTICLE 13 - EMERGENCY PROCEDURES. The regulations of 14 the State Fire Marshal for emergency procedures shall apply (19 CCR Chapter 1, Subchapter 1, Article 3, 15 Sections 3.09, 3.10, 3.11, 3.12 and 3.13). 16 H. SECTION 2501 - GENERAL is hereby amended by adding an ending paragraph to Section 2501.5 Decorative Materials and by adding 17 two new sections as follows: 18 Section 2501.5 Decorative Materials. Records of fire- retardant treatment, as per the requirements of C.C.R. 19 Title 19, shall be maintained on the premises by the owner, agent, proprietor or occupant. 20 Section 2501.16.4 Occupant Count. The supervisor of each 21 place of assembly shall have an effective system to keep count of the number of occupants present in the assembly 22 area. If the chief determines at any time that an accurate count of occupants is not being maintained, the 23 occupancy shall be cleared until an accurate count can be made. 24 Section 2501.20 Temporary Heaters. No person shall place 25 or operate or permit to be operated any temporary heater within a structure that uses any flammable or combustible 26 solids, liquids, or gases without a fire department permit. 27 I. ARTICLE 32 - TENTS, CANOPIESAND TEMPORARY MEMBRANE STRUCTURES 28 is hereby amended as follows: SECTION 3201 - SCOPE is hereby amended by adding a paragraph as follows: Ordinance No. 1159 Page 27 1 2 3 The regulations of the State Fire Marshal for large and small tents, awnings and other fabric 4 enclosures also apply (19 CCR Chapter 2). 5 SECTION 3207 - FLAME-RETARDANT TREATMENTAND STANDARDS is hereby amended by adding a paragraph as follows: 6 The regulations of the State Fire Marshal for flame 7 resistance and labeling of all tents also apply (19 CCR Chapter 2, Article 4). 8 SECTION 3210 - STANDBY PERSONNEL is hereby amended by 9 adding a paragraph to read as follows: 10 The regulations of the State Fire Marshal for standby personnel in tents with an occupant load of 11 500 or more also apply (19 CCR 320). 12 SECTION 3219 - HOUSEKEEPING is hereby amended by deleting "30 feet" (9144 mm) and substituting "50 feet" (15 240 13 m~) in its place at each occurrence (19 CCR 326). 14 TABLE 3205-A - LOCATION, ACCESS AND PARKING FOR TENTS, CANOPIES AND TEMPORARY MEMBRANE STRUCTURE8 is hereby 15 amended by adding footnote 4 as follows: 16 4. Table 3205-A applies to vehicles necessary to the operation of a tent establishment. All other 17 vehicles shall be parked at least 100 feet (30 480 mm) from any tent, except vehicles parked on a 18 public street, which shall park at least 20 feet (6096~lra) from any tent, per the regulations of the 19 State Fire Marshal (19 CCR 312). 20 J. ARTICLE 47 - FUMIGATION AND THERMAL INSECTICIDAL FOGGING is hereby deleted and substituted as follows: 21 ARTICLE 47 - FUMIGATIONAND THERMAL INSECTICIDAL FOGGING 22 SECTION 4701 - SCOPE 23 Fumigation and thermal insecticidal fogging operations 24 shall be in accordance with Divisions 6 and 7 of the Food and Agriculture Code of the State of California. 25 SECTION 4702 - NOTIFICATION OF FUMIGATION 26 The chief shall be notified in writing at least 24 hours 27 before any building, structure or ship is to be closed in connection with the use of toxic or flammable 'fumigants. 28 K. Signage, when required by Article 51, shall be as 4 prescribed by the Orange County Fire Authority Signage Guidelines. 5 L. SECTION 5202 - FLAMMABLEAND COMBUSTIBLE LIQUID MOTOR VEHICLE 6 FUEL-DISPENSING STATIONS is hereby amended by deleting Section 5202.3.6 Special enclosures and substituting with a new 7 Section 5202.3.6 and by adding the following ending sentence to item i of Section 5202.4.4 Supervision as follows: 8 Section. 5202.3.6 Special enclosures. When installation 9 of tanks in accordance with Section 7902.6 is impractical, or because of property or building 10 limitations, tanks for Class I, II or III-A liquids may be approved by the chief for installation aboveground in 11 buildings in special enclosures. The capacity of permanent or temporary aboveground tanks containing Class 12 I, II or III-A liquids shall not exceed 2,000 gallons (7570 L) aggregate, and shall conformto the requirements 13 of Appendix II-F as amended in this code. 14 Section 5202.4.4 Supervision 15 1. The amount of fuel being dispensed shall be limited in quantity by a pre-programmed card as approved by 16 the chief. 17 M. SECTION 6319 - EMERGENCY SIGNS ANDLABELS is hereby amended as follows: Refrigeration units or systems shall be provided 18 with approved emergency signs, charts and labels in accordance with the Orange County Fire Authority Signage Guidelines and 19 the Mechanical Code (See U.M.C. Standard 11-2). See also Appendix VI-F. 20 N. The Uniform Fire Code is amended by adding ARTICLE 64 - 21 STATIONARY LEAD-ACID BATTERY SYSTEMS as follows: 22 ARTICLE 64 - STATIONARY LEAD-ACID BATTERY SYSTEMS 23 SECTION 6401 - SCOPE 24 Stationary lead-acid battery systems having a liquid capacity of more than 100 gallons (378.5 L) used for 25 facility standby power, emergency power or uninterrupted power supply shall be in accordance with this article. 26 Stationary lead-acid battery systems with individual lead-acid batteries exceeding 20 gallons (75.7 L) each 27 shall also comply with Article 80 of this code. 28 SECTION 6402 - DEFINITION For definition of lead-acid battery and lead-acid battery system, see SECTION 203-B of this code. Ordinance No. 1159 Page 29 1 2 3 SECTION 6403 - PERMITS 4 Section 6403.1 General. For a permit to install or operate battery systems with stationary lead-acid 5 batteries, see Section 105.8 b.1 of this code. 6 Section 6403.2 Design Submittals. Prior to installation, plans shall be submitted to and 7 approved by the chief. 8 SECTION 6404 - INSTALLATION AND MAINTENANCE 9 Section 6404.1 General. Installation and maintenance of battery systems shall be in 10 accordance with nationally recognized standards. See Sections 9001 and 9003.1 a.2.10 and a.2.11 of 11 this code. 12 Section 6404.2 Safety Venting. Batteries shall be provided with safety venting caps. 13 Section 6404.3 Occupancy Separation. In other than 14 Group A, E, I and R Occupancies, battery systems shall be located in a room separated from other 15 portions of the building by a minimum one-hour fire-resistive occupancy separation. In Group A, 16 E, I and R Occupancies, battery systems shall be located in a room separated from other portions of 17 the building by a two-hour fire-resistive occupancy separation. 18 Section 6404.4 Spill Control. Each rack of 19 batteries or group of racks shall be provided with .a liquid-tight 4-inch spill-control barrier which 20 extends at least 1 inch (25 nun) beyond the battery rack in all directions. 21 Section 6404.5 Neutralization. An approved method 22 to neutralize spilled electrolyte shall be provided. The method shall be capable of 23 neutralizing a spill from the largest lead-acid battery to a pH between 7.0 and 9.0. 24 Section 6404.6 Ventilation. Ventilation shall be 25 provided in accordance with the Mechanical Code and the following: 26 6.1 The ventilation system shall be designed 27 to limit the maximum concentration of hydrogen to 1.0 percent (25 percent of 28 LEL) of the' total volume of the room in accordance with nationally recognized standards, or Ordinance No. 1159 Page 30 1 2 3 6.2 Continuous ventilation shall be provided at a rate of not-less than 1 cubic foot 4 per minute per square foot (0.0283 cubic meters per 0.0929 square meter) of floor 5 area of the room. 6 Section 6404.7 Signs. Doors into rooms or buildings containing stationary. lead-acid battery 7 systems shall be provided with approved signs. The signs shall state that the room contains lead-acid 8 battery systems, that the battery room contains energized electrical circuits and that the battery 9 electrolyte solutions are corrosive liquids. 10 Section 6404.8 Seismic Protection. Battery systems shall be seismically braced in accordance with the 11 adopted Uniform Building Code. 12 Section '6404.9 Smoke Detection. An approved automatic smoke detection system shall be installed 13 in such areas and supervised by an approved central, proprietary or remote station service or a 14 local alarm which will give an audible signal at a constantly attended location. 15 O. SECTION 7401 - GENERAL is hereby amended by amending Section 16 7401.5.2 Stationary compressed gas containers, cylinders and tanks as follows: 17 Section 7401.5.2 Stationary compressed gas containers, 18 cylinders and tanks. Stationary compressed gas containers, cylinders and tanks shall' be marked in 19 accordance with Orange County Fire Authority Signage Guidelines. Markings shall be visible from any direction 20 of approach. 21 P. ARTICLE 77 - EXPLOSIVE MATERIALS is hereby amended as follows: 22 SECTION 7701 - GENERAL is hereby amended by adding a new section as follows: 23 Section 7701.9 Other Regulations. The regulations 24 of the State Fire Marshal for explosives also apply (19 CCR Chapter 10 and 24 CCR Part 2). 25 Appendix VI-E of the UFC is adopted and shall be 26 used for determining the location of magazines. Whenever the words "See Appendix VI-E" appear, it 27 shall mean "Apply Appendix VI-E." 28 Section 7702.1.1 Magazines required is hereby amended by adding a sentence as follows: Ordinance No. 1159 Page 31 1 2 3 Section 7702.1.1 Magazines required. The regulations of the State Fire Marshal for magazine 4 quantity limitations also apply (19 CCR 1566.4). 5 Section 7702.1.9 Storage with other materials is hereby amended by adding a sentence as follows: Blasting caps, 6 electric blasting caps, detonating primers and primed cartridges shall not be stored in the same magazine with 7 other explosives (19 CCR 1566.1). 8 Section 7702.1.15 Yard maintenance is hereby amended by deleting "25 feet" (7620 man) and substituting "50 feet" 9 (15 240 mm) in its place (19 CCR 1566~2). 10 Section 7702.2 Retail Sales is hereby amended by adding a second paragraph to Section 7702.2.1 General as 11 follows: 12 Section 7702.2.1 General. The regulations of the State Fire Marshal for magazines within buildings 13 also apply (19 CCR 1566.6). 14 Section 7702.3 Storage Magazines is hereby amended by adding the following paragraphs to Sections 7702.3.1 15 General and 7702.3.10 Indoor magazines: 16 Section 7702.3.1 General. The regulations of the State Fire Marshal for magazine classification, 17 quantity limitations and construction also apply. The provisions of this section may be used in place 18 of the State Fire Marshal regulations for classification and construction of magazines, if 19 determined to provide an acceptable alternative protection by the chief (19 CCR Chapter 10, 20 Subchapters 3 and 5). 21 Section 7702.3.10 Indoor magazines. The regulations of the State Fire Marshal for magazines 22 within buildings also apply (19 CCR 1566.6). 23 Section 7703.1 Use and Handling is hereby amended by adding the following paragraphs to Sections 7703.1.7 24 Other regulations and 7703.1.9 Premature detonation safeguards: 25 Section 7703.1.7 Other regulations. The 26 regulations of the State Fire Marshal for use and handling of explosives also apply (19 CCR Chapter 27 10, Subchapter 4). 28 Section 7703.1.9 Premature Detonation Safeguards. The regulations of the State Fire Marshal for precautions against accidental discharge also apply (19 CCR 156S.S). Ordinance No. 1159 Page 32 1 2 3 Section 7703.2.1 Public Conveyance is hereby amended by adding a beginning paragraph as follows: 4 Section 7703.2.1 Public Conveyance. Buildings or other facilities used for the mixing of blasting agents 16 shall be designed and constructed in accordance with the regulations of the State Fire Marshal (19 17 CCR Chapter 10 and 24 CCR Part 2). 18 Section 7703.5.4 Compounding and mixing. The regulations of the State Fire Marshal for mixer 19 design and blasting agent composition also apply (19 CCR 1572. and 1572.3). 20 Section 7703.5.7 Requirements. The regulations of 21 the State Fire Marshal for blast hole loading, explosive initiation, and water gels, or slurry 22 explosives also apply (19 CCR Chapter 10, Subchapter 4, Articles 7, 8, 10 and 11; and 23 Subchapter 5, Article 17). 24 Section 7704.6.1 Construction is hereby deleted and the following substituted: 25 Section 7704.6'.1 Construction. Operating buildings 26 or rooms shall be constructed in accordance with the regulations of the State Fire Marshal (19 CCR 27 Chapter 10 and 24 CCR Part 2) when quantities of explosives exceed the exempt amounts as specified 28 in the adopted Uniform Building and Fire Codes. Section 7704.7 Operations is hereby amended by adding a beginning paragraph as follows: Ordinance No. 1159 Page 33 1 2 3 Section 7704.7 Operations. The regulations of the State Fire Marshal for on-site or remote processing 4 and storage of explosives, including electrical regulations, also apply (19 CCR Chapter 10, 5 Subchapter 4). 6 Q. SECTION 7802 - FIREWORKS is hereby amended by deleting TABLE 7802.3-A - MINIMUM MORTAR SEPARATION DISTANCES without 7 substitution, amending the first sentence of Section 7802.3 Prohibition, deleting Section 7802.4 Displays, and adding a 8 new Section 7802.5 Model Roekerry as follows: 9 Section 7802.3 Prohibition. The storage, use, handling, possession, sale, or discharge of fireworks is 10 prohibited. 11 Section 7802.4 Displays. Fireworks displays shall be in accordance with the Orange County Fire Authority 12 Guidelines for Public Fireworks Displays, with the regulations of'the State Fire Marshal, and the conditions 13 of the permit as approved by the chief (19 CCR 982). 14 Section 7802.5 Model Rockstry. All model rocket activities shall comply with the Orange County Fire 15 Authority Guidelines for Model Rockstry and requires a permit from the chief. 16 R. ARTICLE 79 - FLAMMABLE AND COMBUSTIBLE LIQUIDS is hereby 17 amended as follows: 18 Section 7902.2.2.1 Locations where aboveground tanks are prohibited is hereby deleted and replaced with the 19 following: 20 Storage of Class I and Class II fIammable liquids in aboveground tanks outside of buildings is 21 prohibited except in Planned Industrial districts and Industrial districts as identified in Part 4 22 Chapter 2 of Article 9 of the Tustin City Code. 23 Class I and Class II flammable liquid tanks allowed in Section 7902.2.2.1 shall be of less than 1,000 24 gallons capacity and shall be located no .less than .100 feet from any property line or building of 25 other than a Group U Division 1 occupancy. 26 EXCEPTION: The temporary use of aboveground tanks is allowed for the storage of Class I 27 and Class II liquids as permitted in Section 7904.2 of the Uniform Fire Code as adopted. by 28 Section 5130. Ordinance No. 1159 Page 34 1 2 3 Section 7902.2.6.3.4 Reductions in required venting for stable liquids is hereby amended by deleting sub-sections 4 2.0.3 and 4.0.15. 5 Section 7903.1.3 Liquid Transfer .is hereby amended by adding the following new section: 6 Section 7903.1.3.5 Underground tanks. No person 7 shall extract or cause to be extracted any flammable or combustible liquids from underground 8 .tanks by any method other than the use of a permanently installed approved dispenser unless 9 such person first obtain a permit for such extraction from the chief. 10 S. ARTICLE 80 -HAZARDOUSMATERIALS is hereby amended as follows: 11 Section 8001.3.3 Hazardous Materials Inventory Statement is 12 hereby amended by adding the following paragraph: 13 Section 8001.3.3 Chemlcal Classification Packet. When required by the chief, an Orange County Fire Authority 14 Chemical Classification Packet shall be completed and approved prior to approval of structural and system 15 plans, and/or the storage, use or handling of chemicals on the premises. 16 Section 8001.7 Identification Signs is hereby amended by- 17 deleting the words "U.F.C. Standard 79-3" and replacing with the words "Orange County Fire Authority Signage Guidelines." 18 Section 8001.13 Exempt Amounts is hereby amended by adding 19 Section 8001.13.1.1 Exterior Storage as follows-: 20 Section 8001.13.1.1 Exterior Storage. 21 Section 8001.13.1.1.1 Quantities Exceeding Exempt Amounts. Exterior storage of hazardous materials where 22 the aggregate quantity exceeds the exempt amount specified in Tables 8001.13-C or 8001.13-D shall be in 23 accordance with the exterior storage provisions of this section. 24 Section 8001.13.1.1.2 Quantities not Exceeding Exempt 25 Amounts. Outdoor control areas are not required to be in accordance with this section except as follows: 26 2.1 -Outdoor control areas shall be protected 27 against tampering or trespassers by fencing or other control measures. 28 2.2 Outdoor control areas shall be kept free of weeds, debris and common combustible materials not necessary to the storage. Vehicle fueling appliances installed at Group R Occupancies 12 shall not exceed a flow rate' of 5 standard cubic feet per minute (2.36 L/s) at a 13 discharge rate of 4,000 psi (276 bars) at NTP. 14 5-2 Location and Installation 15 5-2.1 General 16 5-2.1.1 Vehicle fueling appliances shall be installed outside of buildings. The appliance 17 shall be a minimum of 3 feet (914 mm) from property lines and building openings. When 18 approved by the chief, vehicle fueling appliances may be installed indoors when 19 installed in accordance with Section 5-3.2.1 and Uniform Fire Code Article 52 as adopted. 20 5-2.1.2 Vehicle fueling appliances shall be 21 fastened to a foundation to resist the loads in accordance with the adopted Uniform 22 Building Code. 23 5-2.1.3 Equipment related'to the vehicle fueling appliance shall be protected to 24 minimize the possibilities of physical damage. When subject to vehicle impact damage, fueling 25 appliances shall be provided with vehicular impact protection. See Section 8001.9 General 26 Safety Precautions of the adopted Uniform Fire Code. 27 5-2.1.4 The vehicle fueling appliance shall be 28 located so as to prevent damage resulting from flooding, ice build-up or blockage of ventilation. Ordinance No. 1159 Page 39 1 2 3 5-2.2 Appliance Vent Lines 4 5-2.2.1 Vehicle fuel appliances shall be provided with an approved method to discharge 5 methane outdoors as the result of the operation of a relief valve or device. 6 5-2.2.2 Relief valves or devices shall be 7 provided with an approved means of safely discharging natural gas outside of buildings. 8 The method employed shall-be designed such that the design flow capacity of the relief 9 valve or device is not restricted. 10 5-2.2.3 Relief valves or devices shall be terminated in accordance with the following 11 minimum requirements: 12 1. Relief valves or devices shall terminate a minimum of 3 inches (914 mm) from sources of 13 ignition. 14 2. Relief valves or devices shall terminate a minimum of 36 inches (914 mm) horizontally 15 and 12 inches (305 man) vertically above openings or vents into buildings or a space 16 where flammable vapors are likely to accumulate. 17 3. Relief valves or devices shall not 18 terminate within 5 feet (1524 mm) of sidewalks or paths of egress. 19 5-2.2.4 Relief valves or devices shall be 20 terminated so as to prevent the entry of water, insects, ice or other materials. 21 5-2.3 Hoses 22 5-2.3.1 Hoses used for the supply of natural 23 gas to the vehicle fueling appliance for the dispensing of natural gas into motor vehicles 24 shall be in accordance with Section 5-2.3. 25 5-2.3.2 A single hose, a maximum of 3 feet (914 mm) in length, may be used to terminate 26 the natural gas supply into the intake of the vehicle fueling appliance. The hose shall be 27 installed when it is necessary to prevent abrasion damage resulting from vibration at 28 the compressor intake or discharge. Ordinance No. 1159 Page 40 1 2 3 5-2.3.3 The use of hoses for dispensing of natural gas from a vehicle fueling appliance 4 into a motor vehicle shall be in accordance with the following minimum requirements: 5 1. The maximum length of hose shall not 6 exceed 25 feet (7620 nun). 7 2. Hoses shall be protected from abrasion, mechanical damage and being driven over. 8 3. The number of hoses which may be used for 9 the dispensing of natural gas into motor vehicles shall be in accordance with the 10 appliance's listing. 11 4. The vehicle dispensing hose shall be equipped with a breakaway connection. 12 Operation of the breakaway connection shall stop the flow of natural gas from the vehicle 13 fueling appliance. The maximum force necessary to effect breakaway shall be 40 14 pounds (18.1 kg) in any horizontal direction. 15 5-2.4 Signage 16 5-2.4.1 Signs concerning the safe operation of vehicle fueling appliances shall be 17 provided in accordance with Section 5-2.4. 18 5-2.4.2 "NO SMOKING WITHIN 3 FEET" signs shall be provided at the vehicle fueling 19 appliance. '20 5-2.4.3 "TURN OFF IGNITION BEFORE FUELING" signs shall be provided at the vehicle fueling 21 appliance. 22 5-2.4.4 Approved "CNG COMPRESSOR EMERGENCY ELECTRICAL DISCONNECT" signs shall be provided 23 at the electrical disconnect switch. 24 5-2.5 Electrical Disconnect 25 5-2.5.1 An emergency electrical disconnect switch shall be provided in an approved 26 location not less than 5 feet (1524 m~), but not exceeding 25 feet (7620 mm) away from the 27 vehicle fueling appliance. The disconnect switch shall be in view of the vehicle fueling 28 appliance. Ordinance No. 1159 Page 41 1 2 3 5-3 Dispensing of cNG 4 5-3.1 The exterior and interior dispensing of natural gas into motor vehicles shall be in 5 accordance with Section 5-3. 6 5-3..2 The exterior dispensing of natural gas into motor vehicles shall be in accordance with Chapter 7 5 of this Standard and Article 52 of the adopted Uniform Fire Code. 8 5-3.3 The fueling of vehicles inside of buildings 9 shall be limited to Group B, F, H, S and U Occupancies when not attached to Group R 10 Occupancies. Interior dispensing of natural gas shall be in accordance with Chapter 5 of this 11 Standard, the mechanical ventilation requirements of Section 4-4.3.4 and the gas detection 12 requirements of Section 4-4.3.5. Activation or failure of the mechanical ventilation system or 13 activation or failure of the gas detection system shall shut off power to the vehicle fueling 14 appliance. 15 5-4 Maintenance and Inspection 16 5-4.1 Installation and maintenance of vehicle fueling appliances shall be in accordance with the 17 manufacturers' instructions and listing. 18 5-4.2 A water-resistant tag, label or other approved means shall be affixed to the vehicle 19 fueling appliance which identifies that the appliance has been serviced in accordance with the 20 manufacturers' instructions. 21 SECTION 9003 is hereby amended by identifying existing SECTION 9003 RECOGNIZED STANDARDS as 9003.1,amending Section 9003.1 22 a.2 American National Standards Institute -ANSI Standards by adding new subsections a.2.10. ANSI/IEEE 484 and a.2.11 23 ANSI/IEEE 937, and adding a new Section 9003.2 Adopted NFPA Standards as follows: 24 Section 9003.1 - a.2.10. ANSI/IEEE 484 Recommended 25 Practice for Installation of Large-Lead Storage Batteries for Generating Stations and Substations. 26 Section 9003.1 - a.2.11. ANSI/IEEE 937 Recommended 27 Practice for Installation and Maintenance of Lead-Acid Batteries for Photovoltaic (PV) Systems 28 Ordinance No. 1159 Page 42 1 2 3 Section 9003.2 Adopted NFPA Standards. APPENDIX I-B LIFE SAFETY REQUIREMENTS FOR EXISTING HIGH-RISE 6 BUILDINGS, SECTION I - SCOPE and Section 6.1, item 2'Special Provisions and .Alternatives, Automatic Sprinklers are hereby 7 deleted and the following substituted: 8 SECTION I - SCOPE. These provisions apply to all existing high-rise buildings constructed prior to the 9 adoption of this appendix, each having floors used for human occupancy located 75 feet (22 680mr a) or more above 10 the lowest level of fire department vehicle access. 11 Section 6.1, item 2 Automatic Sprinklers. An approved automatic fire extinguishing system shall be installed 12 throughout the building in accordance with the requirements of NFPA 13 as adopted in Appendix V of this 13 code. In addition to the main water supply, a secondary on-site supply of water equal to the hydraulically 14 calculated sprinkler design demand plus 100 gallons (378.5 L) per minute additional for the total standpipe 15 system shall be provided. The supply shall be automatically available if the principal supply fails and 16 shall have a duration of 30 minutes. 17 Sprinkler control valves and waterflow detecting devices shall be provided at the lateral connection to the riser 18 on each floor. 19 W. APPENDIX II-A SECTION 18 - UNUSUAL CIRCUMSTANCES is hereby deleted and the following substituted: 20 SECTION 18 - UNUSUAL CIRCUMSTANCES 21 The chief may suspend enforcement and require reasonable 22 alternative measures designed to advance the purposes of this article if he determines in any specific case that 23 any of the following conditions exist: 24 18,1 Difficult terrain. 25 18.2 Danger of erosion. 26 18,3. Presence of plants included in any state and federal resources agencies, 27 California Native Plant Society and county-approved list of wildlife, plants, 28 rare, endangered and/or threatened species. APPENDIX II-A SUPPRESSIONAND CONTROL OF HAZARDOUS FIRE AREAS 8 is hereby amended by adding a new SECTION 25 - USE OF EQUIPMENT as follows: 9 10 SECTION 25 - USE OF EQUIPMENT 11 25.1 Except as otherwise provided in this section, no 12 person shall use, operate, or cause to be operated, in, upon or adjoining any hazardous fire area any 13 internal combustion engine which uses hydrocarbon fuels, unless the engine is equipped with a spark 14 arrester as defined in Section 25.3 maintained in effective working order, or the engine is 15 constructed, equipped and maintained for the prevention of fire pursuant to Section 25.3. 16 25.2 Spark arresters affixed to the exhaust system of 17 engines or vehicles subject to this section shall not be placed or mounted in such a manner as to 18 allow flames or heat from the exhaust system to ignite any flammable material. 19 25.3 A spark arrester is a device constructed of 20 nonflammable material specifically for the purpose of removing and retaining carbon and other 21 flammable particles over 0.0232 of an inch (0.58 mm) in size from the exhaust flow of an internal 22 combustion engine that uses hydrocarbon fuels or which is qualified and rated by the United States 23 Forest Service. 24 25.4 Engines used to provide motor power for trucks, truck tractors, buses, and passenger vehicles, 25 except motorcycles, are not subject to this section if the exhaust system is equipped with a muffler as 26 defined in the Vehicle Code of the State of California. 27 25.5 Turbocharged engines are not subject to this 28 section if all exhausted gases pass through the rotating turbine wheel, there is no exhaust bypass to the atmosphere, and the turbocharger is effective mechanical condition. APPENDIX II-A SUPPRESSION AND CONTROL OF HAZARDOUS FIRE AREAS is hereby amended by adding a new SECTION 26 - NOTICE OF SPARK 4 ARRESTER REQUIREMENT as follows: 5 SECTION 26 - NOTICE OF SPARK ARRESTER REQUIREMENT 6 No person shall sell, offer for sale, lease, or rent to any person any internal combustion engine subject to the 7 provisions of Section 25 and not subject to the provisions of Section 13005 of the Health and Safety 8 Code, unless he provides a written notice to the purchaser or bailee, at the time of sale or at the time 9 of entering into the lease or rental contract, stating that it is a violation of the UFC to use or 10 operate the engine in, upon or adjoining any hazardous fire area, Unless the engine is equipped with a spark 11 arrester as defined in Section 25, maintained in effective working order, or the engine is constructed, 12 equipped and maintained for 'the prevention of fire pursuant to Section 27. 13 Z. APPENDIX II-A SUPPRESSIONAND CONTROL OF HAZARDOUS FIRE AREAS 14 is hereby amended by adding a new SECTION 27 - FUEL MODIFICATION 'REQUIREMENTS FOR NEW CONSTRUCTION as follows: 15 SECTION 27 - FUEL MODIFICATION REQUIREMENTS FOR NEW 16 CONSTRUCTION 17 All new buildings to be built or installed in areas containing combustible vegetation shall comply with the 18 following: 19 27.1 Preliminary fuel modification plans shall be submitted to and approved by the chief concurrent 20 with the submittal for approval of any tentative map. 21 27.2 Final fuel modification plans shall be submitted to 22 and approved by the chief prior to the issuance of a grading permit. 23 27.3 The fuel modification plans shall meet the criteria 24 set forth in the Orange County Fire Authority Fuel Modification Plan Guidelines for High Fire Hazard 25 Areas. 26 27.4 The fuel modification plan may be altered if conditions change. Any alterations to the fuel 27 modification shall be approved by the chief. 28 27.5 All elements of the fuel modification plan shall be maintained in accordance with the approved plan. The 6 provisions of Section 103.1.2 of the Uniform Fire Code, as adopted in this Municipal Code, shall be 7 applied to all requests to use alternative material and methods to meet the requirements of this 8 standard. 9 4. NFPA Definitions. The following definitions shall be applied to the NFPA Standards and take priority 10 over any similar definitions: 11 A. "Authority Having Jurisdiction" is the official responsible for the enforcement of 12 the NFPA Standard. 13 B. "Approved" shall be defined as specified in Section 202-A of the adopted Uniform Fire 14 Code. 15 C. "Labeled" and "Listed" shall be defined as specified in Section 213-L of the adopted 16 Uniform Fire Code. 17 5. NFPA Referenced Publications. The publications referenced in the text, the referenced publication 18 chapter and reference publication appendix of the NFPA Standards are hereby deleted and whenever a 19 publication is referenced, it shall mean the following as appropriate: 20 A. (b) and UBC Standard 9'-1, NFPA 13 Standard for the Installation of Sprinkler Systems, 1994 Edition, is 11 further amended as follows: 12 Subsection 1-6.1.1 Buildings of Undetermined Use is added as follows: 13 1-6.1.1 Buildings of Undetermined Use. When 14 fire sprinkler systems are required in buildings of undetermined use, they shall be 15 designed and installed to have a sprinkler density of not less than that required for an 16 Ordinary Hazard Group 2 use, with a minimum design area of 3,000 square feet (279 m2). 17 Use is considered undetermined if not 18 specified at the time the permit is issued. 19 Where a subsequent occupancy requires a system with greater capability, it shall be the 20 responsibility of the occupant to upgrade the system to the required density for the new 21 occupancy. 22 Section 2-1 General is amended by deleting Exception No. 2 of Subsection 2-1.1 and 23 substituting the following. 24 2-1.1 Exception No. 2: Components that do not affect system operations such as drain valves and 25 signs need not be listed. 26 Subsection 4-6.1.1 Valves Controlling Sprinkler Systems is amended by deleting Subsection 4-6.1.1.4 27 and substituting with the following: 28 4-6.1.1.4 Control valves Shall be installed and positioned so that they are operable from the floor below. (b), NFPA 13D Standard for the Installation of 5 Sprinkler Systems in One- and Two-Family Dwellings and Mobile Homes, 1994 Edition, is further amended as 6 follows: 7 (a) Section 3-1.1 Valves and Drains is amended by deleting Exception No. i and Exception No. 2 8 without substitution. 9 (b) Section 3-2 Pressure Gages is deleted and the following substituted: 10 3-2 Pressure Gage. At least one water pressure 11 gage shall be installed on the riser assembly. 12 (c) Section 3-3 Piping is amended as follows: 13 Table 3-3.1. Welded and seamless steel pipe, wrought-iron pipe, and electric-resistance 14 welded steel pipe are deleted. 15 Table 3-3.5. All listings under cast iron, malleable iron, and steel are deleted. 16 (d) Section 3-6 Alarms is amended by adding the 17 following ending paragraph and deleting the exception without substitution: 18 3-6 Alarms. The alarm indicating device 19 shall be listed for outside service and audible from the street that the house is 20 addressed on. Alarms shall be of sufficient intensity to be clearly audible in all rooms 21 with intervening doors closed. See A-3-6 of this Standard. 22 (e) Section 4-6 Location of Sprinklers is amended by 23 deleting the exceptions and substituting the following three exceptions and final paragraph: 24 Exception No. 1: Sprinklers are not required 25 in bathrooms not exceeding 55 square feet (5.1 26 Exception No. 2: Sprinklers are not required 27 in small clothes closets, linen closets and pantries where the least dimension does not 28 exceed 3 feet (914 ram), the area does not exceed 24 square feet (2.2 m2), Ordinance No. 1159 Page 55 1 2 3 and the walls and ceilings are surfaced with noncombustible or fire-resistive material as 4 defined in the adopted Uniform Building Code. 5 Exception No. 3: Sprinklers may be omitted from open attached porches, carports and 6 similar open attached structures. Attached garages shall be protected with listed quick- 7 response sprinklers spaced to protect a maximum area of 130 square feet (12.1 m2). 8 These heads are not required to be calculated as part of the system if the lines are 9 supplied by the largest piping in the system. 10 All attics shall be protected with intermediate temperature quick-response heads which shall be 11 located to protect attic penetrations created by access scuttles or mechanical equipment. Crawl 12 spaces that are intended for use as a living or storage area or that exceed a maximum height 13 dimension o'f 5 feet (1524 mm) shall be protected with intermediate temperaturequick-response heads. 14 4. NFPA 13RAMENDED (as adopted in UBC Standard 9-3) 15 In addition to the amendments, additions and deletions of 16 Section 2. (b) and UBC Standard 9-3, NFPA 13R Standard for the Installation of Sprinkler Systems in Residential 17 Occupancies up to Four Stories in Height, 1994 Edition, is further amended as follows: 18 Section 2-4.5.6 is amended to read as follows: 19 Section 2-4.5.6 Standard or quick response 20 sprinklers may be used in areas outside dwelling units. 21 Section 2-6 Location of Sprinklers Exception No. 4 22 is deleted and substituted with the following: 23 Exception No. 4: Sprinklers may be omitted from penthouse equipment rooms, crawl spaces, 24 floor/ceiling spaces, elevator shafts, and other concealed spaces that are not used or 25 intended for living purposes or storage. Sprinklers may also be omitted from attics 26 which are not located over dwelling units. When attics are separated by unit, each unit's 27 attic space may be protected per the Orange County Fire Authority Guidelines for Detached 28 One and Two Family Dwellings. All other attics shall be protected per NFPA 13, 1994 Edition. Ordinance No. 1159 Page 56 1 2 3 5. NFPA 14 AMENDED 4 In addition to the amendments, additions and deletions of Section 2. (b), NFPA 14 Standard for the Installation of 5 Standpipe and Hose Systems, 1993 Edition, is further amended as follows: 6 (a) Section 2-9 Fire Department Connections is 7 amended as follows: 8 2-9.2 Each fire department connection shall have at least two 2½ inch (63.5-mm) 9 internal threaded swivel fittings, plus additional inlets as required by the 10 chief to support the demand of the system, having NH standard threads .... 11 (b) Section 5-7 MinimumPressure for System Design 12 and Sizing of Pipe is amended by deleting subsection (b) and the word at the end of the 13 first paragraph and the letter at the beginning of the second paragraph, and by 14 replacing the number at the end of the second sentence in the second paragraph with 150 psi 15 (10.4 bars). 16 6. NFPA 16A AMENDED 17 In addition to the amendments, additions and deletions of Section 2. (b), NFPA' 16A Recommended Practice for the 18 Installation of Closed-Head Foam-Water Sprinkler Systems, 1988 Edition, is further amended as follows: 19 Section 1-1 Scope is amended by adding a beginning 20 paragraph as follows: 21 Whenever in this standard the word "recommended" is used, it means "required," 22 and whenever in this standard the word "should" is used, it means "shall." 23 7. NFPA 24 AMENDED 24 In addition'to the amendments, additions and deletions of 25 Section 2 (b), NFPA 24 Standard for Private Fire Service Mains and Their Appurtenances, 1992 Edition, is further 26 amended as follows: 27 (a) Section 1-5 Installation Work is hereby deleted and substituted with the following: 28 Ordinance No. 1159 Page 57 1 2 3 Section 1-5 Installation Work Installation work shall be done by fully 4 experienced and responsible contractors licensed in the state to do this work. 5 Work shall not begin until plans are approved and appropriate permits secured. 6 (b) Section 2-2 Public Water Systems is hereby 7 amended by deleting Section 2-2.6 and substituting with the following: 8 Section 2-2.6 Connections larger than 2 9 inches to public water systems shall be controlled by a post indicator valve of 10 an approved type. Where the water authority has regulations regarding the 11 connection of private fire service mains, they shall apply. Where the water 12 authority requires backflow protection the following methods or assemblies are 13 acceptable: 14 1. An above ground assembly approved by the water authority, painted OSHA 15 safety red, and with the valves locked in the open position. Valves 16 controlling more than 100 sprinkler heads shall be monitored to an 17 approved location. 18 2. A below ground assembly approved by the water authority and located in 19 an approved vault. The last valve on the assembly shall be controlled 20 by an approved post indicator device (see Figure A-2.6). The post 21 indicator device shall be painted OSHA safety red, be locked in the 22 open position and if controlling more than 100 sprinkler heads 23 monitored to an approved location. 24 3. The location of control devices shall be approved by the chief and 25 the water authority. 26 (C) Section 2-6 Fire Department Connections is hereby amended by adding the following to the 27 end of Section 2-6.2 and Section 2-6.6: 28 Section 2-6.2 ...and shall be protected from mechanical injury~ Ordinance No. 1159 Page 58 1 2 3 Section 2-6.6 The location shall be approved and be no more than 150 feet from a public 4 hydrant. The size of piping and the number of inlets shall be approved by the chief. If 5 acceptable to the water authority, it may be installed on the backflow assembly. Fire 6 department inlet connections shall be painted OSHA safety red. 7 (d) Section 3-3 Post Indicator Valves is hereby 8 amended by adding the following beginning sentence to Section 3-3.1: 9 Section 3-3.1 Every system shall have a 10 separate connection from the private fire main. 11 (e) Section 3-4 Valves in Pits is hereby amended 12 by adding the following to Section 3-4.1: 13 Section 3-4.1 Where it is impractical to provide a post indicator valve, valves 14 shall be permitted to be placed in valve rooms accessible from exterior, on 15 exterior risers or on interior risers with indicating posts arranged for 16 outside operations, or in pits with permission of the authority having 17 jurisdiction. 18 (f) Section 3-5 Sectional Valves is hereby amended by adding the words "post indicator 19 type" in front of the words "Sectional controlling valves" on line 2 of Section 3- 20 5.1. 21 (g) Section 7-2 Coating and Lining of Pipe. All ferrous metal pipe shall be lined, and shall 22 be coated and wrapped, with joints coated and wrapped after assembly. All ferrous pipe and 23 fittings shall be protected with a loose 8- mill polyethylene tube. The ends of the tube 24 shall be sealed with 2 inch wide tape approved for underground use. Galvanizing does not 25 meet the requirements of this section. 26 (h) SectiOn 8-5 Pipe Joint Assembly is hereby amended by adding the words '!assembly and 27 prior to poly-tube" before the last word "installation" in the paragraph in Section 8- 28 5.2. Ordinance No. 1159 Page 59 1 2 3 (i) Section 8-9 Testing Underground Systems is hereby amended by adding a beginning sentence 4 to Section 8-9.2 as follows: 5 Section 8-9.2 The trench shall be excavated for thrust blocks and inspected 6 prior to pour. Care shall be taken when forming and pouring thrust blocks that 7 fittings and joints are not buried in concrete. 8 8. NFPA 37 AMENDED 9 In addition to the amendments, additions and deletions of 10 Section 2. (b), NFPA 37 Standard for the Installation and Use of Stationary Combustion Engines and Gas Turbines, 11 1990 Edition, is further amended as follows: 12 (a) Section 2-1.1.2.2 General Locations is amended by deleting the last paragraph without 13 substitution. 14 (b) Section 2-1.1.2.3 General Locations is amended by deleting the last sentence without 15 substitution. 16 (c) New Section 2-1.1.2.4 General Locations is added as follows: 17 2-1.1.2.4 Doors, windows and louvered 18 openings shall be located on exterior walls only. When such openings are 19 located below openings in another story or less than 10 feet (3048 mm) from 20 doors, windows or louvered openings of the same building, they shall be 21 protected by a fire assembly having a 3/4 hour rating. Such fire assemblies shall 22 be fixed, automatic or self-closing. 23 Combustion engines and gas turbines used for emergency power shall not be located 24 in a room or area used for any other purpose. 25 9. NFPA 50 AMENDED 26 In addition to the amendments, additions and deletions of 27 Section 2. (b), NFPA 50 Standard for Bulk Oxygen Systems at Consumer Sites, 1990 Edition, is further amended as 28 specified in the Uniform Fire Code Standard 74-1 Part I. Ordinance No. 1159 Page 60 1 2 3 10. NFPA 231 AMENDED 4 In addition to the amendments, additions and deletions of Section 2. (b), NFPA 231 Standard for General Storage, 5 1990 Edition, is further amended as specified in the adopted Uniform Fire Code Standard 81-1 Part I. 6 11. NFPA 231C AMENDED 7 In addition to the amendments, additions and deletions of 8 Section 2. (b), NFPA 231C Standard for Rack Storage of Materials, 1991 Edition, is further amended as specified 9 in the ~adopted Uniform Fire Code Standard 81-2 Part I. 10 HH. APPENDIX VI-A HAZARDOUS MATERIALS CLASSIFICATION is hereby amended by adding the following beginning paragraph to SECTION 11 1-SCOPE: 12 If confusion or conflict occurs with chemical classification, final determination shall be in 13 accordance with the Orange County Fire Authority's chemical classification database. 14 II. APPENDIX- VI-E REQUIRED SEPARATION DISTANCES FOR EXPLOSIVE 15 MATERIALS is hereby amended as follows: 16 (a) A beginning paragraph is added as follows: 17 Whenever the word "recommended" is used in Appendix VI-E, it means "required." 18 (b) The first sentence of the first paragraph as printed in 19 Appendix VI-E (UFC 1994 Edition) is deleted and the following substituted: 20 The following information is adopted for use in 21 applying Article 77. 22 If any section, subsection, sentence, clause, phrase or portion of this Ordinance is for any reason held to be invalid or 23 unenforceable by the decision of any court of competent jurisdiction, such decision shall not affect the validity of the 24 remaining portions of this Ordinance.
